AMENDING SECTIONS OF ARTICLE 2 (PARADES AND ASSEMBLIES) OF\nCHAPTER 3 (OTHER ACTIVITIES REQUIRING REGULATORY PERMITS) OF\nTITLE 4 (REGULATION OF CERTAIN TYPES OF BUSINESSES AND\nACTIVITIES) OF THE BEVERLY HILLS MUNICIPAL CODE AND MAKING A\nDETERMINATION OF EXEMPTION FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT. First Reading - For Introduction\nComment: This ordinance makes two minor substantive changes to the City's\nparade and assembly regulations. These changes include a new permit application\nrequirement regarding sound amplification and an insurance requirement that will\napply in limited situations. 4. FIXING THE RATE OF TAXES TO PAY THE BONDED AND OTHER VOTER-\nAPPROVED INDEBTEDNESS OF THE CITY FOR THE FISCAL YEAR 2024-\n25.\nComment: Staff recommends adoption of the resolution fixing the rate of taxes for\nthe Fiscal Year 2024-25 to $0.041042 per $100 of assessed valuation.

AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE\nCALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY\nDEVELOPMENT'S LOCAL HOUSING TRUST FUND (LHTF) GRANT\nPROGRAM; AND\nRESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS\nCONDTIONALLY APPROVING A TRANSFER IN THE AMOUNT OF UP TO\n$5,000,000 FROM THE GENERAL FUND TO THE AFFORDABLE HOUSING\nTRUST FUND, EARMARKING PORTIONS OF CERTAIN FUTURE PUBLIC\nBENEFIT CONTRIBUTION PAYMENTS TO THE AFFORDABLE HOUSING\nTRUST FUND; AND ADOPTING GUIDELINES AND UNDERWRITING\nSTANDARDS FOR LOANS CONTEMPLATED BY THE LOCAL HOUSING\nTRUST FUND (LHTF) GRANT PROGRAM.\nComment: Staff recommends City Council approve two resolutions related to future\naffordable housing development. The first resolution authorizes Staff to submit a\ngrant application to the California Department of Housing and Community\nDevelopment. The second resolution (a) authorizes Staff to transfer up to $5 million\nin matching funds from the General Fund to the Affordable Housing Trust Fund, (b)\nearmarks $100,000 from each of the five remaining public benefit contribution\npayments from the 9900 Wilshire development agreement, and (c) adopts\nguidelines and underwriting standards for loans disbursed by the grant program.\nThese actions make the City eligible for up to $5 million in grant funding for future\naffordable housing projects.\nAPPROVAL OF:

METRO PURPLE LINE SECTION 2 - REQUEST FOR FULL CLOSURE OF\nSOUTH CAÑON DRIVE FOR APPENDAGE STRUCTURE CONSTRUCTION\nAND STREET RESTORATION.\nComment: Staff recommends that City Council approve the request by the Los\nAngeles County Metropolitan Transportation Authority (Metro) to temporarily close\nSouth Cañon Drive at Wilshire Boulevard starting September for up to 11 weeks.\nThis closure is necessary to safely complete the construction of an underground\nappendage structure for the Purple (D) Line Section 2 subway station and to restore\nthe street. Mitigation measures will be implemented to protect nearby residents and\nbusinesses.

FOR DEVELOPER PAID\nENVIRONMENTAL COMPLIANCE AND MONITORING SERVICES FOR THE\nONE BEVERLY HILLS PROJECT; AND\nAPPROVAL OF A PURCHASE ORDER TO ZF ALEXANDER, INC IN THE\nNOT-TO-EXCEED AMOUNT OF $4,575,575.00.\nComment: Staff recommends that the City Council approve an agreement between\nthe City of Beverly Hills and ZF Alexander, Inc. and authorize a purchase order in\nthe not-to-exceed amount of $4,575,575.00 for consulting services to provide\nenvironmental compliance monitoring and specialty testing services for the One\nBeverly Hills project. The cost of providing these services will be borne entirely by\nthe developer with no fiscal impact to the City.

1. BEVERLY HILLS RELIABILITY REPORT PRESENTED BY SOUTHERN\nCALIFORNIA EDISON (SCE).\nComment: Beginning in July of 2024, the City experienced protracted power\noutages. At the request of the Mayor, SCE will present their reliability report and how\nthey are investing in the infrastructure.

SEPULVEDA TRANSIT CORRIDOR.\nComment: Staff is requesting the City Council provide a recommendation on a\npreferred alignment(s) with an on-campus stop at UCLA for the Metro Sepulveda\nTransit Corridor. Additionally, staff is requesting the City Council provide feedback\non joining the Sepulveda Transit Corridor for All (STC4All) coalition.

DISCUSSION OF TEMPORARY MEMORIAL STREET SIGNAGE TO HONOR\nTHE VICTIMS OF THE OCTOBER 7, 2023 ATTACK ON ISRAEL; AND\nFISCAL YEAR 2024-25 APPROPRIATION TOTALING $74,708 FROM THE\nGENERAL FUND FOR THE REINSTALLATION, SECURITY, AND\nMAINTENANCE OF THE TEMPORARY ART DISPLAY OF 1,400\nINTERNATIONAL FLAGS TO HONOR THE VICTIMS OF THE OCTOBER 7,\n2023 ATTACK ON ISRAEL AND HOSTAGES WHO HAVE BEEN MURDERED.\nComment: Staff is seeking direction on the naming of temporary memorial street\nsignage and an appropriation to bring back the temporary art display of 1,400\ninternational flags commemorating the victims of the October 7, 2023 attack by\nHamas and additional flags for the hostages that have been murdered. This request\nwill cover replacement of flags and wooden dowels, security, and the purchase of\nadditional flags being added to the display.
