11. City Council: Staff recommends that the City Council authorize staff and 24-430\nJilk Heavy Construction, Inc. (“JILK”) to continue work with\nrespect to emergency demolition related to the\nhammerhead portion of the Oceanside Pier, including the\nremoval of the existing restaurant and food kiosk, and\ncontinue the City Engineer’s authorization to approve\nChange Orders up to a total of $135,000.\nGENERAL ITEMS\nGeneral Items are normally heard after any 6:00 p.m. Public Hearing Items. However, if time permits, some\nGeneral Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar.\nOrdinances may be introduced at this time. The City Council/HDB/CDC/OPFA has adopted a policy that it is\nsufficient to read the title of ordinances at the time of introduction and adoption, and that full reading of\nordinances may be waived. City Council: Staff recommends that the City Council take the following 24-397\nactions related to RE:BEACH Oceanside Pilot Project\nSiting:\n1) Receive information about the multi-criteria siting\nanalysis and associated public outreach, and concur with\nstaff’s recommendation to select Segment 1, along and\nseaward of The Strand between Tyson Street Park and\nWisconsin Avenue, as the RE:BEACH pilot project location.\n2) Authorize staff to proceed with final design, engineering\nand environmental compliance tasks, with the Phase 2\nSand Nourishment and Retention Pilot Project sited in\nSegment 1.\nA) Report by Jayme Timberlake, Coastal Zone Administrator\nB) Discussion\nC) Recommendation – Select Segment 1 and authorize staff to proceed with\nfinal design and permitting\n6:00 P.M.\nPUBLIC HEARING ITEMS\nPublic hearing items are “time-certain” and are heard beginning at 6:00 p.m. Due to the time-certain\nrequirement, other items may be taken out of order on the agenda to accommodate the 6:00 p.m. public\nhearing schedule.\nNone.\nPUBLIC COMMUNICATIONS ON OFF-AGENDA ITEMS\nNo action will be taken by the City Council/HDB/CDC/OPFA on matters in this category unless it is\ndetermined that an emergency exists or that there is a need to take action that became known subsequent to\nthe posting of the agenda. City Council: Staff recommends that the City Council approve 24-396\nAmendment 1 to the Professional Services Agreement with\nTownsend Public Affairs for a two-year term, in the annual\namount of $66,000 for a total of not to exceed amount of\n$132,000, to provide California government relations and\nlobbying services; and authorize the City Manager to\nexecute the amendment.

City Council/ Staff recommends that the City Council and the Harbor 24-407\nHDB: District Board of Directors approve Amendment 1 to the\nProfessional Services Agreement (PSA) with Richard Brady\nand Associates, in the amount of $315,900 for a revised\ncontract price of $365,900, to provide a Design and Bid\npackage for remote utility metering system implementation\nat the Oceanside Harbor; appropriate $315,900 from\nHarbor Unrestricted Fund Balance; and authorize the\nAdministrative Officer to execute the amendment upon\nreceipt of all supporting documents.

City Council: Staff recommends that the City Council approve 24-293\nAmendment 4 to Lease Agreement with SR9 1935 Avenida\nDel Oro, LLC to lease of a portion of the building consisting\nof approximately 4,999 square feet, located at 1935\nAvenida Del Oro, extending the term for five-years, for Fire\nStation No. 8, for a total cost of $280,638; and authorize\nthe City Manager to execute the amendment upon receipt\nof all supporting documents.

City Council: Staff recommends that the City Council accept and 24-410\nappropriate $100,000 in grant funds from the County of\nSan Diego Neighborhood Reinvestment Program (NRP) for\nFire Department equipment; authorize the City Manager, or\ndesignee, to execute all related grant documents;\nappropriate funds in the amount of $36,877 from the\nRestricted Fleet Replacement Account to the Fire Fleet\nReplacement Account; and, authorize the Financial\nServices Director, or designee, to execute the associated\npurchase order in the amount of $136,877 to Western\nExtrication Specialists, Inc.
