City Clerk read the title of Ordinance No. 1133, entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADDING CHAPTERS 10.34 AND 10.36 TO TITLE 10 OF\nTHE STANTON MUNICIPAL CODE REGARDING MEDIAN ISLANDS\nAND DRIVE-THROUGHS AND FINDING THE ORDINANCE TO BE\nEXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\nPURSUANT TO SECTIONS 15378 AND 15061(B)(3) OF THE STATE\nCEQA GUIDELINES”; and\n2. PILOT PROGRAM PARTNERSHIP WITH RODEO 39 FOR 2023 HOLIDAY “SHOP &\nDINE 39” ECONOMIC DEVELOPMENT PROGRAM\nThe SHOP & DINE 39 pilot program encourages residents and visitors to support local\nretailers and businesses within the Stanton community. With Highway 39/Beach\nBoulevard being one of the most recognizable thoroughfares through the City, the\nprogram aims to attract visitors from throughout the region to look to Stanton as a\ndestination for shopping and dining throughout the holiday season.\nRECOMMENDED ACTION:\n1. City Council find that the ordinance is exempt from the requirements of the California\nEnvironmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Sections\n15378(a) (the ordinance is not a “project” and has no potential for resulting in\nphysical change to the environment, directly or indirectly) and 15061(b)(3) (there is\nno possibility that the ordinance or its implementation would have a significant\nnegative effect on the environment) (14 Cal. Code Regs.); and\n2. Authorize a pilot program partnership with Rodeo 39 for the months of October,\nNovember, and December 2023 to co-host a variety of free public events at Rodeo\n39 as part of “SHOP & DINE 39” and to authorize the promotion of City holiday\nevents on the Rodeo 39 electronic marquis.

12B. PRESENTATION REGARDING MITIGATION EFFORTS OF THE THEFT OF\nCATALYTIC CONVERTERS WITHIN THE CITY\nAt its meeting of August 8, 2023, Council directed staff to prepare an item regarding\nmitigation efforts related to the theft of catalytic converters. This evening Public Safety\nDirector Jim Wren will be providing a presentation highlighting practices adopted by\nother communities for the Council’s consideration.\nRECOMMENDED ACTION:\n1. City Council find that the ordinance is exempt from the requirements of the California\nEnvironmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Sections\n15378(a) (the ordinance is not a “project” and has no potential for resulting in\nphysical change to the environment, directly or indirectly) and 15061(b)(3) (there is\nno possibility that the ordinance or its implementation would have a significant\nnegative effect on the environment) (14 Cal. ADOPTION OF RESOLUTION NO. 2023-26 APPROVING THE PARKS MASTER\nPLAN\nAs recommended by the Parks, Recreation and Community Services Commission,\nadopt Resolution No. 2023-26 approving the City of Stanton Parks Master Plan.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections Section 15061(b)(3) and Section\n15378(b)(5); and\n2. Adopt Resolution No. 2023-26, approving the City of Stanton Parks Master Plan,\nentitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, APPROVING THE CITY OF STANTON PARKS MASTER\nPLAN”.

UPDATE ON REGULATIONS RELATING TO LOST, STOLEN, OR ABANDONED\nSHOPPING AND LAUNDRY CARTS\nThe City Council requested staff to provide a report regarding whether there have been\nany updates to the law regarding lost, stolen, or abandoned shopping and laundry carts\nand to advise whether the City could make any changes to its Municipal Code.\nStanton’s current ordinance generally represents the current state of best practices\nunder shopping cart regulations found in Bus. & Prof. Code section 22435 et seq.\nRECOMMENDED ACTION:\n1. City Council find that the ordinance is exempt from the requirements of the California\nEnvironmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Sections\n15378(a) (the ordinance is not a “project” and has no potential for resulting in\nphysical change to the environment, directly or indirectly) and 15061(b)(3) (there is\nno possibility that the ordinance or its implementation would have a significant\nnegative effect on the environment) (14 Cal. Code Regs.); and\n2. Consider whether to direct the City Attorney to bring back modifications to the City’s\nshopping cart control ordinance.\nOctober 10, 2023

AUGUST 2023 GENERAL FUND REVENUE AND EXPENDITURE REPORT;\nHOUSING AUTHORITY REVENUE AND EXPENDITURE REPORT; AND STATUS OF\nCAPITAL IMPROVEMENT PROGRAM\nThe Revenue and Expenditure Report for the month ended August 31, 2023, has been\nprovided to the City Manager in accordance with Stanton Municipal Code Section\n2.20.080 (D) and is being provided to City Council. This report includes information for\nboth the City’s General Fund and the Housing Authority Fund. In addition, this report\nincludes a status of the City’s Capital Improvement Projects (CIP) as of August 31,\n2023. The figures reported represent preliminary figures through August 31, 2023. The\nfiscal year end closing process is still in progress and the final figures are pending\ncompletion of the City’s annual financial statement audit.\nOctober 10, 2023\nRECOMMENDED ACTION:\n1.
