ADOPTION OF THE SIDE LETTERS OF AGREEMENT BETWEEN23-1106\nTHE CITY OF COSTA MESA (CITY) AND THE COSTA MESA POLICE\nMANAGEMENT ASSOCIATION (CMPMA), THE COSTA MESA FIRE\nMANAGEMENT ASSOCIATION (CMFMA), THE COSTA MESA\nFIREFIGHTERS ASSOCIATION (CMFA), ADOPTION OF\nACCOMPANYING SALARY RESOLUTIONS FOR THE CMPMA,\nCMFMA, CMFA, COSTA MESA DIVISION MANAGERS\nASSOCIATION (CMDMA), EXECUTIVE EMPLOYEES, AND THE\nCONFIDENTIAL MANAGEMENT UNIT\nRECOMMENDATION:\nStaff recommends the City Council:\n1. 2. FISCAL YEAR 2022-23 MID-YEAR BUDGET UPDATE AND23-1107\nADJUSTMENTS INCLUDING RECOMMENDED STAFFING CHANGES\nRECOMMENDATION:\n1. Approve FY 2022-23 Budget Carryovers from the prior year in the General\nFund and the various Capital Projects Funds for multi-year projects\n(Attachment 1).\n2. Approve key staffing changes and compensation adjustments in order to:\nrecruit for and hire certain hard to fill classifications in the Parks and\nCommunity Services Department; enhance productivity in the Public Works,\nDevelopment Services and Information Technology Departments; and create\nstronger succession plans in the City Manager’s Office and Police\nDepartment (Attachment 2).\na. Approve Resolution No. 2023-xx, approving the new classification and\nsalary/pay ranges for a Deputy City Manager and Deputy Police Chief and\ncompensation adjustments for the Assistant City Manager.\nb. 3. PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES23-1117\nFOR THE DESIGN OF FIRE STATION NO. 4 TRAINING FACILITY\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Award a Professional Services Agreement to PBK Architects, Inc., 8163\nRochester Avenue, Suite 100, Rancho Cucamonga, California, for two years,\nwith three one-year renewal periods, in an amount not to exceed $362,000.\n2. DISCUSSION REGARDING ENVIRONMENTAL INCOMPATIBILITY OF23-1118\nMODEL AIRCRAFT FLYING FIELD AT FAIRVIEW PARK AND\nCONSIDERATION OF STAFF’S RECOMMENDATION TO CLOSE THE\nMODEL AIRCRAFT FLYING FIELD TO PROTECT SENSITIVE AND\nRARE SPECIES AND HABITATS AT THE SITE\nRECOMMENDATION:\nStaff recommends the City Council provide direction to staff regarding whether\nto permanently close the Fairview Park model aircraft flying field, and terminate\nthe model aircraft individual flyer permit system due to environmental\nincompatibility, safety issues, and infeasibility with required resource protection\nmeasures at the site, based on additional feedback provided by State and\nFederal regulatory agencies and a more exhaustive review of all available\ninformation regarding the rare and/or protected species and habitats located at\nFairview Park.\nAttachments: 1. 1998 Adopted Fairview Park Master Plan\n2.
