City Council: Staff and the Police and Fire Commission recommend that 24-418\nthe City Council accept and appropriate an additional\n$251,778 in grant funds from the California Enhancing Law\nEnforcement Activities Subaccount (ELEAS) awarded to\nthe City for the Citizen’s Option for Public Safety (COPS)\n2023 Grant Program; approve amendment 1 to Precision\nSurvey Supply, LLC for Leica RTC360 Laser Scanner for\n$12,000 for a total not to exceed amount of $130,029; and\nauthorize the City Manager, or designee, to execute all\ngrant documents and purchase order.

(“JILK”) to continue work with\nrespect to emergency demolition related to the\nhammerhead portion of the Oceanside Pier, including the\nremoval of the existing restaurant and food kiosk, and\ncontinue the City Engineer’s authorization to approve\nChange Orders up to a total of $135,000.\nGENERAL ITEMS\nGeneral Items are normally heard after any 6:00 p.m. Public Hearing Items. However, if time permits, some\nGeneral Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar.\nOrdinances may be introduced at this time. (GSE), in the amount of $195,621, for a\ntotal contract amount of $2,749,439; approve Amendment\n1 to the Professional Services Agreement with MKN &\nAssociates (MKN), in the amount of $93,483, for a total\ncontract amount of $871,403, to provide additional funding\nfor the completion of the Pilgrim Creek Sewer Lift Station\nImprovements Project; approve a budget change in the\namount of $65,000; authorize the City Engineer to execute\nthe Change Order upon receipt of all supporting\ndocuments; and authorize the City Manager, or designee,\nto execute the amendment.

City Council: Staff and the Police and Fire Commission recommend that 24-426\nthe City Council approve a two-year agreement with the\noption for the City to grant a one-year extension for law\nenforcement services with Frontwave Management, Inc.;\naccept funds from Frontwave Management, Inc.;\nappropriate the funds to the Police Department for the\nannual maximum amount of $350,000; and authorize the\nCity Manager, or designee, to execute the agreement.
