B. \nCONFERENCE WITH REAL PROPERTY NEGOTIATORS. The City \nCouncil will convene in closed session pursuant to Government Code Section \n54956.8 regarding the acquisition of certain property interests from the real \nproperty located at the corner of 58th Street and Etiwanda Avenue, Jurupa Valley \nCA (APN 161-180-033). The negotiating parties are the City of Jurupa Valley and \nthe property owner, Rodeo Café Corporation. Negotiators for the City are Rod \nButler, Michael Flad, and Amy Sells. Under negotiations are price and terms of the \nacquisition of the property.

C. \nCONFERENCE WITH REAL PROPERTY NEGOTIATORS. The City \nCouncil will convene in closed session pursuant to Government Code Section \n54956.8 regarding the acquisition of certain property interests from the real \nproperty located at 5930 Etiwanda Avenue, Jurupa Valley CA. The negotiating \nparties are the City of Jurupa Valley and the property owner, New Hope Transport. \nNegotiators for the City are Rod Butler, Michael Flad, and Amy Sells. Under \nnegotiations are price and terms of the acquisition of the property.

PS 2024-004 (PUBLIC SAFETY, TRACTOR \nSUPPLY) AUTHORIZING THE LEVY OF A SPECIAL TAX THEREIN

F. NOTICE OF COMPLETION FOR PACIFIC AVENUE PEDESTRIAN AND \nBICYCLE IMPROVEMENT PROJECT NO. 19106 IN THE CITY OF \nJURUPA VALLEY \nRequested Action: That the City Council approve the Notice of Completion and \naccept the project for Pacific Avenue Pedestrian and Bicycle Improvement, Project \nNo. 19106, and authorize the City Clerk to record the Notice of Completion.

G. APPROVAL OF TRANSPORTATION UNIFORM MITIGATION FEE \n(TUMF) REIMBURSEMENT AGREEMENTS BY AND BETWEEN THE \nWESTERN RIVERSIDE COUNCIL OF GOVERNMENTS (WRCOG) AND \nTHE CITY OF JURUPA \nVALLEY FOR THE RUBIDOUX \nBOULEVARD/STATE ROUTE 60 INTERCHANGE PROJECT \n1. \nRequested Action: That the City Council approve and authorize the City \nManager to execute the Transportation Uniform Mitigation Fee (TUMF) \nreimbursement agreement by and between the Western Riverside Council \nof Governments and the City of Jurupa Valley for Rubidoux \nBoulevard/State Route 60 interchange project attached to the staff report as \napproved by the City Attorney. \n2. \nAuthorize the Finance Director to make appropriate budget adjustments as \nneeded for the fund and amounts identified in the financial impact section \nof the staff report.

H. FACILITY \nUSE \nAGREEMENT \nBETWEEN \nFAMILY \nSERVICE \nASSOCIATION AND THE CITY OF JURUPA VALLEY \nRequested Action: That the City Council approve the Agreement between the City \nof Jurupa Valley and Family Service Association for the Senior Nutrition Program \nat the Eddie Dee Smith Senior Center and authorize the City Manager to execute \nthe Agreement in substantially the form and format attached to the staff report as \napproved by the City Attorney.

I. CONSIDERATION AND APPROVAL OF AMENDMENT NO. 1 TO \nCONSULTANT SERVICES AGREEMENT BETWEEN THE CITY OF \nJURUPA VALLEY AND WILLDAN ENGINEERING FOR BUILDING \nAND SAFETY AND CODE ENFORCEMENT SERVICES \n1. \nRequested Action: That the City Council authorize the City Manager to \nexecute Amendment No. 1 to the consultant services agreement with \nWilldan Engineering for Building and Code Services; and \n2. \nAppropriate funds in an amount not-to-exceed $175,000 for Amendment \nNo. 1 for consulting services as specified in the financial impact section of \nthe staff report.

J. INITIATE A GENERAL PLAN AMENDMENT AND CHANGE OF ZONE \nFOR THE PROPERTY IDENTIFIED AS APNS 174-150-001, 002, 003, AND \n004 TO ACHIEVE THE FOLLOWING: 1) CHANGE LAND ZONED A-1 \n(LIGHT AGRICULTURAL), R-2 (MULTIPLE FAMILY DWELLINGS) AND \nR-A-20 (RESIDENTIAL AGRICULTURAL 20-ACRE MINIMUM) TO \nCOMMERCIAL-OFFICE (C-O); 2) AMEND THE GENERAL PLAN LAND \nUSE MAP TO CHANGE LAND CURRENTLY DESIGNATED AS SMALL \nFARM (RR) TO PF (PUBLIC FACILITIES/INSTITUTIONAL); AND 3) \nCREATE AND APPLY AN OVERLAY THAT ALLOWS FOR RESIDENTIAL USES AT THE JURUPA MOUNTAINS DISCOVERY \nCENTER \nRequested Action: That the City Council initiate a General Plan Amendment and \nChange of Zone to achieve the following: 1) change land zoned A-1 (Light \nAgricultural), R-2 (Multiple Family Dwellings) and R-A-20 (Residential Agricultural \n20-Acre Minimum) to Commercial-Office (C-O); 2) amend the General Plan Land \nUse Map to change land currently designated as Small Farm (RR) to Public \nFacilities/Institutional; and 3) create and apply an overlay that allows for residential \nuses at the Jurupa Mountain Discovery Center. \n14. DISCUSSION OF RESOLUTION IN SUPPORT OF A RIVERSIDE \nCOMMUNITY COLLEGE DISTRICT BOND MEASURE \nRequested Action: At the request of Council Member Chris Barajas, the City \nCouncil is being asked to adopt a Resolution supporting Riverside Community \nCollege District’s (RCCD) Bond Measure ‘CC’ on the November 5, 2024 ballot. \nIf the Council wishes to support Measure CC, the appropriate action would be to \nadopt Resolution No. 2024-108, entitled: \nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JURUPA \nVALLEY IN SUPPORT OF RIVERSIDE COMMUNITY COLLEGE \nDISTRICT’S $954 MILLION BOND ISSUE, MEASURE CC ON THE \nNOVEMBER 5, 2024 BALLOT
