A.\nPublic Hearing to Receive Comments on the Program Year 2026-2027\nAction Plan for the Community Development Block Grant and Home\nInvestment Partnerships Programs The U.S. Department of Housing and\nUrban Development (HUD) provides Community Development Block Grant\n(CDBG) and HOME Investment Partnerships (HOME) funds to the City of\nRosemead for the purpose of developing viable urban communities by\nproviding decent housing, suitable living environments, and by expanding\neconomic opportunities, specifically for low- and moderate-income\npeople. For Program Year (PY) 2026-2027, the City will receive\napproximately $542,776 in CDBG funds and $230,551.14 in HOME funds\nfrom HUD. As a recipient of CDBG funds, the City has also previously\nreceived Community Development Block Grant Coronavirus (CDBG- CV)\nfunds with a current balance of approximately $200,000. The purpose of\nthis public hearing is to inform residents about the CDBG and HOME\nprograms and to solicit public input regarding community needs and\npriorities prior to final funding decisions.\nRecommendation: That the City Council conduct a public hearing to receive\ncitizen input on community needs and priorities prior to final CDBG and HOME\nfunding decisions for the PY 2026-2027 Action Plan.\nStaff Report\nPresentation

C.\nAmendment No. 3 to the Professional Services Agreement for Psomas -\nGeneral Plan and Zoning Code Updates The City retained Psomas in 2023\nto analyze and update the City’s existing General Plan and Zoning Code\nand to prepare a Subsequent Environmental Impact Report in order to be\nconsistent with the vision and goals of the 2021-2029 Housing Element,\nthe California Environmental Quality Act, and California State law as of\nJanuary 1, 2024. To date, the professional services agreement with\nPsomas has been amended twice. Staff is requesting that the agreement\nbe amended a third time based on recommendations by the Commercial\nTask Force Subcommittee meeting to provide a seamless transition from\nthe Garvey Avenue Specific Plan to Mixed-Use Overlay zones along\nGarvey Avenue and to expand overall housing capacity to not only\ncomply with but to surpass the City’s Regional Housing Needs\nAssessment obligations.\nRecommendation: That the City Council authorize the City Manager to\nexecute Amendment No. 3 to the fully Executed Professional Services\nAgreement contract with Psomas, amending the cost, scope of services, and\nterm of the previously executed contract (including the six-month extension).\nStaff Report

D.\nAward of Contract to Schoeppner Shows Carnival for Services at the\nAnnual July 4th Event The Parks and Recreation Department is seeking\nthe City Council to approve a contract with Schoeppner Shows Carnival.\nThe contract is to provide carnival rides, games, and services for the\nAnnual July 4th Event at Rosemead Park. As part of the Proposed Fiscal\nYear 2026-27 budget, $130,000 has been requested for the July 4th Event.\nRecommendation: That the City Council authorize the City Manager to\napprove an agreement with Schoeppner Shows Carnival in amount not-to-\nexceed $52,000, from account number 101-4040-5710.\nStaff Report

These ordinances amend the Rosemead Municipal\nCode by updating Chapter 17.54, which governs wireless\ntelecommunication facilities, and adding Chapter 12.54, addressing such\nfacilities in public rights-of-way. B.\nDiscussion to Consider the City in Becoming a Member of the\nIndependent Cities Association Council Member Steven Ly would like to\ndiscuss the possibility of the City of Rosemead becoming a member of\nthe Independent Cities Association, a regional organization of nearly 40\nSouthern California cities that addresses shared issues such as public\nsafety, education, infrastructure, and intergovernmental collaboration.\nIndependent Cities Association hosts two annual seminars that bring\ntogether city council members, officials, and business partners to\ncollaborate, network, and exchange knowledge: a Winter Seminar in\nFebruary focused on public safety, and a Summer Seminar in July that\nexplores current and emerging issues.\nRecommendation: That the City Council discuss and provide direction to staff.\nStaff Report
