Acceptance of Annual Audit Reports for the Fiscal Year Ended June 30, 2024\nThe certified public accounting firm of Lance, Soll & Lunghard, LLP ( LSL) was\nengaged by the City Council to perform an audit of the financial statements and\nperform compliance testing of the City of Rosemead of the fiscal year ended June 30,\n2024. LSL conducted the audit in accordance with generally accepted auditing\nstandards and issued an unmodified ( clean) audit opinion on the financial statements.\nThis report provides a summary of the audit report to be used as a companion to the\npublished Annual Comprehensive Financial Report. Also included in the audit are\nRosemead Housing Development Corporation and\nCity Council Regular Meeting Agenda February 11, 2025\nthe Rosemead Housing Development Corporation Financial and Compliance Report,\nand other documents related to the financial audit.\nRecommendation: That the City Council receive and file the City of Rosemead\nAnnual Comprehensive Financial Report, the Rosemead Housing Development\nCorporation, Annual Financial Statements, and other related audit reports for fiscal\nyear ended June 30, 2024.

G. Del Mar and Glendon Way Community Garden Services — Award of Contract\nThe City seeks to contract with CultivaLA, Inc. to provide garden support services\nfor the Del Mar Community Garden and the Glendon Way Community Garden.\nCultivaLA, Inc. offers a variety of programs designed to enrich the lives of local\nresidents and enhance the experience of Community Garden users. This agreement\naims to support the ongoing development and educational programming at the Del\nMar Community Garden and Glendon Way Community Garden.\nRecommendation: That the City Council approve the proposed agreement with\nCultivaLA, Inc. and authorize the City Manager to execute the contract on behalf of\nthe City.

A. Los Angeles County Sheriff Update on Proposition 36 and New District Attorney\nGoals\nIn the November 5, 2024, General Election, California voters approved Proposition\n36, which authorizes felony charges and longer sentences for certain drug and theft\noffenses. Additionally, voters elected a new Los Angeles County District Attorney.\nThe Los Angeles County Sheriff, Temple Station Captain, and Rosemead Chief of\nPolice will provide an update on the passage of Proposition 36 and outline the goals\nof the newly elected District Attorney.\nRecommendation: That the City Council discuss and provide direction if necessary.
