APPROVAL OF FISCAL YEAR 2025-2026 FIRE DEPARTMENT SUPPLIES AND\nEQUIPMENT OPEN PURCHASE ORDERS OF UP-TO-DATE BUDGETED\nAMOUNTS OF $88,000 AND $65,000\nThe San Gabriel Fire Department, during daily operations, maintains a supply\nof expendable items and durable equipment to fulfil its mission. Open purchase\norders, renewed each Fiscal Year (FY) are used to keep the Department stocked\nwith personal protective equipment, paramedic, and firefighting supplies,\ndelivered on an as-needed basis. Vendors, reviewed regularly, are selected\nthrough competitive bid, piggyback and cooperative purchasing agreements.\nParamedic and Firefighting equipment and supplies are budgeted for FY 20242025 as line items in the amount of $88,000 (EMS Supplies) and $65,000 (PPE).\nAllocation for these purchases is made from the Fire Department 121-761-0021-000 account and are fully funded in the adopted budget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Authorize the City Manager or designee to issue an open purchase order of\nup to the budgeted amount of $84,210 for Life Assist, Inc.\n2. Authorize the City Manager or designee to issue an open purchase order of\nup to the budgeted amount of $65,000 to Municipal Emergency Services.

A. AMENDMENT TO CITY FEE SCHEDULE TO UPDATE DUMPLING AND BEER\nFESTIVAL FEES\nThe City of San Gabriel has hosted the Dumpling and Beer Festival since 2015,\none of its signature community events that celebrates local cuisine and culture\nwhile attracting thousands of attendees from across the San Gabriel Valley and\nbeyond. The festival features food vendors, a craft beer garden, entertainment,\nand family-friendly activities, with a strong positive impact on local tourism and\neconomic activity. Staff recommends updating the City’s fee schedule to reflect\ncurrent vendor participation and beer garden admission fees based on regional\nmarket comparisons, event-related cost increases, and a new ticketing option\nfor designated drivers. The costs of the event will be offset by the revenue\ngenerated from the beer garden tickets and the food vendor participation fee.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council amend the City’s adopted Fee Schedule\nto include the updated vendor participation fees and beer garden admission\nfees for the Dumpling and Beer Festival to the recommended amounts.

A. DUMPLING AND BEER FESTIVAL: 2024 RECAP, ANNIVERSARY HIGHLIGHT,\nHIRING AN EVENT OPERATOR AND PARTNERING WITH A NON-PROFIT\nThe Dumpling and Beer Festival was introduced in 2015 to showcase the\nculinary aspect of the City and attract tourism to the Mission District. Over the\nyears, the festival has grown into a community event that celebrates diversity\nand culture through popular food and drink. Each year, the event attracts\naround 5,000-7,000 visitors, and this number continues to grow. This report\nprovides a summary of the planning efforts that contribute to the festival’s\nyearly success, presents the rebrand for the 10th Anniversary, and provides an\nopportunity to discuss the possibility of hiring an even operator, and partnering\nwith a non-profit organization for the event.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive the report on the recap and\nfuture festivals, approve the Agreement with Asian Youth Center for the 2025\nDumpling and Beer Festival, and authorize the City Manager or their designee\nto execute said agreement.
