CPC-2020-7285-GPA Council District: 15 – McOsker\nCEQA: POLB EIR (SCH No. 2009081079) Last Day to Act: 07-23-23\nPlan Area: Wilmington – Harbor City\nPUBLIC HEARING – Completed March 15, 2023\nPROJECT SITE: 3200 East Anaheim Street\nPROPOSED PROJECT:\nThe Port of Long Beach Anaheim Way Heavy Haul Route Project will realign the existing Anaheim Way to\naccommodate oversized truck turning movements along Anaheim Way from Pier B Street to Farragut\nAvenue. The realignment will enable oversized trucks (approximately 50 annually) to use this route with\npolice escort and an overweight truck route permit from the City of Los Angeles. The proposed Project\nprovides an alternative route for oversized trucks accessing the Port of Long Beach via Farragut Avenue\n– Anaheim Way – Anaheim Street replacing the 9th Street at-grade crossing route scheduled to be\npermanently closed under the Pier B On-Dock Rail Support Facility Program. The Project will include\nwidening of Anaheim Way from 45 feet to 72 feet, and the widening of Farragut Avenue from 44 feet to 72\nfeet, which would require street reclassification from Local Industrial Streets to Collector Industrial Streets\nand inclusion into the Overweight Vehicle Special Permit Route. The Project proposes new\ncurbs/sidewalks, utilities, street lights, catch basin, and striping, etc. No changes to land use designations\nor zoning are proposed. No protected trees are proposed to be removed.\nREQUESTED ACTIONS:\n1. Pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15162 and 15164, in\nconsideration of the whole of the administrative record, that the Project was assessed in the previously\ncertified Environmental Impact Report by the Port of Long Beach (SCH. 2009081079), certified on\nJanuary 22, 2018, and no subsequent EIR, negative declaration, or addendum is required for approval\nof the Project;\n2. Pursuant to Section 12.32 of the Los Angeles Municipal Code (LAMC), a General Plan Amendment\nto re-designate Anaheim Way from a Local Industrial Street to a Collector Industrial Street; and\n3. CPC-2023-135-CU-DRB-SPP-MSP Council District: 5 – Yaroslavsky\nCEQA: ENV-2023-136-CE Last Day to Act: 07-10-23\nPlan Area: Bel Air – Beverly Crest\nPUBLIC HEARING – Completed March 15, 2023\nPROJECT SITE: 2785, 2845, 2791 North Casiano Road\n(commonly associated with 15600 West Mulholland Drive)\nPROPOSED PROJECT:\nReuse of an existing school facility with minor alterations and additions. The school enrollment will be a\nmaximum of 1,200 students, with 700 living on campus and 200 to 500 living off-campus. The Project\nincludes the addition of 128 square feet for two security booths and 199 square feet for a new restroom\nand shower building, and the reconfiguring of existing classroom square footage to increase classroom\ncount from 25 to 35 classrooms. The Project also includes an improved drop-off/pick-up zone, new\nlandscaped area, swimming pool, sand volleyball court, and minor interior renovations to existing buildings.\n287 parking spaces will be provided. The site is in the Inner and Outer Corridors of the specific plan and is\nupslope and visible from Mulholland Drive. The Project proposes 800 cubic yards of cut, 400 cubic yards\nof fill, zero cubic yards of import, and 400 cubic yards of export grading. The Project does not propose the\nremoval of protected or non-protected significant trees.\nREQUESTED ACTIONS:\n1. Pursuant to CEQA Guidelines Section 15314, Class 14 (Minor Additions to Schools) and that there is\nnot substantial evidence demonstrating that any exceptions contained in Section 15300.2 of the State\nCEQA Guidelines regarding location, cumulative impacts, significant effects or unusual circumstances,\nscenic highways, hazardous waste sites or historic resources applies;\n2. Pursuant to Section 12.24 U.24 of the Los Angeles Municipal Code (LAMC), a Conditional Use to\npermit the operation of a private school in the RE Zone at an existing school site with minor alterations\nand additions, including the reconfiguring of existing classroom square footage to increase classroom\ncount from 25 to 35 classrooms;\n3. Pursuant to LAMC Section 12.21 A.4(y), an approved Parking Reduction for relief from LAMC Section\n12.21 A.4 with transportation alternatives; and\n4. The Project includes the demolition of two, one-story commercial buildings and a surface level\nparking lot. The Project will include 100 dwelling units, 10 of which will be reserved for Extremely Low\nIncome Households. The building will rise to a maximum height of approximately 92 feet. A total of 72\nvehicle parking spaces, 125 long-term bicycle parking spaces, and 32 short-term bicycle parking spaces\nwill be provided within the subterranean parking garage, the ground floor, and the second floor. The Project\nincludes 16,478 square-feet of open space, consisting of a 2,066 square-foot gym on the second floor, a\n4,466 square-foot courtyard and a 977 square-foot community hall on the third floor, a 7,219 square-foot\nroof deck, and 1,750 square-feet of private open space. Additionally, the Project requires the export of\n21,400 cubic yards of earth and the removal of one non-protected tree on-site with a trunk diameter greater\nor equal to eight inches.\nAPPEAL:\nAppeals of the December 23, 2022, Director of Planning's determination which:\n1. Determined that, based on the whole of the administrative record, the Project is exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Article 19, Section 15332,\nClass 32, and there is no substantial evidence demonstrating that an exception to a categorical\nexemption pursuant to CEQA Guidelines, Section 15300.2 applies;\n2. Approved with Conditions, a Transit Oriented Communities (TOC) Affordable Housing Incentive\nProgram for a Tier 3 project with a total of 100 dwelling units, of which 10 units will be reserved for\nExtremely Low Income Households for a period of 55 years, along with the following Base and\nAdditional Incentives:\nBase Incentives:\na. Density. Increase the maximum number of dwelling units by 37 percent to allow a maximum\nresidential density of 100 units in lieu of the 73 dwelling units otherwise allowed.\nb. Floor Area Ratio (FAR). An increase in the FAR to 3.63:1 in lieu of the 1.5:1 FAR in the C2-1\nZone; and\nc. Parking. Provide automobile parking at a ratio of 0.5 parking spaces per residential unit and a 30\npercent reduction in non-residential parking for a mixed-use project to allow for a minimum of 50\nresidential vehicle parking spaces and 22 non-residential parking spaces, in lieu of the 110\nresidential vehicle parking spaces and 26 non-residential parking spaces otherwise required.\nAdditional Incentives:\nd. Setbacks. Utilization of RAS3 yard setback requirements for the residential portion of a TOC\nproject in the C2-1 Zone;\n3.
