Receive and File Payment of Claims and Demands for June 2023\nRecommendation: The City Council acting in its capacity for the City, the\nSuccessor Agency to the former Redevelopment Agency,\nthe Housing Successor Agency and the Cathedral City\nPublic Finance Authority Board receive and file payment of\nclaims and demands in the aggregate sum of\n$12,526,149.05 for the month of June 2023.

D. Approve a Service Agreement with Riverside County Transportation for\nVarner Road Slurry Seal Improvements\nRecommendation: To approve a Service Agreement for the construction of the\nVarner Road Slurry Seal Improvements Project in the\namount of $16,257; and, delegating the County of Riverside\nTransportation Department as lead agency on behalf of the\nCity; and, authorize the City Manager to execute the\nAgreement.

E. Authorization to Purchase four 2024 BMW R1250 RT-P Police\nMotorcycles\nRecommendation: To authorize staff to purchase four BMW Motorcycles for the\nPolice Department Traffic Bureau from BMW Motorcycles of\nRiverside for $158,787.68, including sales tax and licensing\nfees.

Approval of Grant Expenditure SLESA FY 2020-2021 & 2021-2022\nRecommendation: To approve the Expenditure Plan Appropriating\nSupplemental Law Enforcement Services Account (SLESA)\nfor FY 2020-2021 & 2021-2022 allocation of Mobile e-ticket\nprinters and police motorcycle lapel mic radio equipment.\nCathedral City Page 2

CFD NO. 2006-1, IA #19 AUTHORIZING THE LEVY OF A SPECIAL TAX\n(2nd Reading)\nRecommendation: Conduct Second Reading and adopt the Ordinance\nauthorizing the levy of a special tax within Improvement Area\nNo. 19 of the City of Cathedral City Community Facilities\nDistrict No. 2006-1 (Law Enforcement, Fire, Paramedic. Park\nand General Maintenance Services).

H. Ramon Road Bridge and Street Widening Project: Approval of\nEasement and Assignment and Assumption of Easement Agreement\nwith the Coachella Valley Water District (CVWD) for CVWD access to\nWhitewater River Channel\nRecommendation: To approve an agreement with the Coachella Valley Water\nDistrict (CVWD) to grant CVWD an access easement over a\nCity-owned parcel; and, to assign an existing access\neasement to CVWD, to be used by CVWD for its\nmaintenance access to the Whitewater River Channel; and,\nauthorize its execution by the Mayor and City Clerk,\nrequired to replace an existing access which will be lost\nwhen the Ramon Bridge is widened.

I. Amendment No. 2 to the Agreement for Professional Construction\nManagement Services with T.Y, Lin International for the Ofelia Bringas\nMemorial Bridge Project (aka Cathedral Canyon Drive Bridge over\nWhitewater River Project)\nRecommendation: To approve Amendment No. 2 to the Professional\nConstruction Management Services Agreement with T.Y. Lin\nInternational for the Ofelia Bringas Memorial Bridge Project\n(aka Cathedral Canyon Drive Bridge over Whitewater River\nProject) extending the term of the agreement to one (1)\nadditional year and increasing the compensation of the\nagreement in the amount not to exceed $14,981.53 due to\nan increase in the scope of work; and authorize the City\nManager to execute Amendment No. 2.

J. Designation of Voting Delegate and Alternate for the League of\nCalifornia Cities Annual Business Meeting on September 22, 2023\nRecommendation: To adopt a Resolution designating Councilmember\nRaymond Gregory as the Voting Delegate to represent\nCathedral City at the League of California Cities Annual\nBusiness Meeting, which will be held on September 22,\n2023.

K. Approve an Amendment to the CCPFA Memorandum of Understanding\nRecommendation: To approve an Amendment to the Memorandum of\nUnderstanding between the City of Cathedral City and\nCathedral City Professional Firefighters Association\n(CCPFA).\nCathedral City Page 3

B. CFD 2006-1, IA #18, Formation, Election and Ordinance Public Hearing\nRecommendation: For the City Council of the City of Cathedral City, acting on\nbehalf of Improvement Area (IA) No. 18 of the City of\nCathedral City Community Facilities District (CFD) 2006-1\n(law enforcement, fire, paramedic, park and general\nmaintenance services), to adopt the following:\n· Resolution of Formation determining the validity of\nprior proceedings\n· Resolution Calling for a Special Election\n· Resolution Canvassing the Results of the Special\nElection\n· Introduce the 1st reading of an Ordinance Authorizing\nthe Levy of a Special Tax

A. 2024 Session Special Use Permit (SUP) for Yoga Classes in the\nCathedral City Community Amphitheater funded through the Parks and\nCommunity Events Commission Events Budget\nRecommendation: To approve a Special Use Permit for the 2024 Session of the\nweekly yoga event in the Cathedral City Community\nAmphitheater (Amphitheater) as supported by the Parks and\nCommunity Events Commission (PACE); and, approve\nfunding from the PACE Events budget of $3,150 for the\ninstructors, incidentals and video of the event; and waive all\nSUP Application fees and Amphitheater rental charges.

B. Approval of the Parks and Community Events Commission (PACE)\nsupport of the Panorama Dog Park Halloween Dog Costume Contest\nEvent - 2023\nRecommendation: To approve $100 from the Parks and Recreation\nCommission's (PACE) FY 2023-2024 Events Budget to\nCathedral City Page 4\nsupport the Panorama Dog Park Halloween Dog Costume\nEvent - 2023.

C. SUP #23-006 Mi Chavela Fest\nRecommendation: To approve Special Use Permit No. 2023-006 for the 2023\nMi Chavela Fest to be held on Saturday, Sept. 16, 2023, in\nthe Festival Lawn Annex area.

D. Concessionaire Agreement Renewal (City of Cathedral City & Kick Back\nCinemas)\nRecommendation: To approve a Concessionaire Agreement with Kick Back\nCinemas Cathedral City, LLC to operate the Cathedral City\nCommunity Amphitheater's concession stand.

E. NAI Task Orders for State, Federal and City Project Engineering Support\nand Project Coordination\nRecommendation: To authorize Task Orders 01 through 10 to NAI Consulting,\nInc. (NAI) to assist in the Project Management of the Da Vall\nDrive Interchange, the Ofelia Bringas Memorial Bridge\nclosing out documents, CVAG/ATP Cycle 5, HSIP Cycle 9A ,\nHSIP Cycle 9B, HSIP Cycle 10, and HSIP 11 Projects 1\nthrough 4, in the not to exceed budget amounts of $15,000,\n$10,000, $15,000, $25,000, $25,000, $10,000, $25,000,\n$25,000, $25,000, and $25,000, respectively, as part of\nNAI's On-Call Engineering Support Services Contract for\nState and Federally Funded Projects; and authorize the City\nEngineer to execute all the above cited Task Orders.
