PRESENTATION OF PROPOSED ALISO CREEK ESTUARY PROJECT AND\nPOLICY DIRECTION\nRecommendations:\n(1) Receive a presentation from Laguna Ocean Foundation regarding the\nrestoration project for the Aliso Creek Estuary; and\n(2) If the City Council desires additional review of the project:\na. Instruct Laguna Ocean Foundation to submit a Concept Review\napplication to initiate the development review process;\nb. Authorize the City Manager to sign the Concept Review application\nas property owner;\nc. Direct staff to agendize an Aliso Creek Estuary Update on a future\nCity Council meeting following the Planning Commission’s review of\nthe Concept application; and\nd. Waive applicable application fees (estimated $13,825).

PROCLAMATION RECOGNIZING MARCH 7, 2024, AS ARBOR DAY IN\nLAGUNA BEACH\nRecommendations:\n(1) Adopt the proclamation recognizing March 7, 2024, as Arbor Day in Laguna\nBeach;\n(2) Authorize staff to host an Arbor Day celebration event on March 7, 2024; and\n(3) Authorize staff to apply for re-certification as a Tree City USA with the Arbor\nDay Foundation.

DESIGNATION OF AUTHORIZED SIGNATORY AGENTS FOR FEMA AND\nCAL OES DISASTER RECOVERY AND PREPAREDNESS GRANTS\nRecommendations:\n(1) Adopt the “State of California Designation of Applicant’s Agent Resolution for\nNon-State Agencies” to designate the City Manager, the Assistant City Manager,\nthe Director of Finance & Technology Services, the Fire Chief, and the Chief of\nPolice as authorized agent signatories for disaster recovery assistance\nreimbursements; and\n(2) Adopt the “Governing Body Resolution” to designate the City Manager, the\nAssistant City Manager, the Director of Finance & Technology, the Fire Chief, and\nthe Chief of Police as authorized agent signatories for the following grants: Hazard\nMitigation Grant Program, Emergency Management Performance Grant,\nHomeland Security Grant Program, and the Urban Area Security Initiative Grant\nprogram during their respective grant periods Fiscal Years 2023-24, 2024-25, and\n2025-26.

5. AWARD OF CONTRACT FOR 36-MONTH COPIER LEASE OF FIVE\nCOPIERS\nRecommendation: Authorize the City Manager to execute an agreement with MRC\nSmart Technology Solutions, a Xerox Company, for a 36-month lease for five copiers,\nincluding maintenance and supplies, for $67,200 per year.

CONSIDERATION TO APPROVE RIVIAN’S REQUEST TO UTILIZE A\nPORTION OF MAIN BEACH PARK FOR A HALF DAY PUBLIC EVENT\nRecommendations:\n(1) Approve Rivian’s request to utilize a portion of Main Beach Park for its public\nevent on March 7, 2024; and\n(2) If authorizing the use of public space, direct the City Manager to provide\nwritten approval of the event, per Laguna Beach Municipal Code 18.04.018, to\nRivian and the Community Development Director, and direct staff to consider\nconditioning the event with a temporary use permit.

VACATION OF PROJECT RESOLUTIONS 337 HAWTHORNE\nRecommendation: Adopt the Resolution entitled, "A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA, VACATING AND\nSETTING ASIDE THE APPROVALS BY THE DESIGN REVIEW BOARD OF THE\nRESIDENTIAL REMODEL PROJECT AT 337 HAWTHORNE ROAD AND THE\nNEGATIVE DECLARATION THEREFOR IN ACCORDANCE WITH THE\nPEREMPTORY WRIT OF MANDAMUS ISSUED BY THE ORANGE COUNTY\nSUPERIOR COURT."

9. LANG PARK PICKLEBALL ALTERNATIVES\nRecommendations:\n(1) Direct staff to reduce the hours of operation of the Lang Park pickleball courts\nin accordance with the following schedule, effective March 1, 2024: Monday –\nClosed, Tuesday – 8 a.m. to noon, Wednesday – 8 a.m. to dusk, Thursday – 8 a.m.\nto noon, Friday – 8 a.m. to dusk, Saturday – 8 a.m. to dusk, Sunday – 9 a.m. to 1\np.m.;\n(2) Direct staff to encourage and promote use of quiet paddles and balls at Lang\nPark, and mandate their use in City-sponsored pickleball classes;\n(3) Direct staff to purchase an initial order of 50 quiet pickleball paddles to sell at-\ncost to pickleball players to encourage use of the paddles at Lang Park; and\n(4) If, in addition to the mitigation measures at Lang Park proposed, City Council\nwould like to pursue alternate locations for pickleball play, select one or more\npotential sites for pickleball play and direct staff to proceed with environmental\nanalysis of pickleball courts at selected locations, and appropriate $80,000 from\nthe General Fund balance to perform the necessary analysis.\nAlternatively,\n(A) Determine that the Lang Park court is not suitable for pickleball play and\ndirect staff to resurface the court for tennis play only, effective March 1, 2024, or\nas soon as practicable; and\n(B) Select one or more potential sites for relocation of Lang Park pickleball play\nand direct staff to proceed with environmental analysis of pickleball courts at\nselected locations, and appropriate $80,000 from the General Fund balance to\nperform necessary analysis.
