Council Member Torres is requesting to discuss an\namendment to the Stanton Town Center Specific Plan to include development\nagreements, which would provide the City Council the ability to set minimum standards\nfor development.\nRECOMMENDED ACTION:\nCity Council provide direction to staff.

This report includes information for\nboth the City’s General Fund and the Housing Authority Fund.\nRECOMMENDED ACTION:\n1. APPROVAL OF FIRST AMENDMENT TO COOPERATIVE AGREEMENT WITH CITY\nOF GARDEN GROVE TO INCREASE REIMBURSEMENT TO THE CITY FOR THE\nFISCAL YEAR 2022/23 CITY WIDE STREET REHABILITATION PROJECT (TASK\nCODE 2023-101)\nA portion of the intersection of Katella Avenue and Dale Avenue is within the City of\nGarden Grove’s city limit. As such, the City entered into a Cooperative Agreement with\nthe City of Garden Grove to establish construction costs for each city’s portion of the\nproject. Following bid opening and award of construction for the Project, an Amendment\nto the Cooperative Agreement is required to amend the compensation amount for the\nCity of Garden Grove’s portion from $7,690 to $60,500.\nMay 14, 2024\nRECOMMENDED ACTION:\n1. City Council find that the recommended actions are exempt from CEQA per\nSection15378(b)(5) [Project does not include]: organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment; and\n2. Approve the First Amendment to the existing Cooperative Agreement with the City of\nGarden Grove; and\n3. Authorize the City Manager to execute the First Amendment to the existing\nCooperative Agreement with the City of Garden Grove.

6H. APPROVAL OF FIRST AMENDMENT TO PROFESSIONAL SERVICES\nAGREEMENT WITH JOHN L. HUNTER & ASSOCIATES, INC. TO PROVIDE\nCONSULTING SERVICES RELATED TO NATIONAL POLLUTANT DISCHARGE\nELIMINATION SYSTEM (NPDES) AND FATS, OILS AND GREASE (FOG)\nPROGRAM\nAt its meeting of June 8, 2021, the Council awarded a contract to John L. Hunter\nAssociates, Inc. to provide environmental consulting services. The three-year contract,\nexpiring on June 30, 2024, also provides for two optional one-year extensions. The\nproposed First Amendment presented for the Council’s consideration exercises the first\nof the one-year extensions, extending the term of the Agreement to June 30, 2025 and\nincreases the total compensation under the Agreement.\nRECOMMENDED ACTION:\n1. City Council find that the recommended actions are exempt from CEQA per\nSection15378(b)(5) [Project does not include]: organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment; and\n2. Approve the First Amendment to the Professional Services Agreement with John L.\nHunter & Associates, Inc. and allow the City Attorney to make minor edits as\nnecessary prior to the execution of the Amendment; and\n3. Authorize the City Manager to execute the First Amendment to the Professional\nServices Agreement with John L. Hunter & Associates, Inc.\nMay 14, 2024

APPROVAL OF FIRST AMENDMENT TO PROFESSIONAL SERVICES\nAGREEMENT WITH MSW CONSULTANTS TO PROVIDE SOLID WASTE\nMANAGEMENT CONSULTING SERVICES\nAt its meeting of October 26, 2021, the City Council awarded a contract to MSW\nConsultants to provide solid waste management consulting services. The three-year\ncontract, expiring on June 30, 2024, provides for two optional one-year extensions. The\nproposed First Amendment presented for the Council’s consideration extends the term\nof the Agreement to June 30, 2025, expands the scope of services, and increases the\ntotal not-to-exceed compensation by $89,800.\nRECOMMENDED ACTION:\n1. City Council find that the recommended actions are exempt from CEQA per\nSection15378(b)(5) [Project does not include]: organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment; and\n2. Approve the First Amendment to the Professional Services Agreement with MSW\nConsultants and allow the City Attorney to make minor edits as necessary prior to\nthe execution of the Amendment; and\n3.
