1. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION\nGovernment Code Section 54956.9(d)(2)\nThird Tolling Agreement with BKK Working Group related to the BKK Class I Landfill Cost Recovery Efforts (one\nmatter)

10. APPROVE AMENDMENT NO. 1 TO AGREEMENT NO. 3822 WITH COMPLETE LANDSCAPE CARE, INC.\nEXTENDING THE TERM TWO (2) YEARS AND EXPANDING THE SCOPE OF SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Agreement No. 3822 with Complete Landscape Care Inc. to extend the\nagreement for two (2) additional years and expand landscape maintenance services to Montebello City\nPark Monument, Montebello City Park Youth Center, Senior Center South Wing Enclosed Patio, and\nNorth Ridge Park; and\n2. Increase the total not-to-exceed amount of the agreement by $60,000 per year ($120,000 over the two\n(2) year extension term); and\n3. Authorize the City Manager to execute Amendment No. 1 to Professional Service Agreement No. 3822;\nand\n4. Take all other additional actions deemed necessary

11. AMENDMENT OF AGREEMENT NO'S. 893, 3213, AND 3323 RELATED TO QUIET CANNON MANAGEMENT\nAND ASSOCIATED BUSINESS ENTITIES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the amended Agreements related to the Quiet Cannon Management (QMC) and associated\nhotel business entities in substantially the form as presented; and\n2. Authorize the City Manager to execute the aforementioned agreements.

12. APPROVE PROFESSIONAL SERVICES AGREEMENT NO. 4175 WITH YUNEX, LLC FOR TRAFFIC SIGNAL\nMAINTENANCE SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Professional Services Agreement No. 4175 with Yunex, LLC for traffic signal maintenance\nservices in an annual amount not-to-exceed $280,000 and authorize the City Manager to execute the\nProfessional Services Agreement; and\n2. Approve payment of unpaid invoices with Yunex, LLC for traffic signal maintenance services in the\namount of $95,616; and\n3. Take such additional, related action that may be desirable.

13. APPROVE ISSUING REQUEST FOR PROPOSALS (RFP 24-11) FOR CITYWIDE ELEVATOR MAINTENANCE\nSERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Authorize issuing a Request for Proposals (RFP 24-11) for citywide elevator maintenance services; and\n2. Take whatever additional actions are necessary and required.

14. APPROVE AMENDMENT NO. 1 TO AGREEMENT NO. 2937 BETWEEN THE CITY OF MONTEBELLO AND\nSAN GABRIEL VALLEY WATER COMPANY (SGVWC) ALLOWING FOR THE CONTINUED SERVICE OF\nNON-POTABLE RECYCLED WATER FOR IRRIGATION PURPOSES AT GRANT REA PARK FOR A PERIOD\nOF 10 YEARS\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Agreement No. 2937 between the City of Montebello and San Gabriel\nValley Water Company allowing for the continued service of non-potable recycled water for irrigation\npurposes at Grant Rea Park for a period of 10 years; and\n2. Authorize the City Manager to execute Amendment No. 1 to Agreement No. 2937, in a final form approved\nby the City Attorney.\n3. Take such additional, related action that may be desirable.

15. AUTHORIZE AN INCREASE TO THE BLANKET PURCHASE ORDER WITH HI-WAY SAFETY\nRECOMMENDATION: It is recommended that the City Council:\n1. Authorize an increase to the existing Blanket Purchase Order with Hi-Way Safety in the amount of\n$95,000; and\n2. Take such additional, related action that may be desirable.

16. PAYMENT OF BILLS: ADOPT RESOLUTION NO. 24-09 APPROVING THE CITY WARRANT REGISTER OF\nDEMANDS DATED FEBRUARY 14, 2024\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 24-09 approving the Warrant Register dated February 14, 2024.\nPUBLIC COMMENTS - CONTINUED

Receive and file this agenda report and the presentation on the Fiscal Year 2023-24 Second Quarter\nBudget Report; and,\n2. Amend the Master Position Control to Add One (1.0) Community Services Coordinator and One (1.0)\nRecreation Supervisor Full-Time Equivalent to the Parks and Recreation Department (Attachment C);\nand,\n3. Amend the Fiscal Year 2023-24 budget in the amounts and in the accounts listed in Attachment D; and,\n4. Take whatever additional actions necessary.

8. RECEIVE AND FILE THE CITY OF MONTEBELLO FIRST MILE / LAST MILE MASTERPLAN\nRECOMMENDATION: It is recommended that the City Council:\n1. Receive and file the City of Montebello First Mile / Last Mile Masterplan; and\n2. Take such additional, related, action that may be desirable.

9. APPROVE AMENDMENT NO. 1 TO AGREEMENT NO. 3857 WITH BLAIS AND ASSOCIATES, LLC TO\nPROVIDE GRANT WRITING AND MANAGEMENT SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Agreement No. 3857 with Blais and Associates, LLC for professional grant\nwriting and management services to exercise the first of the available two, one (1) year term extensions;\nand\n2. Authorize the City Manager and/or his designee to execute Amendment No. 1 on behalf of the City of\nMontebello; and\n3. Take such additional, related action that may be desirable.
