October 16, 2026 Item 3 (3) 23-1244-S1 TRANSPORTATION COMMITTEE REPORT relative to Citywide First/Last Mile (FLM)-Eligible Projects. Recommendation for Council action, pursuant to Motion (Yaroslavsky - Padilla et al.): INSTRUCT the Bureau of Street Services, Bureau of Street Lighting, Bureau of Engineering, and Los Angeles Department of Transportation, in consultation with the City Administrative Officer (CAO) to jointly report to Council in 30 days with a report to include: a. A multiyear capital delivery framework for FLM projects around eligible rail stations in the City b. Priority projects, in coordination with the relevant Council Districts, adjacent to eligible rail stations while maximizing the City's ability to deliver all scope elements identified in the Metro First/Last Mile plans. c. A multi-year staffing plan that scales up relative to project implementation and extends beyond the conclusion of the 2028 Olympic and Paralympic Games d. An analysis of the need for additional funding outside of the 3 percent requirement, and to report with a blended funding strategy that assumes the City will meet 100 percent of its obligation through FLM project delivery, including but not limited to: i. Grants ii. Measure M Sub-region allocations iii. The 3 percent Measure M local return e. Report on any completed or in-progress projects that were intended to count towards the City's 3 percent requirement. October 16, 2026 Item 4 (4) 24-0472 CD 10 CATEGORICAL EXEMPTION, TRANSPORTATION COMMITTEE REPORT and RESOLUTION relative to the establishment of Preferential Parking District (PPD) No. 338 in Council District Ten. Recommendation for Council action: 1. FIND that: a. The residents in the Mid-City Heights neighborhood are experiencing a lack of on-street parking on residential streets due to multiple causes from which the residents deserve immediate relief. These parking impacts are caused by patrons and employees of the nearby businesses and an assisted living facility, commuters who ride the Metro Line, and employees of the nearby auto repair shop who park customers’ vehicles on residential streets. b. The establishment of PPD No. 338, pursuant to Los Angeles Municipal Code (LAMC) Section 80.58.d, is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article III.1.a.3 of the 2002 Los Angeles City CEQA Guidelines. 2. PRESENT and ADOPT the accompanying RESOLUTION establishing the boundaries of PPD No. 338, pursuant to the City Council’s November 6, 2018, “Rules and Procedures for Preferential Parking Districts,” to include the residential area bounded by the centerline of the following blocks (unless specified otherwise): a. Washington Boulevard between La Brea Avenue and West Boulevard b. Both sides of West Boulevard between Washington Boulevard and the 10 Freeway c. 10 Freeway between West Boulevard and La Brea Avenue d. La Brea Avenue between the 10 Freeway and Washington Boulevard 3. AUTHORIZE the following parking restrictions for use on the residential portions of all streets in PPD No. 338: a. 2 HOUR PARKING 8 AM TO 6 PM; VEHICLES WITH DISTRICT NO. 338 PERMITS EXEMPT b. NO PARKING 6 PM TO 8 AM, 2 HOUR PARKING 8 AM TO 6 PM; VEHICLES WITH DISTRICT NO. 338 PERMITS EXEMPT c. NO PARKING 8 AM TO 6 PM; VEHICLES WITH DISTRICT NO. 338 PERMITS EXEMPT d. NO PARKING 6 PM TO 8 AM; VEHICLES WITH DISTRICT NO. 338 PERMITS EXEMPT 4. INSTRUCT the LADOT to initiate the necessary procedures for the preparation and sale of parking permits to residents within PPD No. 338, as specified in Section 80.58 of the LAMC. 5. DIRECT the LADOT to: a. Post or remove the authorized parking restrictions on the residential portions of the street segments enumerated in Recommendation No. 2, except for areas where parking is currently prohibited in the interest of traffic flow or public safety. b. Post or remove the authorized parking restrictions upon receipt and validation of petitions containing signatures from at least 75 percent of the dwelling units, covering more than 50 percent of the developed frontage on a street segment requesting installation or removal of the parking restrictions set forth in Recommendation No. 3, without further action by City Council. Fiscal Impact Statement: The Board of Transportation Commissioners (Board) reports that Revenue from the sale of permits will cover the cost of implementing, administering, and enforcing PPD No. 338. Recommendations for Council action, pursuant to Motion (Hutt - Jurado): 1. INSTRUCT the Los Angeles Department of Transportation (LADOT), Bureau of Engineering (BOE), Bureau of Street Services (BSS), and Bureau of Street Lighting (BSL) to provide a current list of the City's active transportation projects and associated grant deadlines, including, but not limited to: a. Protected bicycle lanes and paths b. Pedestrian safety improvements c. Neighborhood greenways d. Sidewalk improvements associated with corridor upgrades e. Prioritizing projects that are located on the City's High Injury Network f. Improving access to transit stations, major job centers, and key entertainment and sporting venues g. Serving disadvantaged communities h. Locations along the Festival Trail or extend the existing network of non-vehicular paths. 2. INSTRUCT the City Administrative Officer (CAO), with assistance from the LADOT, BOE, BSS, and BSL, to identify adequate staffing levels and evaluate funding options, including the feasibility of utilizing Municipal Improvement Corporation of Los Angeles lease revenue bonds, that would provide the necessary staff resources and project implementation costs to deliver the City's active transportation projects. October 16, 2026 Item 7 (7) 26-1354 TRANSPORTATION COMMITTEE REPORT relative to amending the Los Angeles Administrative Code (LAAC) revising the advisory duties assigned to the Board of Transportation Commissioners in connection with Exclusive Negotiation Agreements and Disposition and Development Agreements. Recommendations for Council action, pursuant to Motion (Hernandez - Jurado): 1. REQUEST the City Attorney to prepare and present an Ordinance amending Section 22.484g(A)7 of Division 22, Chapter 20, Article 5 of the Los Angeles Administrative Code (LAAC), as follows: The Transportation Commission shall have the power, duty and responsibility of advising the coordination, direction, and management of all matters with respect to the acquisition, and thereafter the management, of all public off-street parking places by the City except for those parking facilities which are under jurisdiction or control of departments controlling their own funds and any facilities, and the instruction the City Council and Mayor has authorized for temporary or permanent use as a housing or homeless program. Notwithstanding the authority provided to the Department of General Services in Chapter 21 of Division 22 of this Code, the Los Angeles Housing Department shall have charge, superintendence and control of all City-owned real property, the use of which currently is or is approved by the City Council and Mayor to be for affordable housing development purposes, projects or activities. Responsibility for the maintenance and operations of the site shall remain with the Department of Transportation until the Ground Lease. or similar agreement, is executed and the Los Angeles Housing Department, or its designee, has provided the Department of Transportation with 30 days notice of intent to proceed with the project or program. 2. INSTRUCT the City Administrative Officer (CAO), with support from the Los Angeles Department of Transportation, to update the Asset Evaluation Framework (Council File No. 12-1549-S3) to reflect the removal of the Board of Transportation Commissioners from relevant approval processes.
