1. ADJUST CONSOLIDATED FIRE PROTECTION DISTRICT DEVELOPER FEE\n- Consolidated Fire Protection District developer fees pay for the cost of fire stations,\nrelated fire protection improvements, and fire apparatuses. The resolution would adjust\ndeveloper fees by $0.0677 per square foot for fire protection facilities in keeping with the\nlatest Los Angeles County Development Fee Schedule adopted by the Los Angeles\nCounty Board of Supervisors and required under the Developer Fee Detailed Fire Station\nPlan.\nRECOMMENDED ACTION:\nCity Council conduct a public hearing and adopt a resolution to adjust the Consolidated\nFire Protection District developer fee from $1.5499 per square foot to $1.6176 per square\nfoot in accordance with the Developer Fee Agreement between the City of Santa Clarita\nand the Consolidated Fire Protection District of Los Angeles County.

10. PARCEL MAP AND REJECTION OF IRREVOCABLE OFFER OF\nDEDICATION FOR PARCEL MAP NO. 82979 (DENTEC) - Pursuant to Section\n66464.1 of the Subdivision Map Act, this item would approve Parcel Map for Parcel Map\nNo. 82979 (Dentec). The map is located at the western terminus of Franwood Drive, the\nnorthern terminus Urbandale Avenue, and south of Copper Hill Drive.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve Parcel Map for Parcel Map No. 82979.\n2. Accept on behalf of the public the right to prohibit the erection or construction of any\nbuildings or structures within parcels 1 through 3 until subsequent final maps are\nrecorded on the parcels.\n3. Reject the offer of dedication and grant for public use of private and future street\neasements.\n4. Make findings as follows: This project is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n5. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of the Parcel Map for Parcel Map No. 82979, which indicates\nall special assessments levied by the City of Santa Clarita are paid.\n6. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of the Parcel\nMap for Parcel Map No. 82979, which embodies the approval of said map and the\nacceptance and rejection of the dedications shown thereon.\n7. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of the\nParcel Map for Parcel Map No. 82979, which provides for verification of substantial\nconformance with the Tentative Tract Map and all provisions of local ordinances and\nstate laws applicable at the time of approval.\n8. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of the\nParcel Map for Parcel Map No. 82979, which provides for verification that the map is\ntechnically correct.\n9. Find Parcel Map No. 82979 exempt from review under the California Quality Act\n(CEQA) pursuant to CEQA Guideline 15061(b)(3) because the division does not\ninclude any proposed development or construction.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. 2. 2024-28 CONSOLIDATED PLAN AND THE 2024-25 ANNUAL ACTION PLAN\nFOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND\nHOME INVESTMENT PARTNERSHIP PROGRAM - The City of Santa Clarita\nreceives an annual allocation of Community Development Block Grant funds and HOME\nInvestment Partnership Program funds from the U.S. Department of Housing and Urban\nDevelopment. These funds are designed to primarily serve the needs of the City's low-\nand moderate-income residents. In order to receive these funds, the City is required to\nsubmit a five-year Consolidated Plan and a one-year Annual Action Plan.\nRECOMMENDED ACTION:\nCity Council approve the submission of the five-year Consolidated Plan with its\nassociated priorities and the Annual Action Plan for year-one with the recommended\nfunding therein to the U.S. Department of Housing and Urban Development.

5. CHECK REGISTER NO. 09 - Check Register No. 09 for the Period 03/22/24 through\n04/04/24 and 04/11/24. Electronic Funds Transfers for the Period of 03/25/24 through\n04/05/24.\nRECOMMENDED ACTION:\nCity Council approve and ratify for payment the demands presented in Check Register\nNo. 09.

6. AMENDMENT TO THE BENEFIT ZONE OF THE SANTA CLARITA\nTOURISM MARKETING DISTRICT TO INCLUDE ADDITIONAL HOTELS -\nThis item would amend the Tourism Marketing Benefit Zone boundaries to include five\nnew hotels doing business in the City of Santa Clarita.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution to declare the City Council’s intention to amend the Tourism\nMarketing Benefit Zone of the Santa Clarita Tourism Marketing District to designate\nadditional hotels as receiving benefits thereunder.\n2. Set a public hearing for May 28, 2024, at a time and place to hear comments on this\nproposed action.\n3. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

MUNICIPAL SERVICES AGREEMENT WITH THE COUNTY OF LOS\nANGELES FOR ANIMAL CARE SERVICES - CONTRACT RENEWAL - This\nitem considers the renewal of the City's contract with the Los Angeles County,\nDepartment of Animal Care and Control, for animal care and control services.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the renewal of the Animal Care and Control Services contract with the Los\nAngeles County, Department of Animal Care and Control, for an additional five-year\nterm, ending June 30, 2029.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

BRIDGE PREVENTATIVE MAINTENANCE PROGRAM - PROFESSIONAL\nSERVICES CONTRACT - This item considers the award of a professional services\ncontract for the Bridge Preventative Maintenance Program to provide guidance on\npreventative maintenance repairs to maximize the life expectancy of vehicular bridges\nthroughout the City of Santa Clarita.\nRECOMMENDED ACTION:\nCity Council:\n1. Award the professional services contract to Tetra Tech, Inc., for the Bridge\nPreventative Maintenance Program, in the amount of $145,130 and authorize a\ncontingency in the amount of $14,513, for a total contract amount not to exceed\n$159,643.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

9. 2023-24 OVERLAY AND SLURRY SEAL PROGRAM - OVERLAY B AND\nSLURRY SEAL, PROJECT M0153 - PLANS, SPECIFICATIONS, AND\nCONSTRUCTION CONTRACTS - This item considers the award of construction\ncontracts for the 2023-24 Overlay and Slurry Seal Program - Overlay B and Slurry Seal\nprojects. The annual overlay and slurry seal projects are an integral part of the City’s\npavement management program. Each year, streets are evaluated and identified for\nneeded pavement preservation and rehabilitation treatments.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2023-24 Overlay and Slurry Seal\nProgram – Overlay B project, Project M0153.\n2. Approve the plans and specifications for the 2023-24 Overlay and Slurry Seal\nProgram – Slurry Seal project, Project M0153.\n3. Award the 2023-24 Overlay and Slurry Seal Program – Overlay B construction\ncontract to Toro Enterprises, Inc., in the amount of $7,714,413 and authorize a\ncontingency in the amount of $1,542,883, for a total contract amount not to exceed\n$9,257,296.\n4. Award the 2023-24 Overlay and Slurry Seal Program – Slurry Seal construction\ncontract to American Asphalt South, Inc., in the amount of $852,524 and authorize a\ncontingency in the amount of $170,505, for a total contract amount not to exceed\n$1,023,029.\n5. Award the professional services contract to Twining, Inc., to provide staff project\ninspection, materials testing, and construction management support services for the\n2023-24 Overlay and Slurry Seal Program, Project M0153, in the amount of\n$1,026,140 and authorize a contingency in the amount of $102,614, for a total\ncontract amount not to exceed $1,128,754.\n6. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.
