10.1 CITY OF LYNWOOD MEMBERSHIP IN THE GATEWAY CITIES AFFORDABLE\nHOUSING TRUST, A JOINT POWERS AUTHORITY\nComments:\nEntering into the Gateway Cities Affordable Housing Trust allows private party developers\nto leverage the combined funds available in this multi jurisdictional housing trust. This will\ngive Lynwood access to new capital, improve project competitiveness, support housing\nelement compliance, offer developer support and the city will retain local control. (CD)\nRecommendation:\nStaff recommends that the City Council:\n1. Adopt Resolution No. XX-XX approving the City’s execution of the Joint Exercise of\nPowers Agreement to join the Gateway Cities Affordable Housing Trust,\n2. Authorize the Mayor (or City Manager) to execute the Gateway Cities Affordable\nHousing Trust Joint Powers Authority Agreement; and\n3. Authorized payment of the City’s membership fees in the amount of $32,500 for FY\n2024-25 and $33,507.50 for FY 2025-26, for a total of $66,007.50.

(CD)\nRecommendation:\nStaff recommends that the City Council:\nApprove a resolution declaring its intention to award the franchise agreement to\nTorrance Pipeline Company for continued use of existing pipeline;\nSet a public hearing date concerning the franchise agreement for the next regular\nmeeting July 1, 2025; and\nDirect City Clerk to publish notice of same within the local newspaper 15 days after\nadoption of resolution.

Staff requests for the City Council to adopt the\nattached resolutions accepting the Engineer’s Report and declaring the City Council’s\nintention to order the levy and collection of annual assessment for Fiscal Year 2025-2026\nand fixing the time and place for hearing protests and objections as August 5, 2025. (FIN)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolutions entitled:\n1. 10.5\nFISCAL YEAR (FY) 2025-27 BUDGET WORKSHOP\nComments:\nIn preparation for the FY 2025-27 Biennial Budget Hearing, the purpose of this Budget\nWorkshop is to review the FY 2025-27 Proposed Budget. The focus at the Budget\nWorkshop is on the General Fund. Staff looks forward to Council’s comments on the draft\nbudget and proposed modifications for incorporation into the full Proposed FY 2025-27\nBudget (City, Successor Agency, Lynwood Utility Authority, Appropriations Limit, and\nMaster Fee Schedule), which will be presented at the scheduled budget hearing for the\nCouncil approval. (FIN)\nRecommendation:\nStaff recommends that the City Council conduct a budget workshop to receive a\npresentation on the FY 2025-27 Proposed Budget and provide suggestions to the staff.

9.10 INTENTION TO LEVY AND COLLECT DELINQUENT REFUSE CHARGES ON THE\nPROPERTY TAX ROLL FOR FISCAL YEAR 2025-2026 AGAINST SINGLE-FAMILY\nRESIDENTIAL PARCELS (UP TO THREE UNITS)\nComments:\nSection 38790.1 of the California Government Code authorizes cities to collect delinquent\ngarbage fees or charges via a special assessment to be collected with county taxes.\nVarious cities and counties have placed delinquent and annual refuse charges on the\nproperty tax roll as a mechanism for collection. The Lynwood Municipal Code Section 9-1\nsupports this mechanism of collection for delinquent garbage and rubbish charges. 9.6 PROJECT ACCEPTANCE FOR VERKADA SURVEILLANCE CAMERA PROJECT\nComments:\nOn June 6, 2023, the City Council awarded a contract to Edgeworth Security for the\npurchase and installation of 26 Verkada surveillance cameras to replace older cameras\nthat were installed 13 to 14 years prior at traffic intersections throughout the City and at\nthe City park to assist law enforcement agencies obtain video to respond to, investigate,\nand prevent crimes in the City. In addition, the 2020 Water Master Plan showed that the water\npipelines in the areas are old (over 40 years), undersized and the pipelines need to be\nupgraded. It is in service; however, the sand separator and piping have experienced leaks\nand need to be replaced. Staff is seeking approval to award a contract for the needed\nrepairs and site improvements. 9.9\nAPPROVAL OF A FIRST AMENDMENT TO THE AGREEMENT WITH\nMUNIENVIRONMENTAL TO PROVIDE SOLID WASTE TECHNICAL SUPPORT\nComments:\nSince the State enacted the California Integrated Waste Management Act of 1989 (AB\n939), there has been additional mandates from the State expanding responsibilities of\nlocal governments to comply with waste reduction and recycling. The passage of SB 1383\nexpanded the City’s compliance responsibilities. MuniEnvironmental has been providing\nservices related to continued compliance to these mandates. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING A\nFIRST AMENDMENT TO THE AGREEMENT WITH MUNIENVIRONMENTAL TO\nPROVIDE SOLID WASTE MANAGEMENT TECHNICAL SUPPORT SERVICES.”
