DBA Block by Block, California for a total not to exceed amount of\n$1,409,795.90 to provide safety and hospitality Ambassador services.

TRANSFER AGREEMENT BETWEEN THE LOS ANGELES COUNTY FLOOD\nCONTROL DISTRICT AND BEVERLY HILLS AGREEMENT NO. 2024MP10\nSAFE, CLEAN WATER PROGRAM – MUNICIPAL PROGRAM.\nComment: The Los Angeles County Flood Control District (“District”) administers the\nSafe, Clean Water Program for the purpose of funding cities within the District for\nprojects and programs to increase stormwater and urban runoff capture and reduce\nstormwater and urban runoff pollution in the District. This agreement will provide an\nannual estimated revenue of $550,000 to the City for stormwater operations and\nproject expenditures.

Additionally, staff recommends the City Council authorize a purchase\norder to Alliant Insurance services for insurance premiums and broker fees for Fiscal\nYear 2025/2026.

First Reading - For\nIntroduction\nComment: Staff recommends the City Council amend the Stormwater and Urban\nRunoff Pollution Control Ordinance to revise the Low Impact Development\nrequirements and to provide additional language to be consistent with the National\nPollutant Discharge Elimination Permit issued by the State Water Resources Control\nBoard.

First Reading - For Introduction\nComment: Staff recommends City Council amend the City's Wastewater Ordinance\nto strengthen the City's controls to reduce public sewer overflows caused by private\nsewer lateral systems and require notifications to prevent sewer overflows.

Subsequently, a timely appeal of the Planning\nCommission's decision was filed on December 26, 2024, by Rabbi Ruben Milikan. It\nis recommended that the City Council hold a de novo public hearing to consider the\nappeal.

AN ORDINANCE OF THE CITY OF BEVERLY HILLS EXTENDING INTERIM\nURGENCY ORDINANCE NO. 25-O-2913 AMENDING SINGLE-FAMILY\nRESIDENTIAL DEVELOPMENT REGULATIONS AND OBJECTIVE\nSTANDARDS FOR TWO-PRIMARY UNIT PROJECTS AND URBAN LOT\nSPLITS AND DECLARING THE URGENCY THEREOF.\nComment: This ordinance would extend the effective period of the interim urgency\nordinance (Ordinance No. 25-O-2913) for another ten (10) months and fifteen (15)\ndays beyond its original expiration date of June 20, 2025.

PUBLIC HEARING OF THE 2025 DRINKING WATER PUBLIC HEALTH\nGOALS REPORT.\nComment: California Health and Safety Code §§116470 (b) and (c) require a water\nsystem serving more than 10,000 service connections prepare a Public Health Goal\n(PHG) report once every three years. In addition to generating the PHG report, it\nrequires the public water systems to hold a public hearing for the purpose of\naccepting and responding to public comment on the report.

CITY COUNCIL CONSIDERATION AND ADOPTION OF THE FISCAL YEAR\n2025-26 BUDGET; AND\nRESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS\nADOPTING THE ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR\n2025-26; AND\nRESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS\nAPPROVING THE BUDGET AND FINANCIAL POLICIES FOR FISCAL YEAR\n2025-26 AND APPROPRIATING FUNDS THEREFOR; AND\nRESOLUTION OF THE PARKING AUTHORITY OF THE CITY OF BEVERLY\nHILLS APPROVING THE BUDGET AND FINANCIAL POLICIES FOR FISCAL\nYEAR 2025-26 AND APPROPRIATING FUNDS THEREFOR.\nComment: This item requests that City Council adopt the resolutions for the Fiscal\nYear 2025-26 appropriations limit, operating and capital improvement program\nbudget and financial policies, and that the Board of Directors adopt the resolution\napproving the Fiscal Year 2025-26 operating budget and financial policies for the\nParking Authority. The City's financial policies include the delegation of authority to\nthe City Treasurer for a one-year period to invest or reinvest funds, and to sell or\nexchange securities purchased for and on behalf of the City.

RECOMMENDATION OF THE BEVERLY HILLS CITY COUNCIL LIAISON /\nCHAMBER OF COMMERCE COMMITTEE REGARDING THE FISCAL YEAR\n2025/2026 WORK PLAN AND FUNDING REQUEST BY THE BEVERLY HILLS\nCHAMBER OF COMMERCE; AND\nRECOMMENDATION TO WAIVE SPECIAL EVENT PERMIT FEES, PLACE OF\nASSEMBLY PERMIT FEES, AND SET FLAT RATE REDUCED PARKING\nRATES FOR SPECIFIC EVENTS HOSTED IN PARTNERSHIP WITH THE\nBEVERLY HILLS CHAMBER OF COMMERCE.\nComment: The City Council will consider approval of the recommendation of the\nCity Council Chamber of Commerce Committee Liaisons to support the Beverly Hills\nChamber of Commerce proposed annual work plan, and corresponding funding\nrequest in the amount of $533,730 for Fiscal Year 2025/2026, waivers of certain\npermit fees and setting a reduced parking flat rate for specific events.
