PUBLIC HEARING TO ADOPT THE MASTER FEE SCHEDULE FOR CITY\nPROGRAMS AND SERVICES\nOn January 14, 2025, the City Council approved Resolution No. 2025-04 which contained\nthe current Master Fee Schedule which had been updated based on the findings of a\ncomprehensive fee study. The Resolution included a provision to update the Master Fee\nSchedule annually, each July 1, beginning on July 1, 2025, to implement annual\nConsumer Price Index (CPI) based adjustments to all fees to ensure fees keep up with\nincreasing costs. Resolution No. 2025-08 authorizes a 3.4% CPI increase effective July\n1, 2025.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Open the public hearing and receive public input; and\n3. Adopt Resolution No. 2025-08, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING AN UPDATED CITY OF STANTON MASTER\nFEE SCHEDULE FOR CITY PROGRAMS AND SERVICES.”\nApril 22, 2025

UPDATED STRATEGIC GOALS AND INTEGRATED LIST OF COUNCIL AND STAFF\nPRIORITIES\nThe City Council held a goal- and priority-setting workshop on Monday, March 3, 2025.\nThe workshop provided an opportunity for Council members to work together to review\nelements of effective governance, discuss and establish priorities for the coming year,\nand strengthen teamwork. Tonight’s report contains a summary of the workshop's results\nand presents the Council with five updated strategic goals to affirm as well as an\nintegrated list of Council and staff priorities to review.\nRECOMMENDED ACTION:\n1. City Council declare that the proposed actions are not subject to the California\nEnvironmental Quality Act (“Public Resources Code section 21000 et seq.) (“CEQA”)\nbecause they do not qualify as a “project” under CEQA Receive and file; and\n2. Receive and file the Goal-Setting Workshop report from Baker Tilly; and\n3. Affirm the five updated Strategic Goals:\na. Goal 1. Provide a Safe Community. Ensure a safe community to protect our\nresidents, visitors, and businesses.\nb. Goal 2. Promote a Strong Local Economy. Develop and implement measures\nto increase productivity, support local businesses and provide for economic\ndevelopment.\nc. Goal 3. Provide Quality Infrastructure. Invest in infrastructure maintenance and\nimprovements to meet the evolving needs of the community.\nd. Goal 4. Ensure fiscal stability. Provide objective, transparent information while\ncontinuing to evaluate the efficiency of services.\ne. Goal 5. Maintain and promote a responsive, high-quality and transparent\ngovernment. Provide effective leadership, responsive management, and\nmeaningful communication while fostering mutual respect, public trust and\nethical behavior in all governing processes.; and\n4. Direct staff to utilize the integrated list of Council and staff priorities in development of\nthe Fiscal Year 2025-26 Operating Budget.

RENEWAL OF DECLARATION THAT AN EMERGENCY CONDITION EXISTS\nARISING FROM DAMAGE TO THE WESTERLY END STANTON PARK PEDESTRIAN\nBRIDGE\nConsideration of the City Council to continue declaring the repair an emergency. The\nwesterly end pedestrian bridge at Stanton Park has been damaged and unusable since\nJune 2023. The pedestrian bridge is a major pedestrian walkway serving many of the\nresidents of the City.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. 9E. 2024 HOUSING ELEMENT ANNUAL PROGRESS REPORT\nThe 2024 Housing Element Annual Progress Report (APR) was prepared in compliance\nwith Government Code Section 65400 et. Seq., which requires submittal to the\nDepartment of Housing and Community Development (HCD). The report is intended to\nmonitor the City’s progress in meeting its share of regional housing needs. The Planning\nCommission reviewed the APR and recommended that the City Council accept the report.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Guideline Section No. 15306 (Class 6, Information Collection),\nprojects which solely encompass information collecting and reporting, such as the\nannual report; and\n2. Receive and file the 2024 Housing Element Annual Progress Report; and\n3. Direct the Community & Economic Development Director to submit the report to HCD\non behalf of the City.

RESOLUTIONS AMENDING THE POSITION CLASSIFICATION MANUAL AND THE\nSALARY AND BENEFITS RESOLUTION\nThe attached Resolutions make changes to the Position Classification Manual and the\nSalary and Benefits Resolution by adding the job classification of Family Support\nAdvocate and associated salary range.\nRECOMMENDED ACTION:\n1. City Council declare that this project is exempt from the California Environmental\nQuality Act (“CEQA”) under Section 15378(b)(2) – continuing administrative or\nmaintenance activities, such as purchases for supplies, personnel-related actions,\ngeneral policy or procedure making; and\n2. Adopt Resolution No. 2025-09 amending the Position Classification Manual, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, AMENDING THE POSITION CLASSIFICATION\nMANUAL”; and\n3. 9G. ACCEPTANCE OF THE 8950 AND 8961 PACIFIC AVENUE DEMOLITION AND\nABATEMENT PROJECT\nThe 8950 and 8961 Pacific Avenue Demolition and Abatement Project consisting of the\ndemolition and abatement of two vacant 4-plex buildings located at 8950 and 8961 Pacific\nAvenue is now complete. The final construction cost for the project was $150,000, the\ncontract award amount. The City Engineer, in his judgment, certifies that the work was\nsatisfactorily completed as of April 15, 2025, and recommends that the City Council\naccept the completed work performed on this project.\nRECOMMENDED ACTION:\n1. City Council declare this project categorically exempt under the California\nEnvironmental Quality Act, Class 1, and 15301l(3); and\n2. Accept the completion of improvements for the 8950 and 8961 Pacific Avenue\nDemolition and Abatement Project, as certified by the City Engineer, and affix the date\nof April 15, 2025, as the date of completion of all work on this project; and\n3. Approve the final construction contract amount of $150,000 with Integrated Demolition\nand Remediation, Inc.; and\n4. Direct the City Clerk within ten (10) days from the date of acceptance to file the Notice\nof Completion (Attachment) with the County Clerk-Recorder of the County of Orange;\nand\n5. Direct City staff, after thirty-five (35) days has elapsed from the filing of the “Notice of\nCompletion” with the County Clerk-Recorder, to make the retention payment to\nIntegrated Demolition and Remediation, Inc. in the amount of $7,500.
