3-D. ADOPTING A RESOLUTION APPOINTING AN INTERIM DIRECTOR OF COMMUNITY\nDEVELOPMENT PURSUANT TO GOVERNMENT CODE § 21221(H) AND EXECUTIVE\nORDER NO. N-25-20\nIt is recommended that the City Council consider:\n(1) Adopting a resolution requesting appointment for the position of Interim Director of\nCommunity Development pursuant to Government Code § 2122(H) and Executive Order\nNo. N-25-20;\n(2) Authorizing the City Manager to execute an agreement between the City of Monterey Park\nand the Interim Director of Community Development in a form approved by the City\nAttorney; and\n(3) Taking such additional, related, action that may be desirable.

3-E. 2024 MONTEREY PARK GENERAL PLAN AND HOUSING ELEMENT ANNUAL PROGRESS\nREPORT\nIt is recommended that the City Council consider:\n(1) Receiving and filing the 2024 General Plan and Housing Element Annual Progress Report;\n(2) Directing the City Manager, or designee, to forward a copy of the report to the Governor’s\nOffice of Planning and Research (“OPR”) and the State Department of Housing and\nCommunity Development (“HCD”) before April 1, 2025; and\n(3) Taking such additional, related, action that may be desirable.

CONSIDERATION AND POSSIBLE ACTION TO ADOPT A RESOLUTION AMENDING THE\nCAPITAL IMPROVEMENT PLAN AND RECEIVE AND FILE A SUMMARY OF THE\nWINDSTORM AND FIRESTORM LOCAL EMERGENCY\nIt is recommended that the City Council consider:\n(1) Receiving and Filing this staff report summarizing the status of windstorm and firestorm\nlocal emergency;\n(2) Adopting a Resolution to add projects to the Fiscal Year 2024-25 Capital Improvement\nProgram; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the extension under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), and 15378 exempt activities that\nwill not result in a direct or reasonably foreseeable indirect physical change in the environment,\nactivities where there is possibility that it may have a significant effect on the environment, and\nactivities that do not constitute a “project” as defined, respectively. This activity reflects\nadministrative changes and policy making. Accordingly, this activity is exempt from further\nreview.

RECEIVE AND FILE STAFF REPORT SUMMARIZING THE STATUS OF THE EMERGENCY\nREPLACEMENT OF FIRE DEPARTMENT SELF-CONTAINED BREATHING APPARATUS\nIt is recommended that the City Council consider:\n(1) Receive and file this staff report summarizing the status of the emergency replacement of\nself-contained breathing apparatus; and\n(2) Taking such additional, related, action that may be desirable.

CONSIDERATION AND POSSIBLE ACTION TO AUTHORIZE THE CITY MANAGER, OR\nDESIGNEE, TO ACCEPT CALIFORNIA LIBRARY ASSOCIATION GRANT FUNDING AND\nAPPROPRIATE FUNDING INTO 2024-25 FISCAL YEAR BUDGET\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager, or designee, to accept $4,500 in California Library\nAssociation grant funding to purchase books;\n(2) Authorize the City Manager to appropriate the $4,500 grant funding into the 2024-25\nFiscal Year budget; and\n(3) Taking such additional, related, action that may be desirable.

ADOPTION OF A RESOLUTION IMPLEMENTING THE SMALL BUSINESS ASSISTANCE\nPROGRAM USING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS AND A\nRESOLUTION TO AWARD A MEMORANDUM OF UNDERSTANDING TO THE CHINATOWN\nSERVICE CENTER FOR THE IMPLEMENTATION AND ADMINISTRATION OF THE SMALL\nBUSINESS ASSISTANCE PROGRAM\nIt is recommended that the City Council consider:\n(1) Opening the public hearing, taking testimonial evidence, and closing the public hearing;\n(2) Approving the implementation of the Small Business Assistance Program (SBAP) using\nan initial allocation of $200,000 in Community Development Block Grant (CDBG) funds,\n20% of which would be allocated for program administration, to support local businesses\nfacing economic challenges and the lingering effects of the mass shooting tragedy and\nCOVID-19 pandemic. Subject to funding availability, the City may allocate additional funds\nto support the program;\n(3) Adopt a resolution to adopt policies and procedures for distributing CDBG funds to qualified\nexpenses and businesses and/or property owners participating in the SBAP to ensure\ncompliance with all applicable CDBG regulations; and\n(4) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the draft Resolution pursuant to the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), 15378, and 15308 exempt activities\nthat will not result in a direct or reasonably foreseeable indirect physical change in the\nenvironment, activities where there is possibility that it may have a significant effect on the\nenvironment, activities that do not constitute a “project” as defined, and actions to protect the\nenvironment, respectively. This activity is for general policies and procedure-making intended to\npromote economic development. Any subsequent construction or development will be evaluated\nseparately under the CEQA Guidelines. Accordingly, the draft Resolution is exempt from further\nreview.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MONTEREY PARK,\nCALIFORNIA, DECLARING AND RECOGNIZING THE MONTH OF MARCH 2025 AS\nWOMEN’S HISTORY MONTH, A NATIONAL CELEBRATION THAT HIGHLIGHTS THE\nCONTRIBUTIONS OF WOMEN TO EVENTS IN HISTORY AND CONTEMPORARY\nSOCIETY (AS REQUESTED BY COUNCIL MEMBER SANCHEZ)\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution declaring and recognizing the month of March 2025 as Women’s\nHistory Month, a national celebration that highlights the contributions of women to events\nin history and contemporary society; and\n(2) Taking such additional, related, action that may be desirable.
