Award a Professional Services Contract to Kimley-Horn and Associates, Inc. (Contract No.\n2470) for design services such as High-Intensity Activated Crosswalks at Glenoaks Boulevard\nand Fifth Street crossings, irrigation, landscaping, fence upgrades, pedestrian lights,\nbenches, and park and bikeway monuments for the Pacoima Wash Connectivity Project, in\nan amount not-to-exceed $349,440; and\nb. Authorize the City Manager, or designee, to make non-substantive changes and execute\ncontract and all related documents.

16) DISCUSSION AND CONSIDERATION REGARDING HUMAN TRAFFICKING AWARENESS AND\nPREVENTION EVENT FOR THE CITY OF SAN FERNANDO\nThis item was agendized by Vice Mayor Victoria Garcia.\nCity Council discussion and consideration to approve a co-sponsorship of a human trafficking\nawareness and prevention presentation on January 29, 2026, with a possible follow-up date,\nfor our community, including an emphasis on how to protect children, especially with online\nsafety, that will be hosted by ZOE International. This co-sponsorship would allow us to use\nCouncil Chambers for the presentation, allow our Police Department to participate more\nrobustly, and allow the City to promote the event.

Adopt Resolution No. 8425 accepting a conditional award of $5,000,000 in CalHome grant\nfunds from the California Department of Housing and Community Development under the\n2024 Homeownership Super Notice of Funding Availability, CalHome Program, Round 2;\nand\nb. Authorize the City Manager, or designee, to execute the Standard Agreement and any\nsubsequent amendments or modifications thereto, as well as any other documents\nrequired by HCD for participation in the CalHome Program.
