A. First reading of an ordinance to amend zoning code to add driveway\nwidth standard, allow a greater percentage of front yard to be improved\nas a driveway, introduce civil fines for parking infractions, and prohibit\nparking in front of a mailbox.\nRecommendation: Introduce and provide first reading by title only; and\nwaive further readings of an ordinance to amend Title 9\nand Title 12 of the Cathedral City Municipal Code by\namending Chapters 9.12, 9.14, 12.12, and 12.32. The\nproposed changes will revise sections relating to\ndriveway width and guidelines for the percentage of the\nfront yard that can be improved as a driveway, introduce\ncivil fines for parking infractions, and amend areas\ndesignated as no parking areas to include restrictions for\nparking in front of a mailbox.

A. Purchase of One New Ambulance\nRecommendation: The Fire Department requests authorization to purchase\none Medix MSV 170 ambulance on a 2024 chassis from\nRepublic Emergency Vehicle Services (EVS), to include\na Striker Power Gurney and Loader in the amount\n$388,982.72.

Contract Award for Design Professional Services to STC Traffic, Inc. for\nthe SB 821 Bicycle and Pedestrian Facilities Program for Perez Road\nClass IV Separated Bikeways Project (C08673) and Whispering Palms\nTrail Class III Bike Routes Project (C08672).\nRecommendation: • To award a professional services agreement to\nSTC Traffic, Inc. for the SB 821 Bicycle and\nPedestrian Facilities program to prepare the\nplans, specifications, right of way and\nenvironmental documents for the:\no Perez Road Class IV Separated Bikeways\nproject (C08673), in the amount of\n$31,760.00; and approve a ten percent\n(10%) contingency for unforeseen design\nrelated contingencies in the amount of\n$3,240.00; thereby bringing the total\ndesign encumbrance for this project to\n$35,000.00; and,\no Whispering Palms Trail Class III Bike\nRoutes project (C08672), in the amount of\n$31,760.00; and approve a ten percent\n(10%) contingency for unforeseen design\nrelated contingencies in the amount of\n$3,240.00; thereby bringing the total\ndesign encumbrance for this project to\n$35,000.00; and,\n• Authorize the City Manager to execute the\ncontract.

Amendment Number Two to the Reimbursement Agreement with the\nCoachella Valley Association of Governments for the Cathedral Canyon\nBridge Project to Provide for Traffic Signal Improvements at the\nIntersection Between Canyon Shores Drive and Cathedral Canyon Drive.\nRecommendation: To authorize the Mayor and the City Manager to execute\nAmendment Number Two to the reimbursement\nagreement between the Coachella Valley Association of\nGovernments (CVAG) and the City of Cathedral City for\nthe construction of Cathedral Canyon Bridge project in\nan amount not-to-exceed $700,000 to provide\nengineering design and construction of traffic signal\nimprovements at the intersection between Canyon\nShores Drive and Cathedral Canyon Drive; and, approve\na budget adjustment for the same amount.

Award a Construction Contract to Hardy and Harper, Inc. for the FY 2024-\n2025 City Streets Pavement Reconstruction Projects\nRecommendation: To award a construction contract to Hardy and Harper,\nInc. in the amount of $1,432,000.00 for the fiscal year\n(FY) 2024-2025 City Streets Pavement Reconstruction\nProjects at Shifting Sands Trail (C08688), Sky Blue\nWater Trail (C08689), 33rd Avenue (C08690), Ventura\nDrive (C08691), and Avenida Quintana (C08692); and,\napprove a fifteen percent (15%) contingency in the\namount of $214,800.00 for unforeseeable construction\ncosts, thereby bringing the total to $1,646,800.00; and,\nauthorize the City Manager to execute the required\ncontract documents; and, authorize the City Engineer to\nrequest bonds and insurance for the project, and issue\nthe notice to proceed.

Civic Center Elevator Replacement\nRecommendation: To authorize staff to purchase and install two new\nelevators in the Civic Center complex for City Hall and\nthe Police Department in the amount of $307,740.79 and\nauthorize the City Manager to execute the contract\nrequired to complete the work; and authorize a Facilities\nFund (614) budget amendment.

Adopt a Resolution entitled, “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF CATHEDRAL\nCITY, CALIFORNIA, AUTHORIZING THE CITY\nMANAGER TO EXECUTE AGREEMENTS WITH THE\nCALIFORNIA DEPARTMENT OF TAX AND FEE\nADMINISTRATION FOR IMPLEMENTATION OF A\nLOCAL TRANSACTIONS AND USE TAX.”\n2. Adopt a Resolution entitled, “A RESOLUTION OF\nTHE CITY OF CATHEDRAL CITY AUTHORIZING\nEXAMINATION OF SALES AND TRANSACTIONS AND\nUSE TAXES RECORDS.”\n3. Authorize the necessary budget amendment of\n$175,000.
