SHIVELY PARK FIELDS,\nCONSIDERATION TO WAIVE THE PARK LIGHT FEES, AND\nCONSIDERATION OF A MONETARY DONATION\nThe El Monte/ South El Monte Jets (Jets) are requesting a facility\nreservation fee waiver for the use of the City Community Center, New\nTemple Park fields, and Dean L. Shivley Park field to host football\npractices, cheerleading practices, sports physicals, and season banquets.\nAdditionally, the Jets are also requesting the City Council consider waiving\nthe park light fees and consider a monetary donation up to $4,900.00.\nRECOMMENDED ACTION: Staff recommends City Council discuss and\nconsider the facility reservation fee waiver for the use of the Community\nCenter, fields at Dean L. Shively Park and New Temple Park in the\namount of $42,352.00, the request to waive the park light fees in the\nestimated amount of $15,097.50, and request of a monetary donation up\nto $4,900.00.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-29,\nAPPROVING WARRANTS FOR THE PERIOD OF MARCH 29, 2023\nTHROUGH APRIL 11, 2023\nAuthorizing payment of City expenditures for the period of March 29, 2023\nthrough April 11, 2023, totaling $1,351 ,582.05.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 23-29 authorizing payment of City expenditures.

7.c. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-30,\nAPPROVING AUTHORIZATION TO ENTER INTO ADDITIONAL NATIONAL\nOPIOID SETTLEMENTS WITH TEVA, ALLERGAN, WALMART, WALGREENS,\nAND CVS\nAt this time, a new settlement is proposed with Teva, Allergan, Walmart,\nWalgreens, and CVS, who are additional defendants that are retailers and\nmanufacturers of opioids (for the purposes of this submittal, Teva, Allergan,\nWalmart, Walgreens, and CVS are collectively referred to as the “2023 Settling\nDefendants”). The terms of the 2023 Settlement Agreements are similar to the\n2021 Settlement Agreements, which includes the requirement that a critical mass\nof participation is required, provides for a broad release of the 2023 Settling\nDefendants from liability relating to opioids, and, further, direct or indirect\npayment of settlement funds to the various local agencies agreeing to participate.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Approve Settlement Agreements and Participation Forms for the City’s\nparticipation in the National Opioid Settlement Agreements with Teva,\nAllergan, Walmart, Walgreens, and CVS;\n2. Approve the California State-Subdivision Agreements Regarding Distribution\nand Use of Settlement Funds relating to the National Opioid Settlement\nAgreements with Teva, Allergan, Walmart, Walgreens, and CVS; and\n3. Adopt Resolution No. 23-30, approving and authorizing the City Manager to\ncarry out all necessary acts such that the City can participate in the National\nOpioid Settlements with Teva, Allergan, Walmart, Walgreens, and CVS,\nincluding signing necessary documents and transmittal thereof as necessary.

7.d. CONSIDERATION OF RESOLUTION NO. 23- 31, AUTHORIZING EXECUTION\nOF AMENDMENT NO. 2 TO THE MEMORANDUM OF AGREEMENT WITH\nTHE SAN GABRIEL VALLEYCOUNCIL OF GOVERNMENTS (SGVCOG) FOR\nPARTICIPATION IN THE SAN GABRIEL VALLEY REGIONAL VEHICLE\nMILEAGE TRAVELED ANALYSIS MODEL\nOn March 24th, 2020, the City Council approved an Memorandum of Agreement\n(MOA) with the SGVCOG to participate in the San Gabriel Valley Regional VMT\nAnalysis Model. This Amendment No. 2 will add a web-based Regional VMT\nAnalysis Tool ("Analysis Tool") to the scope of work, increase the compensation\nto be paid to SGVCOG by $ 2,750 and extend the term of the MOA to April 1,\n2028. The 2? Amendment will also require a payment not to exceed $15,000\nfrom each City, which will go toward completing the model VMT analysis with\nmore up to date data.\nRECOMMENDED ACTION: Staff recommends City Council\n1. Adopt Resolution No. 23-31, approving Amendment No. 2 to the existing\nMemorandum of Agreement (MOA) with the San Gabriel Valley Council of\nGovernments extending the term of the MOA until April 2028, and increasing\ncompensation under the MOA and incorporating the Analysis Tool to the\nscope of work, for an amount not to exceed $15,000.00 for the implementation\nof the San Gabriel Valley Regional Vehicle Miles Traveled (VMT) Analysis\nModel & Tool Update; and\n2. Authorize City Manager to execute the amendment.

9.a. AUTHORIZATION FOR 2023 STAFF DEVELOPMENT AND TEAM\nBUILDING EVENT\nThe City Council supported the first Staff Development and Team Building\nEvent previously held on April 30, 2022 at New Temple Park. This year,\nstaff is seeking the support from the City Council to host another Staff\nDevelopment and Team Building Event on Saturday, April 29, 2023.\nRECOMMENDED ACTION: Staff recommends City Council approve a\n2023 Staff Development and Team Building Event and allocate $5,000.00\nfrom the General Fund to the Human Resources Recognition account 01100-1050-5940 to host the event.
