10. CONTRACT ACCOUNTING SERVICES\nRECOMMENDED ACTION: That the City Council ratify the City Manager’s approval of an agreement\nwith Eide Bailly, LLP for contract Accounting Services and amend the agreement to increase the notto-exceed amount.

11. APPEAL OF THE PLANNING COMMISSION’S DECISION TO DENY THE APPEAL AND UPHOLD\nTHE COMMUNITY DEVELOPMENT DIRECTOR’S DENIAL OF ACCESSORY DWELLING UNIT\nPERMIT APPLICATION (PLN25-0010) TO CONVERT AN ATTACHED TWO-CAR GARAGE INTO\nAN ACCESSORY DWELLING UNIT IN CONJUNCTION WITH AN EXISTING NON-CONFORMING\nMULTI-FAMILY DWELLING LOCATED AT 33861 MALAGA DRIVE\nRECOMMENDED ACTION: That the City Council open the public hearing and continue the item to\nthe June 17, 2025, City Council meeting.

12. ADOPTION OF FISCAL YEAR 2025-2026 (FY26) AND 2026-2027 (FY27) PROPOSED\nOPERATING AND CAPITAL IMPROVEMENT BUDGETS\nRECOMMENED ACTION: That the City Council:\n1. Conduct a Public Hearing to review the City of Dana Point Proposed Operating and Capital\nImprovement Budgets for Fiscal Years 2025-2026 (FY26) and 2026-2027 (FY27);\n2. Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT, CALIFORNIA,\nADOPTING AN OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR THE CITY OF\nDANA POINT FOR FISCAL YEARS 2025-2026 AND 2026-2027;\n3. Approve the Fiscal Year 2025-2026 Budget Calendar; and\n4. Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT, CALIFORNIA,\nAMENDING AND ESTABLISHING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 20252026; and\n5. Adopt the Long-Term Financial Plan update for Fiscal Years 2026 – 2031\nUNFINISHED BUSINESS

13. APPROVAL AND AUTHORIZATON TO SUBMIT THE REQUIRED FY25/26 MEASURE M2\nELIGIBILITY SUBMITTAL ITEMS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY\nRECOMMENDED ACTION: That the City Council:\n1. Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CONCERNING THE\nSTATUS AND UPDATE OF THE CIRCULATION ELEMENT, AND MITIGATION FEE PROGRAM\nFOR THE MEASURE M (M2) PROGRAM; and,\n2. Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CONCERING THE\nSTATUS AND UPDATE OF THE PAVEMENT MANAGEMENT PLAN FOR THE MEASURE M2\n(M2) PROGRAM; and\n3. Approve the Seven-Year Capital Improvement Program (CIP) for FY 2025-26 through FY 203132 and certify compliance, as required by the Orange County Transportation Authority (OCTA),\nRenewed Measure M2 (M2) Program as provided in Supporting Document C; and\n4. Authorize Staff to forward the necessary Renewed Measure M2 eligibility documentation to the\nOCTA.

14. STRATEGIC PLAN REVISED UPDATE - DAYLIGHTING\nRECOMMENDED ACTION: That the City Council review, discuss and provide recommendations to\nstaff on proposed revisions to the City of Dana Point Strategic Plan.

15. AMENDMENT OF DANA POINT MUNICIPAL CODE TITLE 5, BUSINESS REGULATIONS AND\nCHAPTER 4.02 TO DEFINE ELECTRIC BIKES OR SCOOTERS\nRECOMMENDED ACTION: That the City Council introduce and hold a first reading of an Ordinance\nentitled:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DANA POINT, CALIFORNIA,\nAMENDING DANA POINT MUNICIPAL CODE TITLE 5, BUSINESS REGULATIONS AND\nCHAPTER 4.02 TO DEFINE ELECTRIC BIKES OR SCOOTERS\nNEW BUSINESS

16. COMMUNITY CENTER MURAL CONTRACT\nRECOMMENDED ACTION: That the City Council select a final proposal and authorize the City\nManager to contract with the selected artist.

7. TREASURER’S REPORT\nRECOMMENDED ACTION: That the City Council receive and file the Treasurer’s Report.

8. CONTRACT WITH MARBO PRODUCTIONS FOR DOHENY VILLAGE RAMPS AND AMPS\nEVENT\nRECOMMENDED ACTION: That the City Council authorize the City Manager or his designee to\ncontract with Marbo Productions to install and manage a temporary skate course in Doheny Village\nfor the Ramps and Amps event on August 16, 2025.

9. GEOGRAPHIC INFORMATION SYSTEM (GIS) CONTRACT\nRECOMMENDED ACTION: That the City Council ratify the City Manager’s approval of an agreement\nwith Jose Ruel Dira for contract Geographic Information System (GIS) services, approve an increase\nto the not-to-exceed amount for Fiscal Year 2024-25 (FY25), and authorize the City Manager, or\ndesignee, to extend the agreement for up to two additional one-year terms.
