City Council Community Forum Proposal The City is proposing a new Community Forum\nprogram to enhance two-way dialogue between residents, City Council, and staff, aligning with\nthe City’s Strategic Plan goals for civic engagement and transparency. These forums will rotate\nacross community locations and include both in-person and virtual options to ensure broad\nparticipation and meaningful input.\nRecommendation: That the City Council provide direction to City staff regarding the proposed\nCity Council Community Forum Program.

11. Gateway Signage Enhancements for the Metro A-Line (formerly Gold Line) Transit\nOriented Development Pedestrian Bridge Project. The purpose of this discussion is to review\npotential options for architectural enhancements to the Metro A-Line Transit-Oriented\nDevelopment (TOD) Pedestrian Bridge Project. While these enhancements are not necessary\nfor the structural or functional performance of the bridge, they present an opportunity to elevate\nthe project’s visual character and reinforce community identity. Incorporating such features can\nenhance the overall user experience and reflect local values, history, or design aesthetics that\ncontribute to a stronger sense of place.\nRecommendation: That the City Council provide direction on signage options presented for\ninclusion in the construction bidding documents for the Pedestrian Bridge Project. Final approval\nof features to be included in the construction contract will be subject to future consideration\nfollowing the opening of bids and budget feasibility review.

12. Authorization to Hire a Retired Annuitant as Range Master for Oversight of Firing Range\nUse by Outside Agency. The Los Angeles County Probation Department has requested to\nutilize the City’s firing range for an agreed upon fee. The City does not have staff capacity to\nensure safe operations during the requested use but has identified retired Sergeant Martin\nWeinreb who possesses the training and experience to provide this service. The recommended\naction is requested to comply with the California Public Employee’s Retirement System\nregulations related to such retired annuitant appointments.\nRecommendation: That the City Council adopt a resolution authorizing the City Manager to\nappoint a retired annuitant pursuant to Government Code section 21224 under the California\nPublic Employees’ Retirement System (CalPERS) to temporarily serve as a Range Master for\noversight of the City’s firing range during use by an external law enforcement agency.

13. Resolution Adopting a Salary Chart for Full-time Employees and Repealing Resolution\nNo. 24-45. The attached resolution and salary table reflect adjustments in compensation for\nMiddle Management and Executive Management employees.\nRecommendation: That the City Council adopt the attached Resolution titled, “A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, ADOPTING A SALARY\nCHART FOR FULL-TIME EMPLOYEES AND REPEALING RESOLUTION NO. 24-45.

14. Resolutions Establishing Benefits for Executive Management, Middle Management,\nProfessional and Confidential Employees and Repealing Resolution No. 23-53 and\nResolution No. 23-54. In accordance with the City’s compensation and benefit practices, and\nconsistent with the allocations outlined in the approved budget process, the City Council is\nrequested to approve an update to the benefit resolutions for Executive and Middle Management\nemployees. These updates ensure alignment with established standards and supports the City's\nongoing commitment to competitive and fiscally responsible employee compensation.\nRecommendation: That the City Council adopt the attached resolutions, establishing benefits\nfor Executive Management and Middle Management, Professional and Confidential Employees;\nand repeal Resolution No. 23-53 and No. 23-54 respectively.

2.\nRegister of Audited Demands in the amount of $1,526,207.12, dated 06/04/25 and in the\namount of $920,357.84, dated 06/11/25, and in the amount of $2,316,649.76, dated 06/18/25.\nRecommendation: That the City Council approve the audited demands.

3.\nDeed Restrictions - State Parks General Per Capita Program & Los Angeles County\nProposition A Grants; Las Flores Park Improvement Projects. The City of La Verne has\nreceived grant funds for various projects that made improvements to the facilities at Las Flores\nPark, including construction of new playground equipment, rehabilitation of the Aquatic Center,\nimprovements to the tennis court, and construction of a new modular restroom building. As a\ncomponent of those grant funds, the City is required to record a deed restriction for each of the\ngrant fund sources applied to the projects on the park property.\nRecommendation: That the City Council authorize the City Manager to execute the deed\nrestrictions for each Grant funding source and record them with the County of Los Angeles\nRecorders Office.

4.\nCalifornia Highway Patrol Cannabis Tax Fund Grant Program Award. The La Verne Police\nDepartment was awarded $150,900 in grant funding through the California Highway Patrol\n(CHP) Cannabis Tax Fund Grant Program. The grant requires a resolution of the City Council\nauthorizing the acceptance of grant funding.\nRecommendation: That the City Council adopt a Resolution entitled, "A RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, ACCEPTING FUNDS AND AGREEING\nTO THE TERMS AND CONDITIONS OF THE FY25/26 CANNABIS TAX FUND GRANT\nPROGRAM."

5.\nApproving a Class Specification for Maintenance Supervisor. The City Council is requested\nto update the Maintenance Supervisor job classification to accurately reflect current duties and\nresponsibilities as well as add fleet division components.\nRecommendation: That the City Council approve the attached class specification for\nMaintenance Supervisor.

6.\nResolution Canceling the July 21, 2025 City Council Meeting. The second meeting in July\n2025 is requested to be canceled due to lack of business.\nRecommendation: That the City Council approve the attached Resolution titled "A\nRESOLUTION OF THE CITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, CANCELING THE\nJULY 21, 2025 CITY COUNCIL MEETING."

7.\nMetro A-Line (formerly Gold Line) Transit Oriented Development Bridge, Easement\nAgreement Execution Authority. The proposed pedestrian bridge crossing over Arrow\nHighway providing a connection between the La Verne A-Line Station and the Fairplex Campus\nwill require easements for the portion of the facilities that land on the adjoining\nproperties. Discussions with both Foothill Gold Line Construction Authority, Metro, and Fairplex\nstaff have been ongoing and are expected to be finalized soon. Agreements to execute said\neasements will be required prior to the recording of the documents to comply with the grant\nfunding requirements.\nRecommendation: That the City Council authorize the City Manager to enter into binding\nagreements to accept easements from Foothill Gold Line Construction Authority, Metro, and\nFairplex or other title landholders related to or directly involved in the ultimate construction of the\nMetro A Line Transit Oriented Development Bridge project.\nPUBLIC HEARINGS - NONE\nDISCUSSION CALENDAR

8.\nCity of La Verne 2025 Strategic Plan. On Saturday, May 17, 2025, the City of La Verne held a\nStrategic Planning Session. This session included participation from the City Council, Staff,\nemployee representatives, and members of the community to review strategic priorities and\nupdate the City's mission statement.\nRecommendation:\nThat the City Council:\n1. Approve the attached Strategic Plan Meeting Notes from May 17, 2025; and\n2. Adopt the Strategic Priorities identified during the Strategic Planning Session; and\n3. Adopt an updated Mission Statement.

9.\nCity of La Verne Sphere of Influence and Annexation Discussion. The City is exploring the\npotential annexation of unincorporated areas within its "Sphere of Influence" to improve service\ndelivery and enhance local representation. City staff are seeking direction from the City Council\nregarding potential annexation strategies and priorities.\nRecommendation: That the City Council provide City staff direction regarding the annexation of\nunincorporated areas into the City of La Verne, to include conducting education and community\nengagement efforts.
