ORDINANCE AMENDING TITLE 10 (VEHICLES AND TRAFFIC) OF THE BUENA\nPARK MUNICIPAL CODE ESTABLISHING LIMITED TIME PARKING REGULATIONS\nAND ADOPTION OF A RESOLUTION TO ESTABLISH A NO PARKING ZONE FROM\n12 AM TO 6 AM ON THE SOUTH SIDE OF COMMONWEALTH AVENUE FROM\nAUTO CENTER DRIVE TO BEACH BOULEVARD\nPresented by Norm Wray, Senior Engineering Technician/GIS Specialist\nPurpose: Authorize the Public Works Department to limit the impact of overnight parking\non local businesses on the southside of Commonwealth Avenue from Auto Center Drive\nto Beach Boulevard. There is no budget impact associated with this item.\nRecommended Action: 1) Adopt an ordinance amending Title 10 (Vehicles and Traffic)\nof the Buena Park Municipal Code to permit the establishment of no parking zones; 2)\nAdopt a resolution establishing a no parking zone on the south side of Commonwealth\nAvenue from Auto Center Drive to Beach Boulevard between the hours of 12 AM and 6\nAM; and 3) Find such actions categorically exempt from the California Environmental\nQuality Act (“CEQA”) under Section 15301 of the CEQA Guidelines (Class 1 Exemption).

11. TERMINATION OF LEASE BETWEEN THE CITY OF BUENA PARK AND PERFECT\nTORTILLA, INC. AND NEW LEASE AGREEMENT WITH CH BUENA PARK, LLC\n(DBA L.A. TAQUERIA) FOR THE PROPERTY LOCATED AT 6591 BEACH\nBOULEVARD\nPresented by Matt Foulkes, Director of Community and Economic Development\nPurpose: Pursuant to the terms of the prior lease agreement, amend and restate the\nlease agreement to assign CH Buena Park LLC (DBA L.A. Taqueria) for the property\nlocated at 6591 Beach Boulevard.\nRecommended Action: 1) Approve the amended and restated lease agreement to assign\nthe existing lease agreement with Perfect Tortilla, Inc. to CH Buena Park, LLC (DBA:\nL.A. Taqueria) for the property located at 6591 Beach Boulevard; 2) Authorize the City\nManager and City Attorney to make any necessary, non-monetary changes to the\ndocuments; and, 3) Authorize the City Manager and City Clerk to execute any necessary\ndocuments related to the lease.

RESOLUTION ACCEPTING GRANT FUNDS FROM THE CALIFORNIA\nDEPARTMENT OF JUSTICE FOR THE TOBACCO GRANT PROGRAM AND\nAPPROVAL OF A MEMORANDUM OF UNDERSTANDING (MOU) FOR SAID GRANT\nPresented by Jessica Fewer, Senior Management Analyst\nPurpose: Authorize the City Manager's Office to accept grant funds from the California\nDepartment of Justice to hire a part-time Code Enforcement Officer to assist with\nenforcement of the City's flavored tobacco prohibition ordinance as well as fund the\ncreation of an anti-tobacco campaign and associated materials. Associated grant funds\nin the amount of $296,387 will be paid over a three-year period on a reimbursement\nbasis.\nRecommended Action: 1) Adopt a resolution accepting grant funds from the California\nDepartment of Justice for the Tobacco Grant Program in the total amount of $296,387;\n2) Approve a Memorandum of Understanding with the California Department of Justice\nfor the Tobacco Grant Program; 3) Authorize the City Manager and City Attorney to\nmake any necessary, non-monetary changes to the agreement; 4) Allocate $108,150 in\nthe FY 2022-23 budget for this purpose; and, 5) Authorize the City Manager, or\ndesignee, and the City Clerk to execute the MOU.\nMAYOR/CITY COUNCIL REPORTS & CALENDAR\na. RESOLUTION MAKING CERTAIN FINDINGS AND DETERMINATIONS\nIMPLEMENTING AB 361 TO ALLOW VIDEOCONFERENCE PARTICIPATION FOR\nALL CITY PUBLIC MEETINGS\nPurpose: Adopt a resolution extending the provisions of AB 361 allowing for meetings of\nCity legislative bodies (e.g. City Council, Commissions, and Committees) to hold\nmeetings via videoconference effective immediately. There is no direct budget impact\nwith the approval of this item.\nRecommended Action: 1) It is recommended that the City Council adopt a Resolution\nmaking certain findings and determinations under AB 361 allowing the City's legislative\nbodies to hold virtual Brown Act meetings in consideration of the COVID-19 pandemic.

RESOLUTIONS APPROVING THE RECOGNIZED OBLIGATION PAYMENT\nSCHEDULE (ROPS 23-24) AND ADMINISTRATIVE BUDGET FOR THE FISCAL\nPERIOD FROM JULY 1, 2023 THROUGH JUNE 30, 2024\nPurpose: Approve the ROPS 23-24 and administrative budget, which allows payment of\nthe former Redevelopment Agency's obligations, and forward the ROPS to the\nCountywide Oversight Board and State Department of Finance for their Approval.\nRecommended Action: 1) Adopt a resolution approving the Recognized Obligation\nPayment Schedule (ROPS 23-24) for the period of July 1, 2023 through June 30, 2024;\n2) Adopt a resolution approving an administrative budget from July 1, 2023 through June\n30, 2024; and, 3) Forward ROPS 23-24 to the Countywide Oversight Board and State\nDepartment of Finance for review and approval.

RESOLUTION APPROVING THE IMPLEMENTATION OF ALL-WAY STOP\nCONTROLS AT THE INTERSECTION OF FIRESTONE BOULEVARD AT KNOTT\nAVENUE\nPresented by Nader Alqam, P.E., Associate Engineer\nPurpose: Authorize the Public Works Department to address motorist safety and\nintersection efficiency at the intersection of Firestone Boulevard and Knott Avenue.\nThere is no budget impact.\nRecommended Action: 1) Adopt a resolution approving the implementation of stop\ncontrols for Firestone Boulevard (westbound) at Knott Avenue; 2) Find the action exempt\nfrom the California Environmental Quality Act (“CEQA”) pursuant to Section 15301 of the\nCEQA Guidelines (Class 1 – Minor Alternation to Existing Facilities) and authorize staff\nto file the Notice of Exemption; and, 3) Authorize the City Clerk to certify adoption of this\nresolution.
