Professional Services Agreement for Document Scanning Services\nThe volume of hard -copy records currently stored at City Hall from the City' s\nBuilding and Safety Division, Finance Department, and Human Resources Division\nis reaching maximum capacity. The City does not have the resources, including\nstaffing or necessary equipment to support the time commitment needed to image,\nindex, and quality control the voluminous amount of storage files. As a result,\ndigitizing these records is needed. The scanning of these physical documents into the\nCity' s electronic management system will uphold the City' s values of transparency\nand accessibility, all while maintaining the City' s archive of records for the future.\nRecommendation: That the City Council authorize the City Manager to execute a\nProfessional Services Agreement ( including extensions) with Complete Paperless\nSolutions to assist with document scanning services not -to -exceed $ 132, 420, plus up\nto a 10% percent contingency.

Subscription Renewal with Granicus, Inc., for Live Web Streaming, Archival Video\nand Agenda Management Services\nThe City currently utilizes the Granicus software for live web streaming, agenda\nmanagement, and archiving of public meetings. The current Granicus, Inc.\nsubscription will expire on June 30, 2024. Under the Master Subscription Agreement,\nthe services will automatically be renewed at the end of each term for an extended\nterm of one ( 1) year. The annual subscription total service cost is $ 38, 367. 77 for\nFiscal Year ( FY) 2024- 2025, which requires City Council approval.\nRecommendation: That the City Council authorize the annual subscription renewal\nand payment of $38, 367. 77 for FY 24- 25 for live web streaming, archival video\nservices, and agenda management with Granicus, Inc.\n4\nSpecial & Regular Joint Meeting Agenda May 14, 2024

D. Adoption of Resolution No. 2024- 21 Amending Sick Leave Benefits for Part -Time\nEmployees Effective January 1, 2024 Per California Law Senate Bill 616\nThe Governor signed Senate Bill (SB) 616 on October 4, 2023, changing the Healthy\nWorkplaces, Healthy Families Act of 2014. This change increases the maximum days\nthat workers may carry over from one year to the next and increases the number of\npaid sick days to which they are entitled to use in a 12 -month period. Part- time\nemployees will now be able to use up to forty hours of sick leave within a calendar\nyear, while they still accrue one ( 1) hour for every thirty hours worked. Part- time\nemployees will also be able to accrue and carry over up to eighty hours of sick leave\nfrom one calendar year of employment to the next. This does not apply to employees\nwho are covered by a valid collective bargaining agreement ( CBA) or a benefit\nresolution that meets or exceeds the minimum requirements under AB 1522.\nSick leave benefits for full- time employees remain unchanged.\nRecommendation: That the City Council approve and adopt Resolution No. 2024- 21,\nentitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF ROSEMEAD, CALIFORNIA, AMENDING SICK\nLEAVE BENEFITS FOR PART- TIME EMPLOYEES\nEFFECTIVE JANUARY 1, 2024 PER CALIFORNIA LAW\nSB 616

A. Approval of Seventh Amendment to City Clerk Employment Agreement and\nApproval and Adoption of Salary Schedule Resolution No. 2024- 20\nThe City and the City Clerk entered into an Employment Agreement (" Agreement")\non April 10, 2018. Section 3 of the Agreement permits the City Council to conduct\nperformance evaluations and grant increases in salary. Pursuant to Section 3( A)(2) of\nthe Agreement, the City Council conducted the City Clerk' s performance evaluation\non April 23, 2024. The City Clerk received a " substantially exceeds expectations"\nreview with a five rating. As the City Clerk is subject to the same benefits as the\nExecutive Management Group, a substantially exceeds expectations review entitles\nthe City Clerk to a 7%- 9% salary increase in this case the increase being proposed is\n9%, bringing the City Clerk' s total annual base salary from $ 133, 286 to $ 145, 282.\nIn addition, a 3% Cost of Living Adjustment ( COLA) adjustment is scheduled for all\nCity employees effective July 1, 2024, which would bring the salary to $ 149, 641.\nIn order for the increase in the performance evaluation and COLA to apply to the\nCity Clerk, the City Council must approve an amendment to her contract.\nSpecial & Regular Joint Meeting Agenda May 14, 2024\nRecommendation: That the City Council take the following actions:\n1. Approve the granting of a 9% salary merit increase for a " substantially exceeds\nexpectations" performance evaluation effective April 23, 2024, and a 3% COLA\nincrease effective July 1, 2024, and authorize the Mayor to execute the Seventh\nAmendment on behalf of the City Council to reflect the increase.\n2. Approve and adopt Resolution No. 2024- 20, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF ROSEMEAD, CALIFORNIA, AMENDING THE\nCOMPREHENSIVE SALARY SCHEDULE TO MEET THE\nCALIFORNIA CODE OF REGULATIONS TITLE 2,\nSECTION 570. 5 AND 571 TO REFLECT APPROVED RATES\nFROM MAY 14, 2024 THROUGH JUNE 30, 2025

Discussion of Compensation for Commissioners and for other Appointed\nMembers of Committees or Subcommittees for Committee and Subcommittee\nMeeting Attendance\nDuring a Council meeting in January 2024, Mayor Ly made a request for an item to\nbe brought to the Council for discussion regarding Commissioner compensation for\nattending special meetings and/ or attending Committee or Subcommittee meetings.\nRecommendation: That the City Council discuss and provide direction on the\nfollowing options:\n1. Direct staff to maintain the existing practices, which is not compensating\nmembers of a Committee or Subcommittee; or\n2. Direct staff to prepare resolutions for Council consideration at an upcoming\nmeeting relating to Committees and/ or Subcommittees, appointing members of\nCommittees and Subcommittees, as well as setting compensation for members\nindividuals who are not Council members) of a Committee or Subcommittee and\nother relates action as Council set appropriate.
