1. RECOMMENDATIONS FROM CITY COUNCIL COMMITTEE LIAISONS23-1313\nREGARDING CITY COMMITTEES\nRECOMMENDATION:\nStaff recommends that the City Council approve the recommendations of the\nCity Council Committee Liaisons as follows:\n1. Review and approve the City Council Liaisons recommendations on the\nCommittees’ Scopes of Work (Attachment 1).\n2. Streamline all Committees to seven (7) members, through attrition as\nterms expire, except for the Active Transportation Committee, Mobile\nHome Park Advisory Committee and the Traffic Impact Fee Committee.\n3. Consent to the formation of an Ad Hoc Committee (e.g. standing\ncommittees, subcommittees, working groups) upon approval of the City\nCouncil Liaison and City Attorney.\n4. Request staff to meet with the Costa Mesa Historical Society on a\npotential merger of the Society and the Historical Preservation\nCommittee.\n5. AUTHORIZATION TO SUBMIT A JOINT APPLICATION WITH THE23-1336\nCOUNTY TO THE STATE FOR BEHAVIORAL HEALTH BRIDGE\nHOUSING FUNDS TO INCREASE CAPACITY AND IMPLEMENT\nBEHAVIORAL HEALTH CARE AT THE BRIDGE SHELTER\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Authorize submission of an application with the Orange County Health Care\nAgency to the California Department of Health Care Services for Behavioral\nHealth Bridge Housing Program funds to increase capacity at the Bridge\nShelter by adding 15 behavior health beds and associated services for\nindividuals with Serious Mental Illness (SMI) or Substance Use Disorder\n(SUD), and appropriate all awarded funds to the Housing Authority’s Shelter\nBudget.\n2. Authorize the City Manager or her designee to execute agreements and\namendments to agreements to bring the Bridge Shelter Behavioral Health\nProject to fruition.\nAttachments: 1. 4. PROFESSIONAL SERVICES AGREEMENT FOR COMMUNITY23-1329\nVISIONING AND LAND USE PLANNING SERVICES FOR THE\nFAIRVIEW DEVELOPMENTAL CENTER\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Authorize the City Manager and City Clerk to appropriate and execute a\nProfessional Services Agreement with PlaceWorks for a not-to-exceed\namount of $2,236,253 (including contingencies to cover any unforeseen\ncosts and/or additional services that may be needed upon City staff’s\napproval) for a two-year period with up to three one-year extensions, in\nsubstantially the same form as attached and in such final form as approved\nby the City Attorney.\n2. Authorize the City Manager or designee to execute the agreement and any\nfuture amendments to the agreement including increases to the\nnot-to-exceed amount, up to the $3.5 million authorized by the State for this\nproject, as and if needed.\nAttachments: Agenda Report\n1. AUTHORIZATION OF AN ADDITIONAL PARK RANGER FOR23-1335\nHARPER PARK SCHOOL FIELD ACCESS AND UPDATE\nREGARDING ENHANCED SECURITY AT FOUR NEWPORT MESA\nUNIFIED SCHOOL DISTRICT FIELDS ON THE WESTSIDE\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Authorize an increase to the City’s Table of Organization by one full-time\nPark Ranger position in the Police Department and increase the Fiscal Year\n2023-34 Adopted Budget accordingly.\n2.
