9.C. Purchase of Laptops and Desktop Computers for the Police Department\nIt is recommended that the City Council consider:\n1. Waiving bidding requirements pursuant to Monterey Park Municipal Code §§\n3.20.050(2)(4) and authorizing the City Manager, or designee, to enter into an\nagreement with Dell Marking LP and Panasonic Connect North America Professional\nServices, LLC, in a form approved by the City Attorney, for desktop and laptop\ncomputers; and\n2. Take such additional, related action that may be desirable.

Consideration and possible action to read by title only, waive further reading, and\nintroduce Ordinance amending Titles 16 and 17 of the Monterey Park Municipal Code\nby adopting the 2025 Edition of the California Building Standards Code and the\nMonterey Park Amendments to the California Building Standards Code; set public\nhearing for December 3, 2025\nIt is recommended that the City Council consider:\n1. Reading by title only, waiving further reading, and introducing the proposed\nOrdinance;\n2. Scheduling a public hearing on December 3, 2025, for the second reading and\nadoption of the Ordinance; and/or\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nPursuant to the California Environmental Quality Act (“CEQA”) and the CEQA Guidelines,\nthe proposed Ordinance affects commercial development or businesses and is not subject to\nfurther review under CEQA for the following reasons: (1) the Ordinance is an action being\ntaken for enhanced environmental protection (14 Cal. Code Regs. § 15308); (2) there is no\npossibility that the ordinance may have a significant effect on the environment (14 Cal. Code\nRegs. § 15061(b)(3)); and (3) it will not result in a direct or reasonably foreseeable indirect\nphysical change in the environment (14 Cal. Code Regs. § 15060(c)(2)).

Authorizing the City Manager to execute the Agreement with the San Gabriel\nBasin Water Quality Authority (WQA), in a form approved by the City Attorney, for the\noperation of the South El Monte Operable Unit (SEMOU) Treatment Facility;\n2. Taking such additional, related, action that may be desirable.
