Compensation for Executive and Unrepresented Employees (A-29), City Attorney\nand City Manager\nRECOMMENDATION:\nThat the Mayor provides an oral report summarizing recommended changes in\ncompensation for the City’s “local agency executives” and, following the report, that\nthe City Council:\n1. Approves the changes to City Council Policy A-29 described below and\nreflected in the attachment; and\n2. Adopts the next Resolutions, in order, to approve amendments to the\nemployment contracts with the City Attorney and the City Manager, and\nauthorizing the Mayor to execute the amendments, substantially in the forms as\npresented.

Acceptance of Report and Information Regarding Future Public Meetings as\nRequired by Senate Bill 707 and Adoption of Resolution Approving Technology\nDisruption Policy\nRECOMMENDATION:\nThat the City Council receives the report with the City's intended actions to comply\nwith Senate Bill 707 in regards to the requirement for hybrid meetings (through a\ntwo-way telephonic service or video platform), and adopts the next Resolution, in\norder, approving the Technology Disruption Policy (attached).

Consideration to Approve Resolution of Intent to Establish a Downtown El Cajon\nCommunity Benefit District (CBD); Authorization for City Manager or Designee to\nvote “Yes” on the ballot; and Acceptance of the Management District Plan and the\nEngineer’s Report.\nRECOMMENDATION:\nThat the City Council:\n1. Receives report and petition drive results;\n2. Adopts the next Resolution, in order, to approve the Resolution of Intent to set\na public hearing and direct the ballots to be mailed to affected property owners,\nand authorize the City Manager or designee to vote “Yes” on the City’s ballot in\nsupport for the creation of the Downtown El Cajon Community Benefit District;\nand\n3. Approval of Resolution Authorizing Contract Amendment for RFP No. 024-25 –\nSewer Master Plan Update\nRECOMMENDATION:\nThat the City Council adopts the next Resolution, in order, to increase compensation\nfor the Agreement for Professional Services with Ardurra Group, Inc. (AGI) for Sewer\nMaster Plan Update services in the not-to-exceed amount of $43,929 for the final\nterm.

Approval of Tentative Agreement with the El Cajon Municipal Employees'\nAssociation (MEA) and Adoption of Resolution Approving Memorandum of\nUnderstanding with MEA\nRECOMMENDATION:\nThat the City Council approves the tentative agreement reached with the El Cajon\nMunicipal Employees’ Association (MEA), and adopts the next Resolution, in order,\napproving the Memorandum of Understanding (MOU) with the MEA substantially in\nthe form as presented at this meeting, and authorizing the City Manager to execute\nthe final MOU with such changes as approved by the City Manager, provided that no\nchange shall be made contrary to the terms of the tentative agreement.

Approval of Tentative Agreement with the El Cajon Mid-Management and\nProfessional Employees’ Group (MMPEG) and Adoption of Resolution Approving\nMemorandum of Understanding with MMPEG\nRECOMMENDATION:\nThat the City Council approves the tentative agreement reached with the El Cajon\nMid-Management and Professional Employees’ Group (MMPEG), and adopts the\nnext Resolution, in order, approving the Memorandum of Understanding (MOU) with\nMMPEG substantially in the form as presented at this meeting, and authorizing the\nCity Manager to execute the final MOU, with such changes as approved by the City\nManager, provided that no change shall be made contrary to the terms of the\ntentative agreement.

Public Hearing to Consider Resolutions Adopting Fiscal Year 2026-27 Annual City,\nHousing Authority, and Successor Agency Budgets\nRECOMMENDATION:\nAgency to the former Redevelopment Agency hold a joint public hearing to consider\nadoption of the Fiscal Year 2026-27 Proposed Budgets. After closing the public\nhearing, staff recommends the following:\n1. Acting as the City Council, individually adopt the following Resolutions, in\norder:\nFiscal Year 2026-2027 Annual Budget; and\nAdopting the Annual Appropriations Limit for Fiscal Year 2026-2027.\n2. Acting as the Housing Authority Board of Directors, adopt Resolution titled: A\nResolution of the El Cajon Housing Authority Adopting the Fiscal Year\n2026-2027 Budget.\n3.
