1. CONSIDERATION OF AN APPEAL OF THE PLANNING COMMISSION’S\nDECISION TO DENY DESIGN REVIEW CASE NO. DR 22-26 AT 535\nOLD MILL ROAD TO THE DEMOLISH AN EXISTING 1,751 SQUARE-\nFOOT RESIDENCE AND CONSTRUCT A NEW TWO-STORY 2,690\nSQUARE-FOOT RESIDENCE WITH A DETACHED TWO-CAR GARAGE\n(CHAN)\nRecommendation: Based on the information submitted to the record, staff\nrecommends that the City Council: (1) determine that based on the whole of the\nadministrative record, that the proposed addition is exempt from CEQA pursuant to\nState CEQA Guidelines, Article 19, Section 15301, Class 1 & Class 3, and that there is\nno substantial evidence demonstrating an exception to the categorical exemption\npursuant to CEQA Guidelines Section 15300.2 applies; (2) find that the proposed\nproject meets the required findings; and (3) approve the project. If the City Council\nconcurs with staff’s recommendation, an appropriate motion would be:\n“I move to adopt City Council Resolution No. R-26-21 approving the project as\npresented and find that the proposed project meets the required findings and\ndetermine that based on the whole of the administrative record, that the proposed\naddition is exempt from CEQA pursuant to State CEQA Guidelines, Article 19, Section\n15301, Class 1 & Class 3, and that there is no substantial evidence demonstrating an\nexception to the categorical exemption pursuant to CEQA Guidelines Section 15300.2\napplies.”\nIf the City Council affirms the adoption of Planning Commission Resolution No. PCR\n26-17, the appropriate motion would be:\n“I move to adopt City Council Resolution No. R-26-21 affirming the adoption of\nPlanning Commission Resolution No. PCR 26-17 to deny Design Review Case Number\nDR-22-26 at 535 Old Mill Road to demolish an existing 1,751 sq ft single-family\nresidence and construct a 2,690 sq ft two-story residence with a detached 2-car\ngarage.”\nNEW BUSINESS

2. APPROVAL AND ADOPTION OF RESOLUTIONS PERTAINING TO THE\nGENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3, 2026\nRecommendation: Staff recommends the City Council adopt: (1) Resolution No. R-26-\n15 calling and giving notice of the holding of a General Municipal Election to be held\non Tuesday, November 3, 2026, for the election of certain officers as required by the\nprovisions of the laws of the State of California relating to General Law Cities and\nrequesting the Registrar of Voters of the County of Los Angeles to conduct said\nelection; (2) Resolution No. R-26-16 requesting the Board of Supervisors of the\nCounty of Los Angeles to render services to the City relating to the conduct of a\nGeneral Municipal Election to be held on Tuesday, November 3, 2026; (3) Resolution\nNo. R-26-17 adopting regulations for candidates for elective office pertaining to\ncandidates’ statements submitted to the voters at an election to be held on\nNovember 3, 2026; and (4) direct staff to return to a future City Council meeting with\nthe necessary documents and ballot language to consider placing the City’s expiring\nUtility Users Tax on the November 3, 2026 ballot. If the Council concurs with staff’s\nrecommendation, an appropriate motion would be:\n“I move to (1) adopt Resolution No. R-26-15, calling and giving notice of the holding\nof a General Municipal Election to be held on Tuesday, November 3, 2026; (2)\nResolution No. R-26-16, requesting the Board of Supervisors of the County of Los\nAngeles to render services to the City relating to the conduct of a General Municipal\nElection to be held on Tuesday, November 3, 2026; (3) Resolution No. R-26-17,\nadopting regulations for candidates for elective office pertaining to candidates’\nstatements submitted to the voters at the election to be held on November 3, 2026;\nand (4) direct staff to return to a future City Council meeting with the necessary\ndocuments and ballot language to consider placing the City’s expiring Utility Users\nTax on the November 3, 2026 ballot.”

3. ADOPTION OF RESOLUTION NO. R-26-07 ADOPTING PROCEDURES\nREQUIRED BY GOVERNMENT CODE SECTION 54953.4 (SB 707)\nPERTAINING TO DISRUPTION OF TELEPHONIC OR INTERNET\nSERVICE\nRecommendation: Staff recommends the Council adopt Resolution No. R-26-07\nAdopting Procedures Required by Government Code Section 54953.4 (SB 707)\nPertaining to Disruption of Telephonic or Internet Service. If the Council concurs with\nstaff’s recommendation, an appropriate motion would be:\n“I move to adopt Resolution No. R-26-07 Adopting Procedures Required by\nGovernment Code Section 54953.4 (SB 707) Pertaining to Disruption of Telephonic or\nInternet Service.”\nCONSENT CALENDAR

APPROVE A PUBLIC WORKS AGREEMENT WITH TRI-TECH\nRESTORATION IN THE AMOUNT OF $808,953.79 FOR WINDSTORM-\nRELATED ROOF REPAIRS TO CITY FACILITIES AND AUTHORIZE THE\nPARKS, AUTHORIZE THE CITY MANAGER TO EXECUTE THE\nAGREEMENT ON BEHALF OF THE CITY, AND AUTHORIZE THE PUBLIC\nWORKS DIRECTOR/CITY ENGINEER TO APPROVE CONTRACT CHANGE\nORDERS NECESSARY FOR THE COMPLETION OF THE PROJECT,\nSUBJECT TO CONCURRENCE BY THE CALIFORNIA JOINT POWERS\nINSURANCE AUTHORITY (CJPIA), WITH ALL ASSOCIATED COSTS\nFUNDED BY CJPIA\nRecommendation: Staff recommend that the City Council (1) approve a Public Works\nAgreement with Tri-Tech Restoration in the amount of $808,953.79 for roof repairs at\nLacy Park and City Hall and (2) authorize the City Manager to execute the Agreement\non behalf of the City, and (3) authorize the Parks and Public Works Director/City\nEngineer to approve contract change orders necessary for the completion of the\nproject, subject to concurrence by CJPIA, with all costs to be paid by CJPIA as\noutlined in the agreement. If the Council concurs with staff’s recommendation, an\nappropriate motion would be:\n“I move to (1) approve a Public Works Agreement with Tri-Tech Restoration in the\namount of $808,953.79 for windstorm-related roof repairs to City facilities, (2)\nauthorize the City Manager to execute the Agreement on behalf of the City, and (3)\nauthorize the Parks and Public Works Director/City Engineer to approve contract\nchange orders necessary for the completion of the project, subject to concurrence by\nthe California Joint Powers Insurance Authority (CJPIA), with all costs funded by\nCJPIA.”

5. REPORT ON EMERGENCY ACTIONS TAKEN TO REPAIR/REMEDIATE\nFIRE STATION 91 AND REQUEST TO EXTEND EMERGENCY\nPROCUREMENT PURSUANT TO PUBLIC CONTRACTS CODE SECTION\n22050 AND SAN MARINO MUNICIPAL CODE SECTION 2.06.05(A)(8)\nRecommendation: Staff recommends the City Council receive the report of\nrepair/remediation actions undertaken to date and extend the emergency by a 4/5\nvote to facilitate expeditious restoration of Fire Station 91. If the City Council concurs\nwith staff’s recommendation, an appropriate motion would be:\n"I move to receive and file the report of repair/remediation actions undertaken to\ndate and to extend the emergency action approved in Resolution No. R-26-08 to\nfacilitate the expeditious restoration of Fire Station 91."
