C. The City must do more to address public safety and the homelessness crisis. The efforts from Mayor\nBrock to reallocate a portion of the City budget to this effort and Councilmember Zwick to consider\nthe revenue generating tax measure to meet and exceed our public safety goals is appreciated. This\nmotion bridges those two ideas. The City Council was thoughtful and cautious in adopting a balanced\nbudget. However, the City faces a difficult economic climate, slow recovery, a challenging labor\nmarket, required deferred maintenance, and continued uncertainty in our legal liabilities. In adopting\nthe FY 24-25 budget, the City reallocated resources to address public safety concerns but we need\nto do more as Mayor Brock conveyed at the last City Council meeting. The public needs to\nunderstand that the City has not recovered the pandemic and resources are limited. For this reason,\nthe City Council must pursue new revenue opportunities to address our public safety needs. Keeping\nour community safe is our first priority. New Item Received. 7/05/2024\nTherefore, Vice Mayor Lana Negrete is asking the City Council to direct the City Manager\nto immediately halt the process to identify tradeoffs and budget reallocations within the\nexisting budget. Rather, the City Manager should be directed to:\n1. Provide a high-level overview of potential impacts to the organization, along with programs\nand services, if budget reallocations were to be implemented without additional revenue.\n2. Bring the Parking Facility Tax that was discussed on June 25, 2024, back to City Council on\nJuly 23, 2024, and direct the City Attorney and City Manager to develop an advisory\nmeasure for the Parking Facility Tax indicating that half of the additional revenue generated\nby the measure should be allocated to address public safety.\n3. Return to City Council as soon as possible but no later than September with a study session\nitem with new proposals and an overview of the work that is currently underway to identify\nwhat is needed to enhance public safety and address homelessness. The study session be\ninformed by recommendations from the Police Department, Fire Department, Housing and\nHuman Services Department, Office of Emergency Management, and the City Attorney’s\nOffice to provide the City Council with critical information to deploy resources generated by\nthe resources from the Parking Facility Tax.\na.
