10. APPROVE PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL MATERIAL TESTING AND\nGEOTECHNICAL ENGINEERING SERVICES\nThat the City Council take the following actions:\nA. Approve and authorize the City Manager or his designee to execute Amendment No. 3 to\nthe Professional Services Agreement (on file in the Records Management Department)\nwith Kleinfelder, Inc., of Ontario, California, in the amount of $400,000 for a total amount\nof $466,554 for On-call Geotechnical and Material Testing Services.\nB. Approve and authorize the City Manager or his designee to execute the following three-\nyear Professional Services Agreements (on file in the Records Management Department)\nfor On-call Geotechnical and Material Testing Services for a total compensation amount\nof $650,000:\n1. RMA Group, Inc., of Rancho Cucamonga, California, for a total contract amount\nnot-to-exceed $200,000;\n2. Ninyo & Moore Geotechnical & Environmental Sciences Consultants, Inc., of Irvine,\nCalifornia, for a total contract amount not-to-exceed $150,000;\n3. Smith-Emery Laboratories, Inc., of Anaheim, California, for a total contract amount\nnot-to-exceed $150,000; and\n4. Twining, Inc., of Riverside, California, for a total contract amount not-to-exceed\n$150,000.\nC. Authorize the City Manager or his designee to extend the agreements for up to two\nadditional consecutive one-year periods.

AN AMENDMENT FOR ADDITIONAL CONSTRUCTION MANAGEMENT AND INSPECTION\nSERVICES FOR THE EQUIPPING WELL NO. 43 PROJECT\nThat the City Council approve and authorize the City Manager, or designee to execute\nAmendment No. 5 to the Professional Services Agreement (on file in the Records Management\nDepartment) with AKM Consulting Engineers Inc. of Irvine, California, for a total not-to-exceed\namount of $58,224 for construction management and inspection services, and a term from\nSeptember 17, 2019, to October 2, 2024.

12. AUTHORIZE THE PURCHASE OF FLEET VEHICLES\nA. Authorize the cooperative purchase and delivery of four BMW Police Motorcycles in the\namount of $144,131 from Long Beach BMW Motorcycles of Long Beach, California,\nconsistent with the terms and conditions of the Los Angeles County Sheriff Contract PO-\nSH-22009476-1, Bid RFB-IS-22201046-1;\nB. Authorize a 20% contingency of $28,826 to mitigate any unforeseen issues with supply\nchain surcharges and manufactures price increases, for a total amount not-to-exceed\n$172,957 for four BMW Police Motorcycles;\nC. Authorize the cooperative purchase and delivery of the following vehicles from National\nAuto Fleet Group of Watsonville, California, consistent with the terms and conditions of\nthe Sourcewell Cooperative Contract No. 091521-NAF for a total amount not-to exceed\n$228,648:\n1. One Ford Expedition for the Police Department in the amount of $54,956 plus a\n20% contingency of $10,991 for a total amount not-to-exceed $65,947;\n2. One Ford F150 for the Integrated Waste Department in the amount of $46,472\nplus a 20% contingency of $9,294 for a total amount not-to-exceed $55,766; and\n3. One Ford F350 Utility for the Parks & Maintenance Department in the amount of\n$89,112 plus a 20% contingency of $17,823 for a total amount not-to-exceed\n$106,935.

ONE-YEAR ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG"),\nHOME INVESTMENT PARTNERSHIPS ("HOME"), AND EMERGENCY SOLUTIONS GRANT\n("ESG") PROGRAMS FOR FISCAL YEAR 2023-24\nThat the City Council:\nA. Approve the One-Year Action Plan for Fiscal Year 2023-24 for the Community\nDevelopment Block Grant ("CDBG"), HOME Investment Partnerships ("HOME"), and\nEmergency Solutions Grant ("ESG") Programs (on file in the Records Management\nDepartment);\nB. Direct staff to prepare and transmit the final documents to U.S. Department of Housing\nand Urban Development ("HUD"); and\nC. Authorize the City Manager, or his designee, to take all actions necessary or desirable to\nimplement the One-Year Action Plan for Fiscal Year 2023-24 and Subrecipient\nAgreements.

Webb Associates of Riverside, California, for a total not-to-exceed amount of\n$50,000 for Fiscal Year 2023-24, a total not-to-exceed amount of $50,000 for Fiscal Year\n2024-25, and a term from June 16, 2020, to June 16, 2025, for on-call as needed services\nin preparing Water Supply Assessments (WSA’s) and Written Verifications (WV's).\nB.
