Approve and authorize an increase to Purchase Order No. 24100154 with Copp\nContracting, Inc. Construction Services for the Briggs Road Chip Seal Project,\nin the amount of $8,270, for a revised total not­to­exceed aggregate sum of\n$65,950.

Approve and authorize the City Manager to execute Amendment No. 3 to the\nprofessional services agreement with SDI Presence, LLC for as­needed\nprofessional information technology support services in an amount not­to­\nexceed $38,000, for a revised total of $116,666.

10.13 Memorandum of Understanding with the County of Riverside, Riverside University\nHealth Systems Behavioral Health for Crisis Triage Behavioral Health Services\nRECOMMENDED ACTION\n1. Authorize the City Manager to execute a Cooperative Agreement Termination\nStatement with the California Department of Transportation (“Caltrans”) to\nterminate the existing Cooperative Agreement for the Project Approval and\nEnvironmental Document (PA&ED), Plans, Specifications, and Estimate\n(PS&E), and Right of Way (ROW) phases for the Garbani Road / Interstate 215\nInterchange, Capital Improvement Program (CIP) Project No. 20­05 (“Project”);\nand\n2. Accept the landscape improvements for Tract Map 37067, Camden Place,\nlocated on the northwest corner of La Piedra Road and Great Oak Road.

10.17 Acceptance of Public Improvements and 90% Release of Security for Tract Map\n31822­F, Audie Murphy Ranch, by Sutter Mitland 01, LLC\nRECOMMENDED ACTION\n1. Accept the public improvements for streets, drainage, water, recycled water,\nsewer system, and survey monuments for Tract Map 31822­F, Audie Murphy\nRanch, located north of Audie Murphy Road at Whispering Way; and\n2. Authorize the City Engineer to release 90% of the posted securities per the\nCity’s standard policies.

10.2 Warrant Register\nRECOMMENDED ACTION\n1. Ratify and approve the Voucher Lists dated 08/16/2024, and 08/23/2024, the\nPayroll Register/Other EFTs dated 08/13/2024, 08/16/2024, and 08/21/2024\nwhich have a total budgetary impact of $6,195,516.78.

10.4 Proclamations\nRECOMMENDED ACTION\n1. Proclaim the week of September 17 – 23, 2024 as “Constitution Week”; and\n2. Proclaim the first week of October 2024 as “Menifee Clean Air Week”.

10.5 Conflict of Interest Code Biennial Update\nRECOMMENDED ACTION\n1. Receive and file the 2024 Local Agency Biennial Notice; and\n2. Adopt a resolution amending the City of Menifee’s Conflict of Interest Code,\nwhich outlines the designated Fair Political Practices Commission (FPPC)\nForm 700 filers.

10.6 Coalition for Clean Air Microgrant Acceptance\nRECOMMENDED ACTION\n1. Accept the 2024 Coalition for Clean Air Microgrant in the amount of $500; and\n2. Adopt a budget amendment resolution authorizing an increase in revenue and\nappropriation of expenditures in the amount of $500 to the Clean Air Grant\nAccount; and\n3. Award bid and authorize the City Manager to execute a Professional Services\nAgreement with Complete Paperless Solutions (CPS) for citywide document\nscanning, indexing and quality control services for an initial two­year term in a\ntotal not­to­exceed amount of $430,000 through June 30, 2026; and\n2. Authorize the City Manager or designee to execute up to three optional one­year\nrenewals in the not­to­exceed amount of $570,000; and\n3. Authorize the City Manager to execute additional amendments as needed to\ninclude unanticipated services for document scanning, indexing and quality\ncontrol services, at the City’s discretion and contingent on availability of the\ncorresponding budget.

Appoint a Councilmember as a voting delegate at the League of California\nCities Annual Conference, General Assembly scheduled for October 16­18,\n2024, in Long Beach, California; and\n2. Discuss the proposed resolution and determine the City’s position for the\ndesignated voting delegate to accurately represent the City at the General\nAssembly meeting; and\n3. Authorize the City Clerk to complete and return the voting delegate online\nsubmission form to the League of California Cities.
