AUTHORIZATION TO RELEASE REQUEST FOR PROPOSALS (RFP 24-10) FOR MASTER PLAN AND\nDESIGN OF PARK AT THE MONTEBELLO MUNICIPAL GOLF COURSE\nRECOMMENDATION: It is recommended that the City Council:\n1. Authorize staff to issue a Request for Proposals (RFP 24-10) for Master Plan and Design of a Park at the\nMontebello Municipal Golf Course; and\n2. Take such additional, related action that may be desirable.

11. AWARD PROFESSIONAL SERVICES AGREEMENT NO. 4174 FOR GOLF COURSE MANAGEMENT AND\nMAINTENANCE SERVICES (RFP NO. 24-1) TO TROON GOLF\nRECOMMENDATION: It is recommended that the City Council:\n1. Award Professional Services Agreement No. 4174 to Troon Golf for an amount not to exceed One Million\nNine Hundred Forty-Six Thousand Four Hundred Seventy-Eight Dollars ($1,946,478) for the initial year\nof a five-year (5-year) term for Golf Course Management, Maintenance and Operation Services at the\nMontebello Golf Course; and\n2. Authorize the City Manager to take actions necessary to execute and finalize an agreement on behalf of\nthe City of Montebello; and\n3. Amend the Fiscal Year 2023-24 budget by increasing appropriations by a total of $1,946,478 in Account\nNo. 610-99-6040.10; and\n4. Take such additional, related action that may be desirable.

ADOPT RESOLUTION NO. 24-07 AUTHORIZING THE CITY MANAGER TO EXECUTE THE CALIFORNIA\nOFFICE OF EMERGENCY SERVICES (OES) EMERGENCY OPERATIONS CENTER (EOC) GRANT\nPROGRAM AGREEMENT\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 24-07 authorizing the City Manager to execute the California Office of Emergency\nServices (Cal OES) Fiscal Year 2023 Emergency Operations Center (EOC) Grant Program Application;\nand\n2. Take such additional, related action that may be desirable.

APPROVE SUBMISSION OF AN APPLICATION TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY\n(FEMA) GRANT PROGRAMS DIRECTORATE (GPD) FISCAL YEAR 2023 ASSISTANCE TO FIREFIGHTER\nGRANT PROGRAM (AFG)\nRECOMMENDATION: It is recommended that the City Council:\n1. 14. APPROVE SUBMISSION OF A GRANT PROPOSAL APPLICATION FOR THE LISTOS CALIFORNIA (LC)\nCOMMUNITY EMERGENCY RESPONSE TEAM (CERT) SUPPORT GRANT PROGRAM ADMINSITERED BY\nTHE CALIFORNIA OFFICE OF EMERGENCY SERVICES (Cal-OES)\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the submission of a grant proposal application to the California Office of Emergency Services\n(Cal-OES) for the Listos California (LC) Community Emergency Response Team (CERT) Support Grant\nProgram ; and\n2. Take such additional, related action that may be desirable.

15. APPROVAL TO SUBMIT APPLICATION FOR THE CALIFORNIA INTERAGENCY COUNCIL ON\nHOMELESSNESS (CAL ICH) ENCAMPMENT RESOLUTION FUNDING PROGRAM ROUND 3, ROLLING\nAPPLICATION (ERF-3-R)\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve submission of a grant proposal for the Notice of Funding Availability (NOFA) for the California\nInteragency Council on Homelessness Encampment Resolution Funding Program, Round 3, Rolling\nApplication (ERF-3-R); and\n2. Take such additional, related action that may be desirable.

16. WAIVE THE SECOND READING AND ADOPT ORDINANCE NO. 2473 AMENDING CHAPTER 2.44 “TRAFFIC\nAND SAFETY COMMISSION” OF THE MONTEBELLO MUNICIPAL CODE TO UPDATE AND DEFINE THE\nROLES, DUTIES AND RESPONSIBILITIES OF COMMISSION MEMBERS\nRECOMMENDATION: It is recommended that the City Council:\n1. Waive the Second and Adopt Ordinance No. 2473 amending Chapter 2.44 “Traffic and Safety\nCommission” of the Montebello Municipal Code to update and define the roles, duties, and responsibilities\nof commission members; and\n2. Take such additional, related, action that may be desirable.

17. AWARD A PROFESSIONAL SERVICES AGREEMENT FOR ADMINISTRATION OF HOME/CDBG\nPROGRAMS (RFP NO. 24-4)\nRECOMMENDATION: It is recommended that the City Council:\n1. Award a Professional Services Agreement to Advanced AVANT-GARDE Corporation (“Avant Garde”) in\nan amount not-to-exceed $276,760 over the course of a two (2) year term for Professional Support\nServices for the Administration of HOME/CDBG Programs; and\n2. Authorize the City Manager to execute the proposed Professional Services Agreement with Advanced\nAVANT-GARDE Corporation; and\n3. Take such additional, related, action that may be desirable.

ADOPT RESOLUTION NO. 24-01 APPROVING THE ADOPTION OF CALIFORNIA LABOR CODE SECTION\n3363.5 EXTENDING THE CITY OF MONTEBELLO'S WORKERS' COMPENSATION PROGRAM TO\nVOLUNTEERS\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 24-01 Adopting California Labor Code Section 3363.5 Extending Coverage of\nVolunteers by the City of Montebello’s Workers’ Compensation Program.
