CITY COUNCIL CONSIDERATION FOR APPOINTMENT TO FILL ONE (1) VACANCY\nON THE STANTON PUBLIC SAFETY COMMITTEE FOR TERMS COINCIDING WITH\nTHE CITY COUNCIL ELECTION\nConsideration for appointment to fill one (1) vacancy on the Stanton Public Safety\nCommittee. There is currently one (1) vacancy within the Stanton Public Safety\nCommittee due to an unexpected vacancy, with a term expiring in November 2026.\nThe Mayor/Council Member holding the seat number corresponding to the numbered seat\non the Committee shall be responsible for the appointment of one Committee Member,\nwith majority approval of the City Council. The terms of office shall coincide with the term\nof office of the Mayor or Council Member who made the appointment.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5)(Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. 9D.\nCONTINUANCE OF THE PROCLAMATION OF THE EXISTENCE OF A LOCAL\nEMERGENCY CAUSED BY HOMELESSNESS CRISIS\nAt its meeting of November 26, 2024, the City Council adopted a resolution proclaiming\nthe existence of a local emergency. Based on the continuing impacts of homelessness\non public health and safety within the City of Stanton, the City Council’s proclamation of\nthe existence of a local emergency will continue until further notice.\nRECOMMENDED ACTION:\n1. City Council declare that the proposed actions are not subject to the California\nEnvironmental Quality Act (“Public Resources Code section 21000 et seq.) (“CEQA”)\nbecause they do not qualify as a “project” under CEQA Receive and file; and\n2. Receive and file the report.

9E.\nANNUAL COMPREHENSIVE FINANCIAL REPORT FOR FISCAL YEAR 2024-25 AND\nRELATED AUDIT REPORTS\nEach year the City issues an Annual Comprehensive Financial Report (ACFR), which\nsummarizes the financial activity of a local government for a given fiscal year in\naccordance with financial statement presentation requirements prescribed by\ngovernment accounting standards (Attachment A). The ACFR is accompanied by an\nopinion from the City’s audit firm. The audit firm’s opinion on the City’s 2024-25 ACFR is\na clean opinion, with no exceptions, modifications, or qualifications. (The audit firm also\nissued a separate report for the Housing Authority’s 2024-25 audited financial\nstatements.) The single audit report on Attachment C was required for the Fiscal Year\n2024-25 audit because the City spent more than $750,000 on federal grant funds. No\nfindings or questioned costs are identified in this report. In addition, the City’s auditors\nissue other reports in relation to the City’s audit. These reports are provided in\nAttachments D and E.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. 9F.\nFIRST AMENDMENT TO AGREEMENT FOR THE STANTON FAMILY RESOURCE\nCENTER UNDER THE COUNTY OF ORANGE FAMILIES AND COMMUNITIES\nTOGETHER (FACT) PROGRAM\nThe City Council will consider approving the First Amendment to the Agreement for\nFamily Resource Center Services to allow the County of Orange to add two additional\nFamily Resource Centers to the Families and Communities Together platform. The\namendment updates aggregate funding authority and administrative provisions and does\nnot change the service delivery model or budget allocation for the Stanton Family\nResource Center.\nRECOMMENDED ACTION:\n1. City Council declare that this item is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15060(c)(2) and 15060(c)(3); and\n2. Approve the First Amendment to the Agreement for Family Resource Center Services\nwith the County of Orange Social Services Agency; and\n3. Authorize the City Manager to bind the City of Stanton in an amended agreement with\nthe County of Orange Social Services Agency to provide Family Resource Center\nservices.\nEND OF CONSENT CALENDAR
