Find that approval of the City Council Minutes is not a “Project” as defined\nunder Section 15378 of the California Environmental Quality Act State\nGuidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no\nenvironmental review is required.

C. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 83179, A FOUR-\nUNIT CONDOMINIUM SUBDIVISION AT 4447 ELLIS LANE\nCity Council is requested to approve the final map. Approving the final map will\nallow the property owner to record the map and start construction of the four\ncondominium units.\nRecommendation:\n1. Review and approve the final subdivision map for Parcel Map No. 83179;\n2. Authorize the City Clerk to certify Parcel Map No. 83179; and\n3. Find the project exempt from the California Environmental Quality Act (CEQA)\npursuant to Section 15303 (New Construction or Conversion of Small\nStructures) and Section 15332 (In-fill Development Projects) of the California\nCEQA Guidelines.

Adopt Resolution No. 23-5662; and\n2. Find that adoption of the resolution authorizing the payment of bills is not a\n“Project” as defined under Section 15378 of the California Environmental\nQuality Act State Guidelines; therefore, pursuant to State Guidelines Section\n15060(c)(3) no environmental review is required.

APPROVAL OF SECOND AMENDMENT TO THE SERVICES AGREEMENT\nWITH GRETCHEN STERLING TO OPERATE AND MANAGE THE TEMPLE\nCITY CERTIFIED FARMERS MARKET\nThe City Council is requested to approve the Second Amendment to the Service\nAgreement with Gretchen Sterling to continue to operate and manage the Temple\nCity Certified Farmers Market.\nRecommendation:\n1. Review and approve the Second Amendment to the Service Agreement\n(Attachment “A”) with Gretchen Sterling to operate and manage the Temple City\nCertified Farmers Market;\n2. Authorize the City Manager to sign and execute the Service Agreement; and\n3. Find that approval of the Service Agreement is not a “Project” as defined\nunder Section 15378 of the California Environmental Quality Act State\nGuidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no\nenvironmental review is required

INTRODUCTION AND FIRST READING OF ORDINANCE NO. 23-1072,\nAMENDING TITLE 8 (STORMWATER POLLUTANT ELIMINATION) AND\nSECTION 9-1N-10 (LOW IMPACT DEVELOPMENT STANDARDS AND GREEN\nSTREETS) OF THE TEMPLE CITY MUNICIPAL CODE TO COMPLY WITH THE\nMUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) PERMIT\nThe public hearing for the introduction and first reading of Ordinance No. 23-1072\nto update Title 8 and Section 9-1N-10 of Title 9 of the Temple City Municipal Code\nto comply with new state-required provisions in the MS4 Permit has been continued\nto the April 18, 2023 meeting.\nPresenter: Community Development Director and\nManagement Analyst\nRecommendation:\n1. Open the public hearing to receive public comments for the introduction of\nOrdinance No. 23-1072; and\n2. Continue the public hearing to the next City Council meeting on April 18, 2023.

INTRODUCTION AND FIRST READING OF ORDINANCE NO. 23-1070\nAMENDING THE CITY’S RULES RELATED TO ARTIFICIAL TURF,\nLANDSCAPING, AND HARDSCAPE\nThe City Council is requested to adopt Ordinance No. 23-1070 which would\nmodify the Zoning Code related to artificial turf, landscaping, and hardscaping.\nPresenter: Community Development Director\nRecommendation:\n1. Introduce Ordinance No. 23-1070 for first reading by title only, amending Title 9,\nChapters 1 of the Municipal Code (Attachment “A”) related to artificial turf,\nlandscaping and hardscape;\n2. Waive further reading of Ordinance No. 23-1070;\n3. Schedule the second reading of Ordinance No. 23-1070 for April 18, 2023; and\n4. Find that this Ordinance is not subject to environmental review under the\nCalifornia Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines\nSections 15061(b)(3) because it can be seen with certainty that the Ordinance\nhas no possibility of a significant effect on the environment. Further, any project\nreviewed under this ordinance would be a class 1, 3, 4, or 5 categorical\nexemption.
