Join the California Community Housing Agency (CalCHA) Middle­Income Rental\nHousing Program (All Wards) Pg. 99\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California,\nadopt Resolution No. 2025­323:\n1.\nAuthorizing the City to become a member of the California Community Housing\nAgency (CalCHA); and\n2.\nApproving and authorizing the City Manager to enter into a Joint Exercise of\nPowers Agreement relating to the Agency and one or more Public Benefit\nAgreements with the Agency; and\n3.\nApproving the Agency’s issuance of Revenue Bonds for the new construction of\nessential middle­income housing projects within City limits.

Resolutions Updating the Bank and Investment Account Signature Authority (All\nWards) Pg. 194\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California,\nand the Mayor and City Council of the City of San Bernardino, California acting in its\ncapacity as the Successor Agency to the former Redevelopment Agency of the City of San\nBernardino, adopt the attached Resolutions updating the City’s and Successor Agency’s\nbank and investment account signature authority.

Authorize a Vendor Services Agreement with DM & G Construction and Engineering\nServices Inc. for Installation of Guardrails in the amount of $193,560 (All Wards)\nPg. 227\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California:\n1. Authorize the City Manager to execute a Vendor Services Agreement with\nDM & G Construction and Engineering Services Inc. for the installation of\nguardrails; and\n2. Authorize the Director of Finance and Management Services to issue a\npurchase order not to exceed the amount of $193,560 for FY 25/26; and\n3. Authorize the Director of Finance and Management Services to issue a\npurchase order not to exceed the amount of $100,000 for FY 26/27 and\n$100,000 for FY 27/28.

Authorize a Cooperative Agreement with the City of Colton for Traffic Signal Design\nand Construction for Hunts Lane Harwick Drive in the amount of $385,000 (Ward 3)\nPg. 248\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino California\nadopt Resolution 2025­321 authorizing the City Manager to execute Cooperative Agreement\nwith the City of Colton for traffic signal design and construction for Hunts Lane and Harwick\nDrive.

Accept Highway Safety Improvement Program (HSIP) Cycle 12 Grant – E Street\nMedian in the amount of $3,152,700 (Ward 1 & 3) Pg. 271\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California adopt\nResolution No. 2025­322:\n1. Approving the Acceptance of the Highway Safety Improvement Program\n(HSIP) Cycle 12 Grant in the amount of $3,152,700; and\n2. Authorizing the City Manager or designee to approve grant matching funds in\nthe amount of $100,300 from the Traffic Safety Fund; and\n3. Designating the City Manager, or designee, as a responsible agency official\nauthorized to sign project agreements and certifications for the preparation of\nthe HSIP Cycle 12 Project; and\n4. Authorizing the Director of Finance and Management Services to amend the\nFY 2025/26 CIP budget with an additional $100,300 from the Traffic Safety\nFund to bring the total project budget to $3,503,000; and\n5. Authorizing the Director of Finance and Management Services to amend the\nFY 2025/26 CIP budget with an additional $3,503,000 in HSIP Cycle 12 grant\nfunding.

Approve the Annual Renewal of the City’s Risk Management Insurance Policies in\nthe amount of $3,337,089 for FY 2025/26 (All Wards) Pg. 282\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California:\n1. Approve the annual renewal of the City’s excess general liability insurance, excess\nworkers’ compensation insurance, crime insurance and cyber insurance; and\n2.
