Approve Mayor's list of City Council Liaisons to the City's Commissions and the appointments to the Regional Group Appointments; and

CONSIDERATION TO ACCEPT PROJECT COMPLETION, AUTHORIZE FILING OF THE NOTICE OF COMPLETION FOR THE FISCAL YEAR 2020-2024 SIDEWALK AND ADA RAMP (CDBG) PROJECT ÎÎ. 2020-03 (002003), APPROVE AN AMENDMENT TO THE CONTRACT IN THE AMOUNT OF $2,331.49, ÎND AUTHORIZE RELEASE OF THE RETENTION PAYMENT TO CT&T CONCRETE, INC. IN THE AMOUNT OF $26,366.57\nRecommendation\nIt is recommended that the City Council:\n1. Accept the Fiscal Year (FY) 2020-2024 Sidewalk and ADA Ramp (CDBG) Project No. 2020-03 (002003) (Project) as complete; and\n2. Authorize the recordation of the Notice of Completion (NOC) with the Los Angeles County Registrar-Recorder County Clerk; and\n3. Authorize the City Manager to amend the contract to not-to-exceed amount from $525,000 to 527,331.49; and\n4. Authorize release of retention payment to CT&T Concrete, Inc. (Contractor) in the amount of $26,366.57.

CONSIDERATION TO ADOPT RESOLUTION NO. 7801 APPROVING AN APPROPRIATION IN THE AMOUNT OF $44,000 TO THE CITY'S GRANT FUND FUND 244, AND TO AUTHORIZE THE CITY MANAGER TO EXECUTE A PURCHASE ORDER WITH AT&T FOR MAINTENANCE SERVICES OF THE 9-1-1 EMERGENCY PHONE SYSTEM\nRecommendation\nIt is recommended that the City Council:\n1. Adopt Resolution No. 7801 (Attachment 1) amending the Fiscal Year 2025-2026 Budget to appropriate $44,000.00 to the City's Grant Fund Fund 244, expense account number 244-4010-0003-8170-000 and revenue account number 244-0000-0000-5071-023 respectively.\n2. Authorize the City Manager to execute a Purchase Order in the amount of $43,973.77 to pay for the two-year maintenance term of AT&T's 9-1-1 basic turn-key system from 03/28/2024 â 03/27/2026.

PUBLIC HEARING TO RECEIVE OBJECTIONS OR PROTESTS TO THE VEGETATION MANAGEMENT PROGRAM REGARDING THE ABATEMENT OF WEEDS, BRUSH, RUBBISH AND REFUSE UPON OR IN FRONT OF SPECIFIED PROPERTY IN THE CITY AND AUTHORIZING BY MINUTE ORDER THE ABATEMENT OF HAZARDOUS VEGETATION\nRecommendation\nIt is recommended that the City Council, after holding a Public Hearing and receiving public testimony and hearing any objections or protests to the procedures for abating brush and native vegetation fire hazards identified in Resolution No. 7978, adopt by motion an order directing the abatement of hazardous vegetation.\nACTION/DISCUSSION

PRESENTATION AND DISCUSSION REGARDING THE FLOCK SAFETY AUTOMATIC LICENSE PLATE READER (ALPR) SYSTEM PROGRAM; UPDATE REGARDING THE CITY'S CONTRACT WITH FLOCK; AND DIRECTION REGARDING THE CONTINUATION OF THE ALPR PROGRAM\nRecommendation\nIt is recommended that the City Council review and discuss this informational report and presentation regarding the Flock Safety ALPR system and the proposed revised contract with Flock Safety ("Flock") and provide direction regarding next steps in relation to the ALPR program in South Pasadena.

CONSIDERATION OF A REQUEST FOR THE WAIVER OF A SPECIAL EVENT FEE ASSOCIATED WITH THE ANNUAL PARTI GRAS EVENT\nRecommendation\nIt is recommended that the City Council consider approving a waiver of the Special Event Fee in the amount of $5,000 for the use of the Arroyo Seco Golf Course for the South Pasadena Educational Foundation's Annual Parti Gras event.

Reclassification of the Community Services Coordinator to Senior Management Analyst\n2. Retitling the Police Assistant I to Police Dispatcher\n3. Retitling the Police Assistant II to Police Services Assistant\n4. Establishment of a new job specification and salary range for the Crime Analyst classification\n5. Reclassification of the Police Assistant (Police Dispatcher) to Crime Analyst\n6. Adopt Resolution No. 7979 establishing the job specification for the Crime Analyst and salary range, reclassification of two (2) positions, as well as the retitling of existing job specifications.
