C. Accept a Grant and Approve and Authorize City Manager to 21-2883\nExecute the Rebuilding American Infrastructure with\nSustainability and Equity (RAISE) Grant Agreement in the\namount of $15,000,000 for the Building a Better Connected\nInland Empire Project at Cherry Avenue and Victoria\nAvenue within the Westgate Specific Plan Area\n1. Authorize and approve the City Manager to execute the Rebuilding\nAmerican Infrastructure with Sustainability and Equity (RAISE) grant\nagreement for the Building a Better Connected Inland Empire project at\nCherry Avenue and Victoria Avenue within the Westgate Specific Plan\narea.\n2. Accept $15,000,000 Rebuilding American Infrastructure with\nSustainability and Equity (RAISE) grant from Federal Highway\nAdministration (FHWA) for the Building a Better Connected Inland Empire\nproject at Cherry Avenue and Victoria Avenue within the Westgate\nSpecific Plan area.

D. Final Acceptance of Street, Storm Drain, Sewer, 21-2891\nLandscape, and Signing & Striping Improvements on the\nnortheast corner of Sierra Avenue and Segovia Lane for\nTract No. 18944\n1. Accept as complete the street, storm drain, sewer, landscape, and signing\n& striping improvements for Tract No. 18944, located on the northeast\ncorner of Sierra Avenue and Segovia Lane.\n2. Adopt Resolution No. 2024-010, accepting sewers in Tract No. 18944 as\npart of the City sewer system.

E. Award a Construction Bid for the Village of Heritage North, 21-2896\nSouth, and West Pavement Rehabilitation Project\n1. Award bid and authorize the City Manager to execute a construction\ncontract with LCR Earthwork & Engineering, Corp. for the construction of\nthe Village of Heritage North, South, and West Pavement Rehabilitation\nProject, in the amount of $1,290,941.00 and authorize a 10% contingency\nin the amount of $129,094.10 (Bid No. DE-153-23-SB)\n2. Approve and authorize the City Manager to execute any and all utility\nagreements, utility easements, and subsequent agreements on behalf of\nthe City of Fontana for the Village of Heritage North, South, and West\nPavement Rehabilitation Project.

F. County Second District Supervisor Senior Scholarship 21-2902\nProgram Memorandum of Understanding\nAuthorize the Community Services Department to enter into a Memorandum\nof Understanding with San Bernardino County, Second District Supervisor,\nJesse Armendarez.

G. Small Business Revolving Loan Program 21-2906\n1. Authorize the City Manager to establish and implement a Revolving\nLoan Fund Program in the amount of $530,000.\n2. Authorize the City Manager to enter into agreement with AmPac to\nadminister the loan program.

H. Out-Of-Area Sewer Service Agreement (ANX No. 23-001), 21-2920\nbetween the City of Fontana and Maria Lourdes Burciaga,\nfor the sewer service provided by the City of Fontana to\n14775 Carmel Street (APN: 0231-251-37).\n1. Find that the project is Exempt pursuant to Section No. 15268(b)(4)\n(Ministerial Project, Utility Connection) of the California Environmental\nQuality Act (CEQA) and, direct staff to file a Notice of Exemption; and,\n2. Approve and authorize the City Manager to execute an Out-Of- Area\nSewer Service Agreement (ANX No. 23-001) with Maria Lourdes\nBurciaga, for the provision of sewer service to an existing single-family\nresidence located at 14775 Carmel Street, within the western sphere of\ninfluence of the City of Fontana.

A. Proposal for Mandating Electronic Filing of Campaign 21-2857\nFinance Disclosure Statements and Statements of\nEconomic Interests and Implementation of a Campaign\nSign Deposit\n1. Read by title only and waive further reading of and introduce Ordinance\nNo. 1942 amending Chapter 7, Article III of the Fontana Municipal Code,\nregarding mandating electronic and paperless filing of Campaign Finance\nDisclosure Statements and Statements of Economic Interests.\n2. Adopt Resolution No. 2024-012, adopting a refundable campaign sign\ndeposit.

B. Public Hearing and Adoption of HUD Community 21-2897\nDevelopment Block Grant, HOME Investment Partnerships\nProgram, and Emergency Solutions Grant 2024 Annual\nAction Plan\n1. Adopt the draft FY2024-25 Annual Action Plan for Community\nDevelopment Block Grant (CDBG), HOME Investment Partnerships\nProgram (HOME), and Emergency Solutions Grant (ESG) programming;\n2. Authorize the City Manager, or City Manager’s designee, to execute and\ntransmit any documents necessary or desirable, including but not limited\nto purchase agreements that may include acquisitions costs up to the full\namount of the allocated funds, to ensure the City's timely receipt and\nexecution of Community Development Block Grant (CDBG), HOME\nInvestment Partnerships Program (HOME), and Emergency Solutions\nGrant (ESG) programs;\n3. Authorize the City Manager, or City Manager’s designee, to execute and\ntransmit any documents necessary or desirable, including but not limited\nto purchase agreements that may include acquisitions costs up to the full\namount of the allocated funds, to facilitate the timely administration of the\nCommunity Development Block Grant (CDBG) Acquisition, Rehabilitation,\nand Rental Program including but not limited to property purchase\nagreements.
