1. CITY COUNCIL SELECTION OF MAYOR AND MAYOR PRO TEMPORE POSITIONS UNDER MONTEBELLO\nMUNICIPAL CODE SECTION 2.08.010, "REORGANIZATION"\nRECOMMENDATION: It is recommended that the City Council:\n1. Move to designate one of its members as Mayor and Mayor Pro Tempore as called for in Section 2.08.010\nof the Montebello Municipal Code.

2. APPROVE THE PURCHASE OF SUBSCRIBER RADIOS AND RELATED HARDWARE AND SOFTWARE\nUTILIZING COUNTY OF LOS ANGELES MASTER AGREEMENT WITH MOTOROLA SOLUTIONS INC.\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the Purchase of subscriber radios and related software and hardware for the City's Public Safety\nCommunications Upgrade Project utilizing the County of Los Angeles Master Agreement with Motorola\nSolutions Inc. for an amount not-to-exceed $1,797,714; and\n2. The purchase of the radios and related software and hardware will be funded by the California Office of\nEmergency Services (CAL-OES) Fiscal Year (FY) 2023 Emergency Operations Center (EOC) Grant\nProgram for the funding period from June 1, 2023, to February 28, 2026, grant award of $2,211,745.\n3. Take such additional, related action that may be desirable.

3. ADOPT THE IMPLEMENTATION OF THE HOUSING LINKAGE PILOT PROGRAM AND APPROPRIATE\nGRANT FUNDING FROM THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS (SGVCOG)\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the Agreement between the City of Montebello and the San Gabriel Valley Council of\nGovernments (SGVCOG) to Develop and Operate the Housing Linkage Pilot Program (HLPP)\n(Attachment B); and\n2. Approve the appropriation of $23,466 awarded to the City of Montebello by SGVCOG; and\n3. Amend the Fiscal Year 2023-24 budget by increasing appropriations by $23,466 in Account No. 265-85-\n864-6040.10 (Grants, Fire, SGVCOG Housing Linkage Pilot Program, Other Contract Services\n[Expenditures]) and Account No. 265-99-4198.24 (Grants, Miscellaneous Grants, SGVCOG Housing\nLinkage Pilot Program [Revenue]); and\n4. Take such additional, related action that may be desirable.

4. APPROVAL OF AGREEMENT NO. 4171 WITH COMPLETE PAPERLESS SOLUTIONS FOR THE PURCHASE\n OF LASERFICHE SOFTWARE SOLUTION\n\n RECOMMENDATION: It is recommended that the City Council:\n\n 1. Award Agreement No. 4171 to Complete Paperless Solutions, LLC for the purchase of Laserfiche\n Solutions for an amount not-to-exceed $44,366; and\n 2. Authorize the City Manager to execute the Agreement on behalf of the City; and\n 3. Take such additional, related action that may be desirable.

5. PAYMENT OF BILLS: ADOPT RESOLUTION NO. 23-81 APPROVING THE CITY WARRANT REGISTER OF\nDEMANDS DATED DECEMBER 13, 2023\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 23-81 approving the Warrant Register dated December 13, 2023.
