10.A. Public Hearing to Consider Approving Assessments for the Citywide Maintenance\nDistrict No. 93-1 for Fiscal Year 2025-26 Pursuant to Streets and Highways Code §§\n22500, et seq.\nIt is recommended that the City Council consider:\n1. Opening the public hearing and receiving documentary and testimonial evidence;\n2. Closing the public hearing and adopting a Resolution authorizing the Levy and\nCollection pf Assessments for Fiscal Year 2025-26 for Citywide Maintenance District\nNo. 93-1 pursuant to Streets and Highways Code § 22587; and\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the extension under the California\nEnvironmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the\nregulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). The proposed action is exempt from additional environmental review because\nit establishes, modifies, structures, restructures, and approves rates and charges for\nmeeting operating expenses; purchasing supplies, equipment, and materials; meeting\nfinancial requirements; and obtaining funds for capital projects needed to maintain service\nwithin existing service areas.

10.B. A Resolution adopting the FY 25-26 Capital Improvement Plan\nIt is recommended that the City Council consider:\n1. Opening a public hearing to receive documentary and testimonial evidence;\n2. After closing the public hearing and considering the evidence, adopting a Resolution\nfinding the FY 2025-26 Capital Improvement Plan (“CIP”) conforms with the General\nPlan, authorizing the City Engineer to approve plans and specifications for capital\nimprovement projects, and authorizing the Public Works Director to solicit bids for\ncapital improvement projects identified in the CIP;\n3. Taking such additional, related, action that may be desirable.

Continue the public hearing to consider adoption of an Ordinance amending Title 6 of\nthe Monterey Park Municipal Code in its entirety regarding public health services and\nincorporation of Title 11 of the Los Angeles County Code\nIt is recommended that the City Council consider:\n1. Continuing the public hearing to the July 2, 2025, City Council meeting; and\n2. Taking such additional, related, action that may be desirable.

Continue the public hearing to consider adoption of an Ordinance updating the Fire\nHazard Severity Zones ("FHSZ") pursuant to Government Code section 51178\nIt is recommended that the City Council consider:\n1. Continuing the public hearing to the July 2, 2025, City Council meeting; and\n2. Taking such additional, related, action that may be desirable.

9.B. Authorizing Mayor Pro Tem Yang to attend the Jewish Federation's Trip to Israel on\nJuly 20-27, 2025\nIt is recommended that the City Council consider:\n1. Acknowledging that participation in the Jewish Federation's Trip to Israel is related to\nan important governmental function, and authorizing Mayor Pro Tem Yang to attend;\n2. Taking such additional, related, action that may be desirable.

9.C. Adoption of Fiscal Year 2025-26 Annual Budget\nIt is recommended that the City Council consider:\n1. Adopting by Resolution the City’s and Successor Agency’s Fiscal Year 2025-2026\nAnnual Budget; and\n2. Taking such additional, related, action that may be desirable.

9.D. Amendment to Agreement 2230-AA with City Management Advisors, LLC for\nExecutive Recruitment Services\nIt is recommended that the City Council consider:\n1. Ratifying a Third Amendment with City Management Advisors, LLC in a form\napproved by the City Attorney, to provide executive recruitment services in an\namount of $28,000;\n2. Authorizing the City Manager, or designee, to appropriate $28,000 from the General\nFund into the 2024-2025 Fiscal Year budget; and\n3. Taking such additional, related, action that may be desirable.

Waive further reading and adopt an Ordinance amending the Monterey Park Municipal\nCode ("MPMC") to implement the General Plan concerning mixed use development\nand development standards\nIt is recommended that the City Council consider:\n1. Waiving the second reading and adopting the proposed Ordinance; and\n2. Taking such additional, related, action that may be desirable.

Urban Area Security Initiative - Award of Contract to Richard Beckman, of Beckman\nEducational Consultants, for the Regional Training Group ("RTG") Fire Service\nTraining Officer\nIt is recommended that the City Council consider:\n1. Authorizing the City Manager to execute a one year agreement in the amount of\n$150,000, with the option to extend for an additional two years, with Richard\nBeckman of Beckman Educational Consultants, LLC., in a form approved by the City\nAttorney, to provide training and further develop response readiness of Los Angeles\narea fire agencies for incidents of national significance for an amount not to exceed\n$450,000;\n2. Authorizing the City Manager, or designee, to appropriate $150,000 in grant funding\nto the FY 2025-2026 budget; and\n3. Taking such additional, related, action that may be desirable.

9.G. SB1 Funding - Annual Adoption of Projects\nIt is recommended that the City Council consider:\n1. Adopting a resolution identifying a street maintenance project to be included in the\nFY 2025-26 and budget and funded with Road Maintenance and Rehabilitation Act\n(“RMRA”) funds, in a form approved by the City Attorney; and\n2. Taking such additional, related, action that may be desirable.

9.H. Amendment to various Public Works Agreements for Fiscal Year 2025-26\nIt is recommended that the City Council consider:\n1. Authorizing the City Manager to execute amendments to various Public Works\nagreements for Fiscal Year 2025-26, in a form approved by the City Attorney; and\n2. Taking such additional, related, action that may be desirable.

9.I. Award of Contract to Ferguson Enterprises for Advanced Metering Infrastructure\nProject\nIt is recommended that the City Council consider:\n1. Adopting a Resolution authorizing the City Manager to execute a design/build\nagreement, in a form approved by the City Attorney, with Ferguson Enterprises, LLC\ndba Ferguson Waterworks in the amount of $9,826,029 for the Advanced Metering\nInfrastructure (“AMI”) Project;\n2. Authorizing the Director of Public Works to approve change orders and contingency\nup to $453,149, or 5% of the contract amount, for a total project cost of $9,826,029;\nand\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed project is categorically exempt from the requirements of the California\nEnvironmental Quality Act (CEQA) pursuant to 14 California Code of Regulations § 15301 as\na Class 1 categorical exemption (Existing Facilities). The Project results in minor alterations\nto existing public facilities involving no significant expansion of the existing use. The Project\nis not anticipated to have any significant impacts with regard to traffic, noise, air quality or\nwater quality.
