FIRST READING AND INTRODUCTION OF ORDINANCE NO. 2482 ADDING CHAPTER 12.27 - "PUBLIC\nDOG PARK FACILITIES" - AND AMENDING CHAPTER 12.24 - "CONDUCT IN PUBLIC PARKS" - OF TITLE\n12 OF THE MONTEBELLO MUNICIPAL CODE\nRECOMMENDATION: It is recommended that the City Council:\n1. Conduct a first reading and introduction of Ordinance No. 2482 (Attachment A) to add Chapter 12.27\n("Public Dog Park Facilities") to Title 12 ("Streets, Sidewalks and Public Places") and amend Chapter\n12.24 ("Conduct in Public Parks") of the Montebello Municipal Code; and,\n2. Take such additional, related action that may be desirable.

ADOPT RESOLUTION NO. 25-24 TO AUTHORIZE SUBMISSION OF NECESSARY DOCUMENTS REQUIRED\nTO RECEIVE FISCAL YEAR 2024-25 LOW-CARBON TRANSIT OPERATIONS PROGRAM (LCTOP)\nFUNDING AND AUTHORIZE SUBMITTING MONTEBELLO BUS LINES’ LINE 20 FREE FARE PROJECT TO\nTHE CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS)\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 25-24 to authorize submitting Authorized Agent and Certifications and Assurances\nforms required to receive Fiscal Year 2024-25 Low Carbon Transit Operations Program (LCTOP) funding\nfor Montebello Bus Lines’ (MBL) Line 20 Free Fare Project; and\n2. Authorize submitting MBL’s Line 20 Free Fare Project to the California Department of Transportation\n(Caltrans); and\n3. Take such additional, related action as may be desirable.

APPROVE PROFESSIONAL SERVICES AGREEMENT NOS. 4282, 4283, 4284 FOR CITYWIDE GRANT\nWRITING SERVICES IN RESPONSE TO REQUEST FOR PROPOSALS NO. 25-02\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Professional Services Agreements for grant writing service with Townsend Public Affairs for\n$60,000 (Agreement No. 4282), Blais & Associates LLC for $70,000 (Agreement No. 4283), and\nAdvanced Avant Garde Corporation for $70,000 (Agreement No.4284) in response to Request for\nProposals (RFP) No 25-02; and,\n2. Authorize the City Manager to execute the agreements; and,\n3. Take such additional, related action that may be desirable.

18. AWARD PROFESSIONAL SERVICES AGREEMENT NO. 4299 TO UNITED STORM WATER, INC. FOR\nFABRICATION AND INSTALLATION OF FULL CAPTURE STORM DRAIN TRASH DEVICES ON LOS\nANGELES COUNTY-OWNED CATCH BASINS (CP 931)\nRECOMMENDATION: It is recommended that the City Council:\n1. Award Professional Services Agreement No. 4299 to United Storm Water, Inc. for the Fabrication and\nInstallation of Full Capture Storm Drain Trash Devices on Los Angeles County-Owned Catch Basins (CP\n931) in the amount of $144,056 plus a 25% construction contingency of $36,014 for a total amount of\n$180,070; and\n2. Amend the Fiscal Year 2024-25 Budget by increasing appropriations by $92,000 in Account 229-30-315-\n6040.46 (Measure W, Public Works, Stormwater, Contract Services Storm Drain Maintenance); and\n3. Authorize the City Clerk’s Office to release all other bidders’ bonds; and\n4. Authorize the City Manager to execute the agreement and approve any change orders in good faith; and\n5. Take such additional, related action that may be desirable.

19. ACCEPTANCE OF THE IN-WATER POOL LIGHT REPLACEMENT AT GEORGE HENSEL AQUATIC\nCENTER – NOTICE OF COMPLETION (NOC)\nRECOMMENDATION: It is recommended that the City Council:\n1. Accept the in-water pool light replacement at George Hensel Aquatic Center (“Aquatics Center”) as\ncompleted by Horizon Mechanical Contractors of California; and,\n2. Approve the final contract amount with Horizon Mechanical Contractors of California in the amount of\n$86,488; and,\n3. Approve the Final Total Project Budget (Attachment A); and,\n4. Authorize the City Clerk to execute, verify and file the Notice of Completion (Attachment B) with the Los\nAngeles County Registrar-Recorder; and,\n5. Authorize the release of the retention payment ($4,324) due to Horizon Mechanical Contractors of\nCalifornia following the mandatory waiting period from the date the Notice of Completion is recorded; and,\n6. Take such additional, related action that may be desirable.

20. APPROVE AMENDMENT NO. 1 TO AGREEMENT NO. 4214 WITH FLO-SERVICES FOR THE PROVISION\nOF SEWER REPAIR AND MAINTENANCE SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Agreement No. 4214 between the City of Montebello and Flo-Services Inc\nto increase the not-to-exceed amount by $40,000 per year; and\n2. Amend the Fiscal Year 2024-25 budget by increasing appropriations by $40,000 in Account No. 100-30-\n340-6040.45 (General Fund, Public Works, Sewer Operations, Contract Services Sewer Maintenance);\nand\n3. Authorize the City Manager to execute the Amendment on behalf of the City; and\n4. Take such additional, related action that may be desirable.

APPROVE CATEGORICAL EXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\n(CEQA) FOR THE 2024 ACTIVE TRANSPORTATION AND SAFETY, MONTEBELLO CYCLESAFE BRIDGE\nPROJECT (CP 930)\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class\n1 categorical exemption under the California Environmental Quality Act (CEQA); and,\n2. Take such additional, related action that may be desirable.

22. APPROVE AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT NO. 4131 WITH A & A FLEET\nPAINTING, INC. TO EXTEND THE COMPLETION DATE FOR THE BUS GRAPHICS DECAL REPLACEMENT\nSERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Professional Services Agreement No. 4131 with A & A Fleet Painting, Inc.\n(A & A Fleet), to extend the completion date for one year (1-year), for Bus Graphics Decal Replacement\nServices; and\n2. Authorize the City Manager and/or his designee to execute Amendment No. 1 on behalf of the City of\nMontebello; and\n3. Take such additional, related, action that may be desirable.

Authorize the City Manager to execute Agreement No. 4300 with the Los Angeles County Department of\nPublic Health for Public Health Services (PH-005641); and,\n2.
