LEGISLATIVE PLATFORM FOR THE 2024 LEGISLATIVE SESSION â Adoption of the\n2024 Legislative Platform will help define the Cityâs interests on priority issues and provide\na framework for advocacy efforts at the federal, state, and local levels. This item is\ncontinued from the December 4 and 16, 2023, City Council meetings to allow for additional\nresident input on the Platform.\nRECOMMENDATION: It is recommended that the City Council adopt the 2024 Legislative\nPlatform.

11. COUNCIL MEMBER SALARY UPDATE PER SENATE BILL 329 - The California\nGovernment Code provides that a City Council may enact an ordinance providing that\neach member of the City Council shall receive a salary. Senate Bill 329 (SB 329) increases\nthe maximum threshold for council member compensation.\nRECOMMENDATION: that the La Verne City Council provide Staff with further direction\non Mayor and City Council salary and request for the item to be brought back for potential\nFirst Reading at the February 5, 2024, City Council meeting.\nPUBLIC COMMENT\nThis is the time set aside for anyone wishing to address the City Council on items within the\njurisdiction of the City Council which are not listed in any other place on the agenda. Under\nthe provisions of the Brown Act, the legislative body is prohibited from talking or engaging in\ndiscussion on any item not appearing on the posted agenda. However, your concerns may be\nreferred to staff or placed for discussion at a later date. Please email your public comment to\nthe City Clerkâs Office at cityclerk@cityoflaverne.org. Your public comment will be shared with\nthe City Council and included as part of the permanent record. 3. DESIGNATION OF THE CITYâS VOTING DELEGATE AND ALTERNATE AT THE\nSOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG) REGIONAL\nCONFERENCE AND GENERAL ASSEMBLY MEETING -The Southern California\nAssociation of Governments (SCAG) requests the selection of one delegate to vote on behalf\nof the City for the General Assembly Meeting and it is recommended that the City Council\ndesignate Mayor Tim Hepburn as the delegate and the Mayor Pro Tem Wendy Lau as the\nalternate.\nRECOMMENDATION: That the City Council adopt Resolution No. 24-05 appointing Mayor\nTim Hepburn to represent the City of La Verne as the voting delegate for SCAGâs General\nAssembly Meeting, and Mayor Pro Tem Wendy Lau as alternate.

4. ADOPTION OF A RESOLUTION AFFIRMING VISION ZERO FOR TRAFFIC SAFETY AND\nACCEPTING THE FY22/23 ACTIVE TRANSPORTATION COMMITTEE ANNUAL\nREPORT â This item requests adoption of a Resolution affirming the Cityâs Vision Zero\nphilosophy to aid in future grant applications for traffic safety improvements and accepting\nthe Active Transportation Committeeâs Annual Report. The Annual Report summarizes the\nCityâs Complete Streets activities and the Active Transportation Committeeâs progress and\naccomplishments during fiscal year 2022/2023.\nRECOMMENDATION: That the City Council adopt the attached Resolution No. 24-01\naffirming Vision Zero for traffic safety and accepting of the Active Transportation Committee\nAnnual Report (Annual Report) for fiscal year 2022/2023.

5. PURCHASE OF GRANT FUNDED BEAM GATE VEHICLE BARRIER - The Department\nreceived grant funding from a State Homeland Security Program (SHSP) to purchase\nprotection barriers to be used to strengthen public safety. This item will appropriate funds to\nproceed with the purchase.\nRECOMMENDATION: That the City Council:\n1. Approve the purchase of a beam gate that includes four vehicle barriers from\nMeridian Rapid Defense Group for $51,000; and\n2. Adopt Resolution No. 24-02 appropriating $51,000 from the Miscellaneous Grants\nFund for the purchase of vehicle barriers; and\n3. Authorize the City Manager to execute the applicable documents.

6. AWARD OF CONTRACT FOR FISCAL YEAR 23-24 CDBG FUNDED CITY HALL\nACCESSIBILITY IMPROVEMENTS PROJECT - This action will provide funding and award\na construction contract to ACE Capital Engineering in the amount of $395,132.25 for the 23-\n24 Community Development Block Grant (CDBG) City Hall Accessibility Improvements\nProject. The project will be funded in part by CDBG funds for the accessibility enhancement\nfocused portions of project scope, with the remaining amount of work (paint and carpet)\nfunded by American Rescue Plan Act (ARPA) funds.\nRECOMMENDATION: That the City Council:\n1. Award a public works construction contract to ACE Capital Engineering, the lowest,\nmost responsible bidder, in the amount of $395,132.25 for the CDBG City Hall\nAccessibility Improvements Project (Project. No. CF2304); and\n2. Authorize staff to issue change orders not exceeding 10% of the construction\nbudget for a total possible cost of $434,645.48; and\n3. Authorize staff to shift $45,000 of ARPA (Fund 290) appropriations previously\ndesignated by City Council for âCIP / Outdoor Improvements Projectâ to the 23-24\nCDBG City Hall Accessibility Improvement Project (Project. No. CF2304) to provide\nadditional funding for the project.

RESOLUTION NO. 24-03 ADOPTING A SALARY CHART FOR PART-TIME\nEMPLOYEES AND AMENDING RESOLUTION NO. 23-85, A SALARY CHART FOR\nFULL-TIME EMPLOYEES TO UPDATE THE SALARY FOR AMBULANCE OPERATOR\n- The attached resolution and associated part-time salary table reflect adjustments in\ncompensation resulting from increases in the California Minimum Wage. The proposed\nchanges also include an adjustment to the full-time Ambulance Operator position since\nthey are also tied to the statutory minimum wage of $16 per hour.\nRECOMMENDATION: That the City Council adopt the attached Resolution titled, âA\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA,\nADOPTING A SALARY CHART FOR PART-TIME EMPLOYEES AND AMENDING\nRESOLUTION NO. 23-85, A SALARY CHART FOR FULL-TIME EMPLOYEES TO\nUPDATE THE SALARY FOR AMBULANCE OPERATOR.â

9. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR 2024-2025 - This is\nthe 50th funding year for the Community Development Block Grant Program. According to\nthe Los Angeles County CDBG Bulletin, the City of La Verne will be allocated\napproximately $154,782 in Community Development Block Grant (CDBG) funds.\nRECOMMENDATION: That the City Council approve Resolution No. 24-05 titled, âA\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA,\nAPPROVING PARTICIPATION IN THE COMMUNITY DEVELOPMENT BLOCK GRANT\nPROGRAM AND SELECTING CERTAIN PROJECTS FOR FUNDING IN THE FISCAL\nYEAR 2024 â 2025.â\nOTHER MATTERS
