5. Transit Service Operation Agreement Between the City of Redondo Beach\nand the City of El Segundo for Fiscal Year 2026-27\nRecommendation -\n1. Approve the renewal of the cost-sharing agreement with the City of\nRedondo Beach on behalf of Beach Cities Transit for the operation of\nBeach Cities Transit Line 109 for FY 2026-27.\n2. Authorize the expenditure of $69,152 as El Segundo's contribution of\noperating funds for Fiscal Year 2026-27 in support of the Beach Cities\nTransit Line 109 service.\n3. 7. Ordinance Amending Title 15 of the El Segundo Municipal Code to Update\nand Clarify Definitions, Permitted Uses and Development Standards in\nVarious Zones\nRecommendation -\n1. Open and conduct a public hearing to solicit public testimony.\n2. Introduce and waive first reading of an ordinance amending El Segundo\nMunicipal Code Title 15 to update and clarify definitions, permitted uses\nand development standards in various zones (clean-up ordinance), and\nfind that the ordinance is exempt from the requirements of the California\nEnvironmental Quality Act pursuant to Guidelines section 15061(b)(3).\n3. Schedule the ordinance's second reading for the July 7, 2026, City\nCouncil meeting or as soon thereafter as it may be heard.\n4. Alternatively, discuss and take other action related to this item.

8. Continued Discussion Regarding El Segundo Becoming a Charter City;\nthe Proposal of a City Charter and the Proposed Charter’s Content\nRecommendation -\n1. Continue discussion on the proposed City Charter (“Charter”).\n2. Provide direction on any changes to the proposed Charter.\n3. Direct staff to include the proposed Charter on an upcoming agenda for\nconsideration to submit the measure to the voters at the November 2026\nelection (per state law, the City Council must wait at least 21 days from\nthe second public hearing).\n4. Designate, if desirable, one or two council members to attend a town hall\nmeeting to be held on Wednesday, June 24, 2026, at 6:00 p.m., to\nprovide for additional public outreach regarding the potential of the City\nbecoming a Charter City.\n5. 9. Adopt Resolutions Calling a City General Municipal Election on\nNovember 3, 2026 and Taking Associated Actions\nRecommendation -\n1. Adopt a resolution calling a general municipal election on November 3,\n2026, for the election of two (2) Council Members.\n2. Adopt a resolution requesting the County of Los Angeles to consolidate\nthe City’s general municipal election on November 3, 2026 with the\nstatewide general election to be held on the same date.\n3. Adopt a resolution adopting requirements for candidate statements filed\nwith the City Clerk to be included with voter information for the\nNovember 3, 2026 general municipal election.\n4.
