FY 2023-2024 MID-YEAR FINANCIAL REPORT\nIt is recommended that the City Council consider:\n(1) Receiving and filing the FY 2023-2024 Mid-Year Financial Report;\n(2) Authorizing the increase of Committed Catastrophic-Event by $500,000 from $5.34 million\nto $5.84 million;\n(3) Authorizing an additional budget appropriation of $669,550 from various funds; and\n(4) Taking such additional, related, action that may be desirable.

CONSIDERATION AND POSSIBLE ACTION TO ADOPT A RESOLUTION TO REMOVE AN\nINITIATIVE MEASURE FROM THE NOVEMBER 5, 2024, REGULAR MUNICIPAL ELECTION\nBALLOT CONCERNING MINIMUM WAGES FOR HEALTHCARE WORKERS\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution removing an initiative measure from the November 5, 2024, regular\nmunicipal election ballot concerning minimum wages for healthcare workers;\n(2) Taking such additional, related, action that may be desirable.

ACCEPTANCE OF SGVMWD GRANT FOR THE LIFE LINE PROGRAM\nIt is recommended that the City Council consider:\n(1) Accepting grant funding in the amount of $50,000 from the San Gabriel Valley Municipal\nWater District (SGVMWD) for water bill assistance to low income residents;\n(2) Authorizing the City Manager to execute the Grant Agreement, in a form approved by the\nCity Attorney, with SGVMWD for this grant program;\n(3) Authorizing the Finance Department to allocate $50,000 in grant funding to the FY2023-\n2024 budget; and\n(4) Taking such additional, related, action that may be desirable.

BRUGGEMEYER LIBRARY IMPROVEMENTS – AWARD OF PUBLIC WORKS CONTRACT\nTO U.S. BUILDERS AND CONSULTANTS INC.\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a public works contract, in a form approved by\nthe City Attorney, with U.S. Builders and Consultants Inc. in the contract amount of\n$109,650 for the Bruggemeyer Library Improvements Project;\n(2) Authorizing the Director of Public Works to approve change orders not to exceed $3,800\nover the total contract amount; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and\nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guideline § 15301(c) (Existing Facilities) exempts the operation, repair,\nmaintenance, alteration of existing public or private structures which involve negligible or no\nexpansion of existing or former use. The proposed work will occur entirely within an existing\nstructure. Accordingly, no further environmental review is required.

3-G. FIRE STATION 61 EXHAUST SYSTEM REPLACEMENT– CONSIDERATION AND\nPOSSIBLE ACTION TO ADOPT A RESOLUTION: (1) AUTHORIZING THE CITY MANAGER\nTO EXECUTE AN AGREEMENT WITH AIR EXCHANGE, INC. FOR THE PURCHASE AND\nINSTALLATION OF AN EXHAUST SYSTEM FOR FIRE STATION 61 WITHOUT THE NEED\nFOR COMPETITIVE BIDDING; AND (2) ADDING THE PURCHASE AND INSTALLATION OF\nAN EXHAUST SYSTEM FOR FIRE STATION 61 TO THE 2023-2024 CAPITAL\nIMPROVEMENT PLAN\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a public works maintenance agreement, in a form\napproved by the City Attorney, with Air Exchange, Inc. in the amount of $90,312.07 for the\nFire Station 61 Exhaust System Project;\n(2) Adopting a Resolution to add the Fire Station Exhaust System Project to the fiscal year\n2023-2024 Capital Improvement Program; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed activity pursuant to the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal.
