Authorizing the City Manager to approve a 2025/2026 Budget Amendment #1 for\nthe Older Californians Nutrition Program grant through the Department\nof Aging and Adult Services – Public Guardian (DAAS-PG); and\n2. Authorizing the City Manager to accept the amended 2025/2026\nCongregate Meal Program Grant Budget in the amount of an additional\n$9,000 (Total Award of $351,000 from $342,000); and\n3. Authorizing the City Manager or their designee to conduct all negotiations,\nsigning and submitting necessary documents to receive grant budget awards;\n4. Amendment No. 2 to the HOME Investment Partnership Agreement between the City\nof San Bernardino and Neighborhood Partnership Housing Services (All Wards)\nRecommendation: Pg. 270\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California:\n1. Authorize the City Manager to execute Amendment No. 2 to HOME\nInvestment Partnership Agreement Owner Occupied Rehabilitation Program\n(OORP) Subrecipient Agreement between the City and Neighborhood\nPartnership Housing Services, Inc. for $1,184,879 and extend the\nagreement term through December 31, 2026; and\n2. Approve Resolution 2026-020, authorizing the Director of Finance and\nManagement Services to amend the Fiscal Year 2025/2026 operating and capital\nbudget by $1,238,169.45, by allocating $1,184,879 for Professional contractual\nservices, and $53,290.45 for the City of San Bernardino administration; and\n3. Authorize the City Manager, or their designees, to take any further actions and\nexecute any further agreements or documents as necessary, including minor and\nsubstantive changes, after review by the City Attorney, as necessary, to\neffectuate the implementation of the Owner-Occupied Rehabilitation Program.

Consideration of Joint Powers Agreement (JPA) Participation in the San Bernardino\nRegional Housing Trust (SBRHT) (All Wards) Pg. 486\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California:\n1. Authorize the City to join the San Bernardino Regional Housing Trust; and\n2. Adopt Resolution No. 2026-021 approving participation in the Joint Powers\nAuthority (JPA) for the establishment of the San Bernardino Regional Housing\nTrust and authorizing the City Manager, or designee, to execute the Joint Exercise\nof Powers Agreement and any related documents necessary to effectuate the\nCity’s participation; and\n3. Appoint a representative to serve as the City’s Director on the San\nBernardino Regional Housing Trust Board of Directors and designate an\nAlternate representative to serve in the Director’s absence. The City may\nappoint the Mayor or a member of the City Council; and\n4. Authorize the City Manager, subject to review by the City Attorney, to make or\nagree to any modifications to the Joint Powers Agreement that are in furtherance\nof the overall goal of resolution approved herein and the intent of the agreement\nwithout creating any additional financial obligations or liability for the City.
