a. MEMORANDUM OF UNDERSTANDING (MOU) WITH CITY OF LONG BEACH\nAND PUBLIC WORKS CONTRACT WITH INTERNATIONAL LINE BUILDERS,\nINC. DBA ILB ELECTRIC FOR EAST 20TH STREET AND REDONDO\nAVENUE INTERSECTION IMPROVEMENT PROJECT (PROJECT NO.\n90.20007)\nSummary:\nStaff recommends the City Council consider entering into an MOU with City of\nLong Beach and a Public Works Contract with ILB Electric for construction of the\nEast 20th Street and Redondo Avenue Intersection Improvement Project. This\nscope of work for this Project includes the following tasks:\n· Installation of new traffic signal poles and foundations, signal mast arms,\nLED luminaire, signal heads, countdown pedestrian heads, pedestrian\npush buttons, pedestrian push button signs, pullboxes, PVC conduits (3”),\nand conductors;\n· Installation of Type E and Type D inductive vehicle detector loops;\n· Traffic striping and installation of internally illuminated street name sign;\nand\n· Installation of grated line drain, and curb ramp per Caltrans Standard\nPlans D98H and A88A, Case C respectively.\nRecommendations:\n1. Authorize the City Manager to enter into an MOU with City of Long Beach for\nconstruction of the project, in a form approved by the City Attorney.\n2. Authorize the City Manager to enter into a Public Works Contract with ILB\nElectric for construction of the Project, in a form approved by the City\nAttorney. The term of the agreement is for 90 working days upon issuance of\nNotice to Proceed with a not-to-exceed contract amount of $448,479.00.\n3. Authorize contingencies of 10% ($44,847.90) and up to a 180-day term\nextension pursuant to the City’s Purchasing and Contracting Guidelines, to\nbe utilized if approved by the Public Works Director.

b. PUBLIC WORKS CONTRACT WITH PALP, INC. DBA EXCEL PAVING\nCOMPANY (EXCEL PAVING) FOR OHIO AVENUE STREET REHABILITATION\nFROM HILL STREET TO SKYLINE AVENUE (PROJECT NO. 90.23003)\nSummary:\nThe City Council will consider entering into a Public Works Contract with Excel\nPaving for construction of the Ohio Avenue Street Rehabilitation Project from Hill\nStreet to Skyline Avenue (Project No. 90.23003). The Project includes:\n· Approximately 26,000 square feet of asphalt pavement repair employing\na combination of reconstruction and grind/overlay;\n· Removal and replacement of approximately 560 square feet of damaged\nsidewalk;\n· Restoration of traffic striping and markings; and\n· Upgrade of two ADA access ramps.\nRecommendations:\n1. Authorize the City Manager to enter into a Public Works Contract with Excel\nPaving for construction of the Ohio Avenue Street Rehabilitation Project from\nHill Street to Skyline Avenue (Project No. 90.23003), for a term of 40\ncalendar days and a not-to-exceed contract amount of $294,491.40 in a form\napproved by the City Attorney.\n2. Authorize a contingency of 10% ($29,449) to accommodate additional scope\nof work and changed or unforeseen conditions to be utilized if approved by\nthe Public Works Director for a total construction budget of $323,940.40.

c. RESOLUTION APPROVING THE APPLICATION FOR CALIFORNIA ARTS\nCOUNCIL (CAC) GRANT FOR THE SIGNAL HILL PARK AMPHITHEATER\nPROJECT\nSummary:\nWith the passage of Assembly Bill 179 into law, the State approved funding for\nthe City of Signal Hill in the amount of $5,000,000 to construct a new outdoor\namphitheater at Signal Hill Park. The California Arts Council (CAC) is the\ndesignated State entity responsible for allocation of the grant funds to the City\nand ensuring grant funds are used for the purposes specified. Prior to payment\nof grant funds, CAC requires submission of a grant application that includes\ninformation about the project and execution of a grant agreement. Adoption of\nthis resolution provides City Council’s approval of the grant application and\nauthorizes the City Manager to execute all necessary documents to receive and\nexpend the awarded grant funds.\nRecommendation:\nAdopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FOR\nTHE SIGNAL HILL PARK AMPHITHEATER PROJECT

RESOLUTION ACCEPTING MEMBERSHIP IN THE GATEWAY CITIES\nAFFORDABLE HOUSING TRUST, A JOINT POWERS AUTHORITY, AND\nAUTHORIZING THE MAYOR TO EXECUTE THE JOINT EXERCISE OF\nPOWERS AGREEMENT\nSummary:\nStaff recommends the City join the Gateway Cities Affordable Housing Trust\n(Housing Trust), a Joint Powers Authority (JPA) formed among the municipalities\nwithin the Gateway Cities region. The Housing Trust provides funding to\npreserve and produce affordable housing by increasing each project’s\ncompetitiveness for state and federal funding. Additionally, the Housing Trust\nworks with a variety of government and philanthropy groups to attract other\nhousing funds. Joining the Housing Trust would support the City’s efforts to\nbuild workforce developments identified in the Housing Element. To become a\nmember, the City Council is required to adopt a resolution and authorize the\nMayor to execute the Joint Exercise of Powers Agreement with the Housing\nTrust.\nRecommendations:\n1. Adopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, APPROVING, AUTHORIZING, AND DIRECTING CITY\nEXECUTION OF THE JOINT EXERCISE OF POWERS AGREEMENT\nRELATING TO MEMBERSHIP IN THE GATEWAY CITIES AFFORDABLE\nHOUSING TRUST\n2. Authorize the Mayor to execute the Gateway Cities Affordable Housing Trust\nJoint Exercise of Powers Agreement.

FUTURE AGENDA ITEM CONSIDERATION - DISCUSSION OF WESTBLUFF\nESTATES\nSummary:\nAt the City Council meeting of March 14, 2023, Council Member Copeland\nrequested, and Council Member Wilson seconded the placement of a discussion\nitem regarding the following item for a future agenda:\nDiscuss the open space area of Westbluff Estates and consider\nassistance regarding beautification, safety, and security.\nRecommendation:\nProvide direction to staff regarding the placement of the requested item on a\nfuture agenda.

CONTRACT AMENDMENT REGISTER DATED MARCH 28, 2023\nSummary:\nThe Contract Amendment Register is a listing of proposed contract amendments\nand project change orders eligible for streamlined processing based upon the\nfollowing criteria as documented in the City’s Purchasing Policy:\n· Funds have been authorized as part of the adopted fiscal year Operating\nBudget;\n· Staff are satisfied with the goods/services received to date; and\n· City Manager has reviewed and approved each amendment for\nstreamlined processing.\nTwo Change Orders are being presented for City Council consideration:\n1. American Asphalt South, Inc. provides construction services for Fiscal\nYear 2022-23 Slurry Seal Program Project. The amendment is for a new\nnot-to-exceed amount. The requested funds are within the amount\nauthorized by City Council at the time of award.\n2. T.E. Roberts Inc. provides construction services for Water Services and\nValve Replacements Phase II Project. The amendment is for a term\nextension to accommodate completion of the Project due to material\nsupply delays outside of the control of the contractor.\nOne option to extend a Memorandum of Understanding (MOU) and authorize\nthe City Manager to execute the agreement and future amendments is being\npresented for City Council consideration:\n3. The Signal Hill Community Foundation’s primary purpose is to support the\nCity of Signal Hill by providing funding through grants, donations and\ncorporate support for charitable, cultural, recreational, and educational\npurposes to benefit the community. They co-sponsor some of the City’s\nmajor events, including the Concerts in the Park series. The option to\nextend the MOU for the first of two, five-year renewal options allows for a\ncontinued partnership to provide comprehensive services, events, and\nprograms to the community.\nRecommendation:\nAuthorize the Contract Amendment Register dated March 28, 2023.

The monthly transaction report provides the\nchanges in investments for the prior month.\nRecommendation:\nReceive and file.
