SEPTEMBER 2023 GENERAL FUND REVENUE AND EXPENDITURE REPORT;\nHOUSING AUTHORITY REVENUE AND EXPENDITURE REPORT; AND STATUS OF\nCAPITAL IMPROVEMENT PROGRAM\nThe Revenue and Expenditure Report for the month ended September 30, 2023, has\nbeen provided to the City Manager in accordance with Stanton Municipal Code Section\n2.20.080 (D) and is being provided to City Council. This report includes information for\nboth the City’s General Fund and the Housing Authority Fund. In addition, this report\nincludes a status of the City’s Capital Improvement Projects (CIP) as of September 30,\n2023. The figures reported represent preliminary figures through September 30, 2023.\nThe fiscal year end closing process is still in progress and the final figures are pending\ncompletion of the City’s annual financial statement audit.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment); and\n2. PROFESSIONAL SERVICES AGREEMENT FOR SPLASH PAD MAINTENANCE\nAs the current contract is set to expire on November 30, 2023, City staff released a\nRequest for Proposal (RFP) soliciting proposals to provide professional splash pad\nmaintenance services at Stanton Central Park and Harry M. Dotson Park. Staff\nrecommends awarding a contract to HASA, Inc. DBA Commercial Aquatic Services.\nRECOMMENDED ACTION:\n1. City Council declare this action to be categorically exempt under the California\nEnvironmental Quality Act, since the action herein does not constitute a “project” as\ndefined by Section 15378 of the CEQA guidelines; and\n2. Award a contract to HASA, Inc. DBA Commercial Aquatic Services to provide\nprofessional splash pad maintenance and repair services for a maximum contract\namount of $10,000 annually, excluding CPI adjustments as provided for in the\nProfessional Services Agreement; and\n3. Authorize the City Manager to bind the City of Stanton and HASA Inc. DBA\nCommercial Aquatics Services in a contract to provide the services; and\n4. Authorize the City Manager to approve a contingency in the amount of $5,000 per\nyear to HASA Inc. DBA Commercial Aquatics Services.\nNovember 14, 2023

FIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH\nINTERWEST FOR PREPARATION OF RELOCATION PLAN AND\nIMPLEMENTATION OF PERMANENT AND TEMPORARY RELOCATION SERVICES\nFOR CITY PROPERTIES AT THE TINA/PACIFIC NEIGHBORHOOD\nThe City Council will consider approving the First Amendment to the Professional\nServices Agreement with Interwest for preparation of a relocation plan and\nimplementation of permanent and temporary relocation services. The First Amendment\nincreases the not-to-exceed compensation amount from $40,000 to $243,000. The\noriginal agreement’s compensation amount was intended to solely cover costs related\nto emergency relocation services during a consultant staffing transition period, while the\nproposed amount covers all services related to the relocation of City properties at the\nTina/Pacific neighborhood.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. Waive the competitive procurement process since only one known supplier has been\nidentified and allow for the sole source procurement of professional services; and\n3. Authorize the City Manager to enter into a First Amendment to the Professional\nServices Agreement with Interwest for preparation of a relocation plan and\nimplementation of permanent and temporary relocation services in a form approved\nby the City Attorney.

CITY SPONSORSHIP REQUEST – YOUTH ASSISTANCE FOUNDATION, SANTA’S\nSIREN EVENT\nPer the City Sponsorship Program, the Youth Assistance Foundation is requesting co-\nsponsorship of the Santa’s Siren event held throughout the City. The sponsorship\nrequest is for in-kind consideration valued at $499.\nRECOMMENDED ACTION:\n1. City Council declare this project to be categorically exempt under the California\nEnvironmental Quality Act, Class 1, Section 15301c; and\n2. City Council find the proposed Ordinance not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to State CEQA Guidelines section 15060(c)(2),\n15061(b)(3), and 15378(b)(5); and\n2. Conduct the first reading of Ordinance No. 1135 entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nSTANTON, CALIFORNIA, ADDING SECTION 12.08.450 TO AND\nAMENDING SECTIONS 12.08.010 AND 12.12.010 OF THE CITY’S\nMUNICIPAL CODE, REPEALING THE CITY’S ADMINISTRATIVE\nPOLICY NO. VI-1-1, AND DETERMINING THE ORDINANCE TO BE\nEXEMPT FROM CEQA PURSUANT TO STATE CEQA GUIDELINES\nSECTIONS 15060(c)(2), 15061(b)(3) AND 15378(b)(5)”; and\n3.
