Conduct a Public Hearing to review the City of Dana Point Proposed Operating and Capital\nImprovement Budgets for Fiscal Years 2025-2026 (FY26) and 2026-2027 (FY27);\n2. Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT, CALIFORNIA,\nADOPTING AN OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR THE CITY OF\nDANA POINT FOR FISCAL YEARS 2025-2026 AND 2026-2027;\n3. Approve the Fiscal Year 2025-2026 Budget Calendar; and\n4. 13. APPROVAL AND AUTHORIZATON TO SUBMIT THE REQUIRED FY25/26 MEASURE M2\nELIGIBILITY SUBMITTAL ITEMS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY\nRECOMMENDED ACTION: That the City Council:\n1. Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CONCERNING THE\nSTATUS AND UPDATE OF THE CIRCULATION ELEMENT, AND MITIGATION FEE PROGRAM\nFOR THE MEASURE M (M2) PROGRAM; and,\n2. Adopt a Resolution entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DANA POINT CONCERING THE\nSTATUS AND UPDATE OF THE PAVEMENT MANAGEMENT PLAN FOR THE MEASURE M2\n(M2) PROGRAM; and\n3. Approve the Seven-Year Capital Improvement Program (CIP) for FY 2025-26 through FY 203132 and certify compliance, as required by the Orange County Transportation Authority (OCTA),\nRenewed Measure M2 (M2) Program as provided in Supporting Document C; and\n4. Authorize Staff to forward the necessary Renewed Measure M2 eligibility documentation to the\nOCTA.

GEOGRAPHIC INFORMATION SYSTEM (GIS) CONTRACT\nRECOMMENDED ACTION: That the City Council ratify the City Manager’s approval of an agreement\nwith Jose Ruel Dira for contract Geographic Information System (GIS) services, approve an increase\nto the not-to-exceed amount for Fiscal Year 2024-25 (FY25), and authorize the City Manager, or\ndesignee, to extend the agreement for up to two additional one-year terms.
