Authorizing the City Manager to execute an amendment to the Professional Services Agreement with Chen Ryan and Associates, for on-call as-needed traffic engineering services for an annual not-to-exceed amount of $200,000 for FY 2025/26 and FY 2026/27, with a reduced amount of $100,000 in FY 2027/28.\nc. Authorizing the City Treasurer to amend the FY 2025/26 and FY 2026/27 Adopted Budgets accordingly.

Approve Resolution 2026-019 adopting the side letter agreement with SBFA employees.\nK.\nPUBLIC HEARINGS:\nThis portion of the agenda provides an opportunity for the public to comment on a specific item, as required by law and following proper notice. One (1) Professional appointment for a member of the environmental and/or scientific community (resident or non-resident) for a two-year term.\n3. Appoint three (3) members to the Parks and Recreation Commission nominated/appointed by Council-at-large for two-year terms.\n4.
